Instructions to Suppliers

1.      Purchaser intends to procure tools, equipment and vehicles for Municipal Solid Waste
        Management. The list of the tools, equipment and vehicles and their detailed technical
        specifications are set out in Appendix 1. Interested and qualified parties, based on
        qualification criteria set out in Appendix 2, are requested to submit a single financial
        quotation in a manner prescribed in Appendix 3.
2.      Each Supplier shall submit only one (1) Quotation for each of the tools, equipment
        and vehicles, in response to this PD. Any Supplier who submits more than one
        Quotation for the tools, equipment and vehicles will be disqualified.

3.      At any time prior to the last date of submission of Quotations, Purchaser may, for any
        reason, whether at its own initiative or in response to clarifications requested by any
        Supplier, modify the PD by the issuance of Addenda. The Bidder shall not transfer
        the RfP document to any other interested party.

4.      The Quotation shall remain valid for a period not less than six calendar months from
        the Quotation Due Date (Quotation Validity Period). Purchaser reserves the right to
        reject any Quotation, which does not meet this requirement.

5.      Earnest Money Deposit (EMD)

5.1     Each quotation shall be accompanied by EMD as per the below table

5.2     The EMD shall be in the form of a crossed demand draft / banker’s cheque drawn in
        favour of [insert name], [insert name of ULB] on any scheduled bank, payable at
        [insert place].

5.3     The EMD furnished by the successful bidder shall be retained as performance
        security and would be released after expiry of the warranty period provided the
        successful bidder has fulfilled all obligations under warranty. The EMD of every
        unsuccessful bidder would be returned back within a period of eight weeks from the
        date of announcement of successful bidder.

6.      Format and Signing of Quotation

6.1     The Supplier would provide all the information as per this PD. Purchaser would
        evaluate only those Quotations that are received in the required format and are
        complete in all respects. Each Quotation shall comprise the following:

        A.     Qualification Criteria:
        a.      Details of the Supplier in the format set out in Appendix 4
        b.      Qualification Criteria in the format set out in Appendix 2
        c.      Copy of the Bill of Purchase/Receipt evidencing purchase of the PD.
        d.      Procurement Document and draft Purchase Order issued by the ULB in
                original “QUALIFICATION CRITERIA” cover only. The Bidder shall duly
                sign all the sheets of the Procurement Document and draft Purchase Order.
        e.      EMD in original “QUALIFICATION CRITERIA” cover only

        B.     Financial Offer:
               The financial quotation shall be submitted in the original and copy of the
               Appendix-3 provided with RFP document.

6.2     The bidder shall prepare one (1) original and one (1) copy of the Qualification
        Criteria and the Financial Offer. The bidder shall seal the original Qualification
        Criteria and the original Financial Offer in two separate envelopes, which shall be
        marked as “QUALIFICATION CRITERIA” and “FINANCIAL QUOTATION”.
        These two envelopes shall than be sealed in a single outer envelope and clearly
        marked as “ORIGINAL”.

6.3     Similarly, the copy of the Qualification Criteria and the copy of the Financial Offer
        shall be sealed in two separate envelopes duly marked as “QUALIFICATION
        CRITERIA” and “FINANCIAL QUOTATION”. These two envelopes shall than be
        sealed in a single outer envelope and clearly marked as “‘COPY’.

6.4     The envelopes marked as ‘ORIGINAL’ and ‘COPY’ shall then be sealed in a single
        outer envelope and super scribed with the information set out in Clause 7.1.

6.5     In the event of any discrepancy between the original and the copy, the original shall
        prevail.

6.6     The Quotations, both the original and the copy shall be typed or written in indelible
        ink and each page shall be initialled by an authorised signatory of the Bidder or an
        Individual, as applicable. All the alterations, omissions, additions, or any other
        amendments made to the Quotation shall be initialled by the person(s) signing the
        Quotation.

7.      Sealing and Marking of Quotation

7.1     The outer envelope must be super scribed with the following information:

        a.       Name and Address of Supplier
        b.       Contact person and phone numbers
        c.       On the top left corner - "Quotation for the Project”: Supply of tools,
                 equipment and vehicles required for delivery of Municipal Solid Waste
                 Management services
        d.       TO BE OPENED IN THE PRESENCE OF TENDER EVALUATION
                 COMMITTEE ONLY.

7.2        If the envelope is not sealed and marked as instructed above, Purchaser assumes no
           responsibility for the misplacement or premature opening of the contents of the
           Quotation submitted and such Quotation, may, at the sole discretion of Purchaser, be
           rejected.

