                                RESOLUTION AND ORDER

The instant Resolution and Order is issued after considering the following documents, filed
in compliance with order issued through Resolution and Order of June 22, 2005, as revised
by Resolution and Order of July 22,2005:

      e   Puerto Rico Telephone Company, Inc. Interrogatories to Centennial Puerto Rico
          License Corp., filed on September 12,2005.

          Centennial Puerto Rico License Corp. Objections to Puerto Rico Telephone
          Company, Inc. Second Interrogatories, filed on September 28,2005.

          Puerto Rico Telephone Company, Inc. Motion to Strike Centennial Puerto Rico
          License Corp., Objections to PRTC’s Interrogatories and Motion to Compel, filed
          on September 29,2005.

          Puerto Rico Telephone Company Inc. Reply to Centennial Puerto Rico License
          Corp. Objections to Puerto Rico Telephone Company, Inc. Interrogatories filed
          October 3,2005.

      e    Centennial Puerto Rico License Corp. ’s Opposition to PRTC’s Motion and Motion
          for Protective Order, filed October 4,2005

BACKGROUND

    The interrogatories, and related documents before us, were filed by the aforementioned
parties pursuant to this Board’s Resolution and Order, issued on June 22,2005, as revised on
July 22, 2005. In light of our October 4, 2005 Resolution and Order, addressing in part
Centennial’s September 28, 2005 Objections, the Board proceeds to adjudicate the remaining
objections raised, pursuant to the documents mentioned above.

DISCUSSION

      After examining said objections by Centennial, the Board rules as follows:

             Interrogatorv #1 to 4, 6 to 15. 17. DENIED. Interrogatories are continuous in
             nature. Centennial shall respond to the best of its ability and thereafter
             supplement its response when more information becomes available.

   3.      Interrogatorv #16. DENIED regarding Centennial’s objections as to intrusiveness
           and burden. Denied regarding litigation strategy. Denied regarding internal,

           privilege log may be provided in this instance. Denied regarding analysis.
           Centennial shall respond to the extent it has information in its possession related
           to the request. Denied regarding relevance. Denied regarding admissibility.
           Denied regarding First Amendment protections.

   4.      Interrogatorv #18. 58. 59. 61 to 70. 72. 80. 83. 94. 96, 104. 106. DENIED.
           Denied regarding Centennial’s objections as to intrusiveness and burden. Denied
           regarding litigation strategy. Denied regarding internal, confidential business
           information. Denied regarding attorney-client privilege. A privilege log shall be
           provided in this instance. Denied regarding analysis. Centennial shall respond to
           the extent it has information in its possession related to the request. Denied
           regarding relevance. Denied regarding First Amendment protection.

   5.      Interrogatorv #21. DENIED. Denied regarding Centennial objection regarding
           intrusiveness and burden. Denied regarding litigation strategy. Denied regarding
           internal, confidential business information. Denied regarding attorney-client
           privilege. A privilege log shall be provided in this instance. Denied regarding
           analysis. Centennial shall respond to the extent it has information in its
           possession related to the request. Denied regarding First Amendment protection.
           To the extent Centennial’s response does not require a legal conclusion, it shall
           respond.

   6.      Interrosatorv #75. DENIED for items a, b, c. GRANTED for d, e, f, g, h.

   7.      Interrogatorv #78. DENIED for items a, b, c. Moot for other portions of the
           request.

                                          ORDER
        In view of the above, this Board RESOLVES and ORDERS:

        The parties shall comply with the rulings issued herein.

        Responses shall be filed no later than October 17,2005.