8.         Quotation Due Date

8.1        Quotations should be submitted before [Insert Date], 4:30 pm, in the manner and
           form as detailed in this PD. Quotations submitted by either facsimile transmission or
           telex will not be accepted.

8.2        Purchaser may, in exceptional circumstances, and at its sole discretion, extend the
           above Quotation Due Date by issuing an Addendum.

9.         Opening of Quotations and Clarifications

9.1        Purchaser would open the Quotations on any earliest convenient working day after
           the Quotation Due Date for the purpose of evaluation.

9.2        Purchaser reserves the right to reject any Quotation not submitted on time and which
           does not contain the information/documents as set out in Clause 6.

9.3        To facilitate evaluation of Quotations, Purchaser may, at its sole discretion, seek
           clarifications in writing from any Supplier regarding its Quotation.

10.        Evaluation

10.1       As part of the evaluation, the Quotations shall be checked for responsiveness with the
           requirements of the PD and only those Quotations which are found to be responsive
           would be further evaluated in accordance with the criteria set out in this PD.

10.2       The Quotation shall be considered to be responsive if it meets the following
           conditions:

      a.       it is received /deemed to be received by the Quotation Due Date including any
               extension thereof.
      b.       it is signed, sealed and marked as stipulated in Clause 6 and Clause 7.
      c.       it contains all the information and documents as requested in the PD.
      d.       it contains information in formats specified in this PD.
      e.       it mentions the validity period as set out in Clause 4.
      f.       it provides information in reasonable detail. (“Reasonable Detail” means that, but
               for minor deviations, the information can be reviewed and evaluated by Purchaser
               without communication with the Supplier). Purchaser reserves the right to
               determine whether the information has been provided in reasonable detail.
      g.       there are no inconsistencies between the Quotation and the supporting documents.

        A Quotation that is substantially responsive is one that conforms to the preceding
        requirements without material deviation or reservation. A material deviation or
        reservation is one

              i. which affects in any substantial way, the scope, quality, or performance of
                 the project, or
             ii. which would affect unfairly the competitive position of other Suppliers
                 presenting substantially responsive Quotations.

10.3    Purchaser reserves the right to reject any Quotation, if:

        a.       at any time, a material misrepresentation is made or discovered; or
        b.       the Supplier does not respond promptly and diligently to requests for
                 supplemental information required for the evaluation of the Quotation.

10.4    In case the Quotation is found to be responsive, the Quotation would be evaluated in
        accordance with the Qualification Criteria as set out in Appendix 2.

10.5    In case the Quotation is found to be inadequate, Purchaser may request the Supplier
        for modifications to the Quotation submitted. As part of the evaluation of the
        Quotation, Purchaser may also request the Supplier to submit written clarifications.

10.6    The Issuing Authority has duly signed and provided herewith in Appendix 3, the
        format (ORIGINAL and COPY), in which the Financial Offer is to be submitted by
        the bidder.

10.7    The Financial Quotations of only the Suppliers, who meet the Qualification Criteria,
        would be opened.

10.8    The Supplier offering the lowest quotation for the tools, equipment and vehicles
        would be declared as the Preferred Supplier for the same.

10.9    Purchaser may either choose to accept the Quotation of the Preferred Supplier or
        invite him for negotiations.

10.10 In case there are two or more Suppliers quoting the same price, Purchaser may in
      such case call all such Suppliers for negotiations and select the Preferred Supplier on
      the outcome of the negotiations. The selection in such cases shall be at the sole
      discretion of Purchaser.

11.     In the event of acceptance of the Preferred Supplier with or without negotiations,
        Purchaser shall declare the Preferred Supplier as the Successful Supplier. Purchaser
        will notify the Successful Supplier through a Letter of Award (LoA) that its
        Quotation has been accepted.

12.     Notwithstanding anything contained in this PD, Purchaser reserves the right to accept
        or reject any Quotation, or to annul the bidding process or reject all Quotations, at any
        time without any liability or any obligation for such rejection or annulment, without
        assigning any reasons thereof.

2.       Technical specifications for the Tools, Equipment and Vehicles

SWEEPING EQUIPMENT

The equipment for road/public places sweeping operation shall consist of a set of long handle
broom, mild steel collection and metal plate as per specification given below. The waste will
be collected in six bin push cart.

LONG HANDLE BROOM

     The broom shall be long handled with a bamboo handle with coconut stick secured to the
     handle. The bamboo handle shall have a length of 1350 mm with a diameter of 30-40
     mm. The weight of the handle shall be about 900 gms. It shall have a solid smooth
     structure with a pointed edge at one end for proper fixing of broom.

     800-850 mm long coconut sticks weighing about 1 kg shall be secured to the stick using
     20 mm wide, 2 mm thick mild steel ring in a trapezoidal pattern. The sticks shall be free
     from ruts, insects and be of good quality.

COLLECTION PLATE

     It shall be made of 24 gauge mild steel sheet as per dimension shown in the drawing. The
     handle shall be 4 mm diameter MS rod. Municipal name shall be embossed on the plate.

METAL PLATE

     It shall be 100 mm x 250 mm MS plate of 20 gauge thick. One edge of the plate shall be
     hardened.

GHAMELAS

The Basket / Ghamelas shall be suitable for handling municipal solid waste. The basket /
Ghamelas shall be of 13 liter capacity suitable for handling by workmen. The basket shall be
nest-able. The basket shall be made of virgin polyethylene.

A.     TYPE: Capacity 13 liter with adequate strength to handle a weight of 10 kg. The actual
       dimensions are furnished below. Colour could be light Green or Black.

B.    MATERIALS: Virgin Liner Low-Density Polyethylene (LDPE) with UV stabilization.
      The material specification shall be as given in the table 1 at the end of the specification
      sheet. Central Institute of Plastic and Engineering Technology (CIPET) certification is
      necessary.

C.    Features:

       Ø      Leak proof shall be moulded into one tough single peace, without any seams,
              joints or vents.
       Ø      Shall be light in weight and easy to handle.
       Ø      Shall be smooth inside out.
       Ø      Shall be corrosion-free and 100% maintenance free.
       Ø      Shall not crack, peal or bend or warp, and durable.

D.    CONSTRUCTION DETAILS:

       Ø      Top Dimensions. 460 mm
       Ø      Overall Height: 121 mm
       Ø      Wall thickness shall be 3 mm minimum
       Ø      Ribs shall be provided on top Side.

E.    DURABILITY: The basket shall be of proven design and performance. There shall be
      no air entrapment during moulding process.

     Note:     Wherever it is possible to get Baskets / Ghamelas made from rejected tyres, the
               ULBs are recommended to use the same to promote use of the reject tyres –
               which is indentified as a major problem in managing them.


100 Liter LITTER BINS

Litter bins for collecting litter on the roadside and public places, suitably mounted on
fabricated structural frame with oscillation arrangements.

A)   TYPE: Capacity of 100 litres with adequate strength to handle a weight of 70 kg. The
     actual dimensions are as per enclosed drawing. Colour to be light green.

B)   MATERIALS: Virgin Linear low-density polyethylene (LDPE) or high-density
     polyethylene (HDPE) with UV stabilization. The material specification shall be as given
     in table 1 at the end of the specifications sheet. Central Institute of Plastic and
     Engineering Technology (CIPET) certification is necessary.

C)   CONSTRUCTION DETAILS:

     •       Top dimension: 500 x 500 mm
     •       Bottom dimension: 350 x 350 mm
     •       Overall height: 700 mm
     •       Size tolerance 3 mm, except wall thickness
     •       In built stiffener in the bottom 15 mm wide and 10 mm deep.
     •       Ribs shall be provided on the bottom side.
     •       Handle 8 mm M.S. Bar with M.S strips on both sides of handle.
     •       All side thickness should be 3 mm thick, 5% (tolerance)
     •       Bottom thickness shall be 4 mm.
     •       Four holes shall be provided on bottom having a 10 mm diameter.
     •       Corner radius of the bucket should be increased starting from bottom to top as given
             in drawing.
     •       The bin shall be embossed as per order of 2” width.

D)   SUPPORTING MS FRAME: The litterbin shall be mounted on MS fabricated frame as
     per the drawing. The oscillation arrangement for emptying the bins shall be provided as
     per drawing. The MS frame structure shall be provided with one coat of Zinc primer and
     two coats of approved quality and colour enamel paint.

E)  DURABILITY: The bin shall be of proven design and performance. There shall be no air
    entrapment during molding process.

PUSHCART

I. PUSHCART WITH 4 BINS: (Recommended for flat terrain with good roads)

The equipment shall be rugged and durable with 4 industrial use quality sturdy plastic
containers of 30 litres. The plastic container specifications are given separately.

A)   TYPE: Pushing type handcart with tubular frame, with raised handle bar of width same
     as cart at height of 800 mm from base at a maximum angle of 45 to horizontal. 2 wheels
     of diameter 300 mm with sealed bearings. One support wheel in the front of diameter
     250 mm. Two supports on side of handle to stand the cart in position. Brake with lever
     reaching next to the handle bar to lock vehicle in position. Axle live load 100 kg.

B)   CART: Dimensions about 0.98 x 0.68 x 0.255 m (l x b x h) to accommodate 4 bins at
     one / level, made from sturdy tubular / angular frame. Frame towards the handle raised
     to a height of 0.6 m with 6 mm thick hooks placed at 30 cm c/c on top bar to hang bags.
     A closed hook of 16 mm rod for securing the cart. Height at the container top level shall
     be 0.65 m +/- 0.1 m.

C)   CONTAINERS: 4 numbers as per specification given separately.

D)   BRAKES: One brake with a lever next to the handle to lock the vehicle in position.

E)   TYRE: Heavy-duty wheels with rubber tyres.

F)   PAINTING: Superior quality to ensure long lasting structure suitable for use for
     handling raw garbage under corrosive operations. Color shade optional from standard
     colors offered by the Supplier.

G)   ACCESSORIES: i.) Bell.

II. PUSHCART WITH 6 BUCKETS: (For difficult terrain with Katcha Road)

The equipment shall be rugged and durable with 6 industrial u se quality containers of 30 litre
capacity.

A)   TYPE: Pushing type hand cart fabricated out of MS angles and flats with raised handle
     bar of width same as cart height of 800 mm from the base at maximum angle of 45o to
     horizontal. Two wheels of diameter 500 m fabricated out of MS angles and flats with
     sealed bearing. One solid rubber tyre of 50 mm. x 250 mm. with ball bearing for front
     support. Two supports on the side of handle to stand the cart in position.

B)   CART: The cart dimensions shall be as per drawing suitable to accommodate 6 bins at
     one level fabricated out of MS angles and flats with rigid welded connections. Frame
     towards the handle raised. 4.6 mm thick hooks placed at 30 cm c/c to hang bags. A
     closed hook of 16 mm rod for screening the cart. Height at container top level shall be
     then 0.65 +- 0.01 m.

C)   CONTAINERS: 6 numbers as per specification given separately.

D)    PAINTING: Superior quality to ensure long lasting structure suitable for use for
     handling raw garbage under corrosive operations. Colour shade optional from standard
     colours offered by the Supplier.

TRICYCLE

The equipment shall be rugged and durable with 8 plastic containers of about 30 litres each as
per specifications given separately.

A)   TYPE: Tricycle with sturdy bar frame, with the rider to the front. Big hubs with sealed
     bearings, two standard brakes and brake with lever reaching next to the seat to lock
     vehicle in position. Axle capacity of minimum 400 kg. Colour shade black.

B)   CONSTRUCTION: 40 mm hollow square section M.S. tube minimum 2mm thick or
     equivalent rectangular section to carry a maximum load of 400 kgs.

     •   Length - 2400 mm 2 %
     •   Width – 1100 mm 2 %
     •   Height – 970 mm 2 %
     •   170 mm driving sprocket of anti corrosive material, sealed ball bearing, standard
         heavy duty chain made of non corrosive material with chain guard.
     •   Anti corrosive paddle with wear resistant rubber cover.

C)   CART: Rear carrier arrangement with support on rear axle of dimensions about 1.3 x 0.7
     x 0.3 m (l x b x h) to accommodate 8 bins, four at one level, made from sturdy tubular /
     angular frame with 6 mm thick hooks placed at 30 cm c/c on top bar to hang bags. A
     closed hook of 16 mm rod for securing the tricycle.

D)   CONTAINERS: Rectangular in shape as per separate specifications provided.

E)   BRAKES: 2 standard brakes and one additional brake with a lever next to the seat to
     lock the vehicle in position.

F)   WHEELS: 2 rear wheels to suit tyres of 23.5” x 2” size and one front wheel to suit tyre
     of size 28” x 1.5” mounted with sealed ball bearing and provide with heavy duty 8 ply
     tyres and tubes. Rims shall be chromium plated and all wheels shall be provided with
     mudguards.

G)   PAINTING: Two coats of Superior quality to ensure long lasting structure suitable for

     A bell, cycle lock, amber reflectors at front and rear, basic tool kit, puncture repair kit
     and hand tyre pump.

BINS FOR PUSHCART AND TRICYCLE

For storing and handling municipal solid wastes and suitable for being lifted by hand into
hand carts and tricycles. The bins shall be made of polythelene. They shall be of capacity of
30 litres and of dimensions in attached drawing. The bins shall be stackable. The lifting
handles would be integrated into the frame and be capable of the loads specified.

A) TYPE: Capacity of 30 liter with adequate strength to handle a weight of 25 kg. The
   actual dimensions are as per enclosed drawing. Colour to be light green.

B) MATERIALS: Virgin Linear low-density polyethylene (LDPE) or high-density
   polyethylene (HDPE) with UV stabilization. The material specification shall be as given
   in table 1 at the end of the specifications sheet. Central Institute of Plastic and
   Engineering Technology (CIPET) certification is necessary.

C) CONSTRUCTION DETAILS:

     •    Top dimension: 325 x 325 mm
     •    Bottom dimension: 290 x 290 mm
     •    Overall height: 325 mm
     •    Size tolerance: 3 mm
     •    In built stiffener in the bottom 15 mm wide and 10 mm deep.
     •    Ribs shall be provided on the bottom side.

E)   DURABILITY: The bin shall be of proven design and performance. There shall be no air
     entrapment during molding process.

40 liter HDPE bins

The material specifications for 40 liter bins used for collection of waste from slum houses
shall be same as ‘Bins for Pushcart and Tricycle’ except for the dimensions.

AUTO TIPPERS OF 400 kg NET PAY LOAD

Application and broad specifications of the equipment: The equipment shall be well
maneuverable, diesel fuel 3 wheel auto chassis equipped with tipping hopper / container of
capacity one cubic meter and above which can be tipped using a hydraulic arrangement.
Hydraulic pumping system shall be using DC power pack. The maximum height of the top of
the container shall not be more than 1.35 m and the minimum height of tipping shall be 1.20
m and be adequate for direct transfer to a secondary container. The vehicle should be suitable
for moving in narrow lanes.

A.    TYPE: Diesel fuel 3-wheeler auto tipper with a tipping container of capacity one cubic
      meter and above and a net payload of 400 kg or above (excluding weight of hopper).


B.    CHASSIS: Of standard make, with four - stroke engine fuelled by diesel with peak
      output level of 8 BHP or more. The vehicle shall be with reverse gear.

C.    CABIN: Factory made with provision for seating driver only.

D.    HOPPER / CONTAINER: Capacity one cubic meter and above made of aluminum or
      UV resistant fiberglass. Shall be provided with tarpaulin top cover with suitable rings
      and hooks arrangement for tying the same. In case Hopper is of fiber glass, the same
      shall be provided with stiffness of adequate size. The hinges shall be of bronze.

E.    TIPPING ARRANGEMENT: To be provided with twin jack hydraulically operated
      with conveniently located controls. The power for hydraulic arrangement will be from
      engine. Tipping height should be 1.20 m above the ground level. The pump capacity
      shall be a minimum of 2.30 LPM (liter per minute) @ 1500 RPM with an operational
      pressure of 160 bars (2300 psi). The hydraulic system shall be provided with a suitable
      directional control valve for engaging / disengaging and locking / unlocking of bucket.
      The tipping arrangement shall be provided with a single stabilizer wherever required.

F.    PAINTING: Superior quality to ensure long lasting structure suitable for use for

      colors offered by the Supplier.

G.    OPTIONAL/ STANDARD EQUIPMENT/ FEATURES:

The supplier shall make arrangement for registration & insurance of the vehicle. The fees for
the registration & insurance shall be reimbursed by the ULB.

TWIN CONTAINER DUMPER PLACER

The equipment shall be dumper placer equipment suitable for loading, transporting,
discharging 2 numbers of 3 cum or 4.5-cum containers in combinations specified below. The
containers may hold municipal waste may also be used for debris, construction waste or silt
subject to live load specifications. The equipment shall be mounted on a reputed chassis and
be rugged and durable.

The Dumper Placer unit would consist of a MS platform on which two containers of 3 cum or
4.5 cum will be placed with two pair of steel boom arms linked through a tie rod. This boom
arms move towards and away from the left hand side of the chassis for loading and unloading
the container. The two boom arms should be able to lift and unload them by tipping.
Hydraulically actuated cylinders operate the arms. For tipping purpose suitable chains and
hooks are provided.

A. TYPE: Pay load (inclusive of weight of lifting arrangement, containers and MSW)
   excluding weight of vehicle of over 4000 kg and 6000 kg for the 2 x 3 cum, 2 x 4.5 cum
   containers respectively. The specifications of the Containers and requirements are
   provided separately. [Choose and specify the net payload required]

B.   CHASSIS: Would be of a standard make with company built cabin with all standard
     fittings and control panel. Chassis should be able to carry a net pay load of 7000 kg and
     suitable for 2 numbers of 4.5 cum or combination of 3 cum and 4.5 cum containers.

     Stabilizer legs to be provided on the left side of chassis to ensure proper load distribution
     and safety during operation.


C.   LIFTING AND UNLOADING INCLUDING THE FRAME AND CHAINS: Dumper
     Placer shall be hydraulically operated and designed for a net payload given above with a
     tipping angle of 70 degrees. One set of guides shall be provided for smooth entry of
     container while loading it on bed platform. Stoppers would be provided on platform to
     prevent movement during transport. In the 6000 kg net pay load truck chains and lifting
     hooks shall be provided to lift either 4.5 cum or 3 cum containers.

D. HYDRAULIC SYSTEM: Direct engine driven hydraulic pumps with tank mounted so as
   to ensure constant oil flow. Equipped with easily visible level read-out gauge and
   replaceable filter cartridge elements. Cylinder, central valve, pump and hoses of reputed
   Indian or foreign make and proven performance. Maximum operating pressure 140 bars.

E.   CONTROL PANEL: A control panel will be provided and located conveniently. All
     gauges levers and switches required for operation of the unit shall be grouped in the
     control panel.

F.   TYRES: Heavy-duty steel radials.

G. PAINTING: Superior quality to ensure long lasting structure suitable for use for
   handling raw garbage under corrosive conditions. Color shade optional from standard
   colors offered by the Supplier.

H. OPTIONAL/ STANDARD EQUIPMENT/ FEATURES:

     •    Standard tool kit for each machine.
     •    Spare tyre and jack.

The supplier shall make arrangement for registration & insurance of the vehicle. The fees for
the registration & insurance shall be reimbursed by the ULB.

3.0 AND 4.5 CUM CONTAINERS

     Application and general specification: The container would be used for storage of
     municipal solid wastes; the containers may also be used to half its capacity for storage of
     construction wastes, debris, silt etc. Three sizes of container have been specified of 3
     cum and 4.5 cum. The containers shall be made of reinforced steel frame and cladded
     with sheets. The lifting hooks would be integrated into the frame and be capable of the
     taking the loads specified.

A. TYPE: Capacity of 3000 litre and 4500 litre with adequate strength to handle a weight of
   1800 kg and 2700 kg respectively. The actual dimensions are as per supplier based on
   typical dimensions similar to as shown in drawing. A drain plug / hole would be
   provided to drain the leachate or for cleaning. The bins would have a top hinged door

     with locking arrangement with provision for tipping of the wastes. The loading height
     should be less than 1000 mm.

B.   MATERIALS: The material for the container would be steel conforming to IS 2062.
     Adequate provision for corrosion should be included in the design. The minimum weight
     for 3 cum/4.5 cum shall be about 500 kg / 600 kg respectively. The thickness of the MS
     plate of the containers shall be as below;

     channel to be of 50 x 100 C channels of minimum 3 mm thickness. Top door hinges, tail
     gate hinges, top flap support, Top, bottom frame supports, angles, channels, tee, anchor
     pins, locking arrangement of tailgate should be heavy duty of rugged steel.

C.   OPENING AND COVERS: The top of the container would be closed with flap type
     closure, which would provide access for the whole width of the container excluding end
     supports. The covers would have a hinged door for closing which can be kept in open
     position using hooks. Similarly the tail gate with hinges at top to open automatically.

D. HOOKS FOR CONTAINER LIFTING: The hooks for lifting the bin would be integral
   to the structure of the bin. It shall be provided with the necessary reinforcement to handle
   the design weight for lifting with adequate factor of safety. The shape and size would be
   as per design of the lifting tackle.

E.   PAINTING: The whole container should be sand blasted prior to coating / painting. The
     inside of the containers to be coated with two-coat fiber reinforced plastic resin or
     equivalent polyurethane resin or coal tar epoxy paint [Delete whichever is not
     applicable]. The outside shall be painted with 2 coats of anti corrosive paint to ensure
     long lasting structure suitable for use for handling raw garbage under corrosive
     conditions. Color shade as per specification to be provided. The supplier should paint
     number of container and messages on the body of the bin as specified.

F.   DURABILITY: The design should be of proven performance.

     Note: ULB to decide the capacity of container and type of paint to be adopted and to
           delete the other specification.

TRACTOR PLACER (Engine + Container carrier)

The vehicle is used in smaller towns of population less than 1 lakh to carry the secondary
containers of capacity 3 cum / 4.5 cum using a tractor drawn mechanism.

A. TYPE: The vehicle consists of a tractor and a container lifter. The container lifter uses
   the power from the tractor for its operations and is drawn by the tractor. A container of
   3cum/4.5 cum capacity shall be carried using the attachment.

B.   ENGINE SPECIFICATIONS:

     •    Engine should be a minimum 40 HP at 2000 rpm, 3 cylinder, water cooled 4-strock,
          direct injection diesel engine.
     •    Mechanical, constant mesh gears with a transmission PTO.
     •    Minimum fuel tank capacity 40 liters.

C.   CONTAINER CARRIER SPECIFICATIONS

     •    Overall dimensions of 4050 mm x 2300 mm x 980 mm (lxbxh) with a carrying
          capacity of 5 tons.
     •    Shall have the mechanisms to lift and transport the 3 cum / 4.5 cum container.
     •    Box type heavy-duty tubular structural frame of 125 x125 x 8/10 mm channel. 2
          number 75 x 75 mm square axle with 2 numbers steel hubs with bearing of reputed
          make.
     •    The toe hook shall be of 30 mm.

D. BRAKES: Dry disc brake and parking brake should be hand operated.

E.   HYDRAULIC SYSTEM: Tractor shall have independent hydraulics with all required
     control system / mechanism. The container lifter shall have a single stage, 2 numbers
     telescopic, 5-ton capacity hydraulic cylinders. The necessary tanks and piping shall be of
     the best quality.

F.   TYRES: For the tractor front of 6.0 x 16 standard or big and rear of 12.4 x 28 or big. For
     the container lifters 2 numbers of 9.00 x 16 with 8 mm wheel plates.

G. OPERATOR’S CABIN: It should have a comfortable seat with controls placed for easy
   and efficient operations. It should have a canvass canopy with suitable pipe fabrication.

H. CONTROLS: All required safety and warning control system and mechanism should be
   provided. The hydraulic and Power Take Off (PTO) operation controls should be
   provided at convenient location.

I.   PAINTING: The Colour should be as directed.

Note: If the ULB is procuring one number of tractor placer (engine + container carrier)
and one number of additional container carrier as stand-by i.e. totally 1 engine + 2
container carriers, both tractor placer and stand-by container carrier shall be procured
from the same supplier only.

40 HP Tractor and High Body hydraulically operated Trailer

This vehicle shall be used in city / towns with population less than one lakh.

A. Description:

    The above vehicle shall consist of one tractor and one tractor trailer. The tractor shall be
    used for pulling the trailer with 5 tons net payload carrying capacity.

B. Tractor Specifications:

    Engine

    The Engine shall be at least 40 HP and 2000 rpm. The engine shall be of 3 cylinders.
    Water-cooled, 4 stroke, direct injection diesel engine.

    Transmission

    The transmission shall be of mechanical type with provision for Power Take-Off (PTO).

    The gearbox shall be of mechanical type with constant mesh gearbox with at least 8 gears
    in forward and 2 reverse gears.

    Differential lock shall be of dog clutch type with automatic disengagement.

    Hydraulics

    The tractor Hydraulic shall be provided with fully automatic depth and draft control
    hydraulics.

    Steering

    Steering shall be mechanical, re-circulating ball, worm and nut type with double drop
    arms.

     Tyres

     Size of Front tyre shall be at least 6.00 x 16 - 8PR and Rear at least 13.6 x 28 - 8 PR

     Brakes:

     The brakes shall be dry disk brakes, fully enclosed, waterproof.              With separate
     mechanical foot operated peddle for braking left and right rear tyres.

     Parking brakes shall be provided.

C. Trailer specifications

     3 Ton single axle (2 wheels) trailer

         The trailer shall be of high body trailer, capable of carrying at least 3 tons pay load
         and shall be of the size length 10 feet x breadth 6 feet x height 1.50 feet with an extra
         height of 3 feet with welded mesh construction. Trailer platform shall be made of at
         least 4 mm thick Mild Steel sheet. Side doors shall be of Corrugated type of at least 3
         mm thick Mild Steel Sheet. Trailer shall be of single axle type of at least 80 mm
         thick (solid block). The tyres shall be of size 9.00 x 16 – 16 ply. Trailer shall be
         provided with a hydraulically operated tipping mechanism with 5 Ton tipping
         cylinder capacity. The towing hook shall be 30 mm size. Standard accessories such
         as toolbox and tail lamp shall be provided with the trailer.

The supplier shall make arrangement for registration & insurance of the vehicle. The
fees for the registration & insurance shall be reimbursed by the ULB.

LOADER WITH BACKHOE

It shall be suitable for excavating materials from borrow area up to a depth of 3 m below the
ground and loading into tipper vehicle up to a height of 3 m above ground. It shall also be
suitable for turning wastes in a windrow up to a height of 3 m. The equipment shall also be
suitable for excavating and removing consolidated silt from open drains having depth up to 3
below the ground and loading into a tipper of height of 3 m. The equipment shall be rugged
and durable loader backhoes equipped with a standard loader bucket and rear backhoe
excavator, and with fully welded or rigidly bolted frame/chassis designed for durability and
proper distribution of induced stresses.

A)   TYPE: Loader Backhoe with standard 1.0 to 1.2 ton payload with weld–on teeth, rear
     backhoe with standard 0.3 cum excavator type bucket with bolt-on teeth, and suitable
     ballast.

B)   ENGINE: Fuel efficient, 4 stroke, 4 cylinders, water cooled diesel engine, Minimum
     gross HP rating 72 HP (~53 kW) at manufacturer’s rated RPM.

TRACTOR WITH ATTACHMENTS

The vehicle is used for composting and landfill operations. It is powered by a tractor of
minimum 60 Hp power and is used for various operation in the compost yard and the landfill.

A. Type: The Vehicle consists of a tractor with the attachments of front-end loader,
   backhoe, a dozer blade, a trailer and a roller.

B.    Tractor Specifications: Engine should be minimum 60 Hp at 2200 Rpm 4 stroke water-
      cooled diesel engine.

      B1. Gear Box/ Transmission: Should be mechanical, partial synchro mesh and synchro
          shuttle reverser gear box with minimum of 8 speeds in forward & 3 speeds in
          reverse directions with provision for P.T.O.

      B2. Differential: Foot operated differential lock with automatic disengagement should
          be provided. Final reduction should be fully enclosed planetary Epicyclic gear
          train.
      B3. Brakes: Oil immersed multi disc brakes, with independent left and right brake
          pedals, hand operated parking brake must be provided.

      B4. Steering: hydraulically operated power steering should be provided, with separate
          hydraulic pump.

      B5. Hydraulic system: separate hydraulic pump should be provided, coupled directly to
          the engine. Hydraulic operating pressure minimum 150 bars and adequate flow at
          2200 rpm for efficient functioning of the attachments

      B6. Tyres: for tractor front tyres of 6.0 x 16 standard or bigger and rear of 12.4 x 28 or
          bigger. Tyres for trailer 4 numbers of 9.00 x 16 with 8 mm wheel plates.

      B7. Operators’ canopy: sturdy canopy of canvass with suitable pipe fabrication shall be
          provided. It should also have a comfortable flat platform on anti vibration pads
          with controls placed for easy and efficient operation

C.    Front end loader specification:

      It should be sturdy in construction with a minimum 0.50 cum bucket or more with a
      lifting capacity of 900 kg and lifting height of at least 3.3 m with a bucket tipping angle
      of 45 degree.

D. Dozer specifications:

      The dozer blade shall be of 1200 x 600 mm dimensions and is made from 12 mm thick
      blade with hardened tips. The hydraulic consists of two lifting arms and a suitable
      hydraulic cylinder.

E.    Back Hoe specifications

      It should be sturdy in construction with a minimum of 0.145 cum bucket or more with a
      reach of 5.10 m, excavation depth 3.60 m, loading length 3.90 m swing arch shall be
      180o.

F.    Trailer specifications

3 Ton single axle (2 wheels) trailer

     The trailer shall be of high body trailer, capable of carrying at least 3 tons pay load and
     shall be of the size length 10 feet x breadth 6 feet x height 1.50 feet with an extra height
     of 3 feet with welded mesh construction. Trailer platform shall be made of at least 4 mm
     thick Mild Steel sheet. Side doors shall be of Corrugated type of at least 3 mm thick Mild
     Steel Sheet. Trailer shall be of single axle type of at least 80 mm thick (solid block). The
     tyres shall be of size 9.00 x 20 – 16 ply. Trailer shall be provided with a hydraulically
     operated tipping mechanism with 5 Ton tipping cylinder capacity. The towing hook shall
     be 30 mm size. Standard accessories such as toolbox and tail lamp shall be provided with
     the trailer.

G. Towing Hook

      Towing Hook shall be of 30 mm size

     The supplier shall make arrangement for registration & insurance of the vehicle. The fees
     for the registration & insurance shall be reimbursed by the ULB.

     Note: ULB to procure only the attachments which are required by them. The capacity
            of the Tractor trailer to be decided by the ULB.


WEIGH BRIDGE – 30 M.T. CAPACITY

         a)      Capacity of Weigh Bridge: 30 M.T.

         b)      Fully electrically operated weigh bridge – pit type

         c)      Size: 9000 mm x 3000 mm capacity x 10 kg least count with 4 sheer Beam

7.       Taxes and duties

         Taxes and duties shall be included in the indicated price.

8.       Insurance and Registration charges

         The quoted rate shall not include the cost of insurance and registration charges. This
         amount shall be reimbursed by the ULB against submission of proof.

9.       Warranty Period

         Supplier shall warrant that the supply shall be warranted against faulty materials and
         workmanship for the tools, equipment and vehicles as indicated in the following table:
