      PROCUREMENT/ PURCHASING TECHNICIAN
Applications are being accepted for the position of Procurement/ Purchasing Technician to work
with the Management Services Department located in the Bedford County Administration
Building, 122 East Main Street, Bedford, Virginia. The candidate for this position will perform a
variety of professional and technical tasks to assist in the purchasing of goods and services for
county departments. Typical duties include: locating and evaluating the sources of goods and
services; preparing bid packages, soliciting, receiving and evaluating quotations, bids and RFP’s
to ensure they meet specifications, terms and conditions. Candidate should have education and
experience equivalent to a Bachelors degree from an accredited college or university with major
course work in business administration, accounting, finance or a related field, supplemented
with experience in purchasing or general administrative work involving the procurement of
goods and services. Candidate should also have a considerable knowledge of purchasing
principles and practices; the ability to work well with other county employees, vendors and the
public; governmental or fund accounting experience preferred. Certification as a Professional
Public Buyer, Professional Purchasing Officer, or Certified Purchasing Manager is also preferred.

Starting salary range is $32,431 - $35,674 plus excellent benefits package. Benefits include:

GENERAL DEFINITION OF WORK:

Performs a variety of technical and administrative work under the general supervision of the
Director of Management Services. Supervision may be exercised over other administrative staff
members on a project basis; does related work as required.


DISTINGUISHING FEATURES OF THE CLASS:

Performs a variety of professional and technical tasks to assist in the purchasing of goods and
services. Responsible for duties that involve locating and evaluating the sources of goods and
services, preparing bid packages, soliciting, receiving and evaluating quotations, bids and
RFP’s to ensure they meet the specifications, and terms and conditions. Makes
recommendations as to who should receive contracts. The employee follows up to ensure the
provisions of assigned contracts are carried out by the vendor, and maintains or provides input
for the detailed records required to fully document each contract.


TYPICAL TASKS:

   •   Assists County departments with procurement of goods and services;
   •   Initiates procurement to maintain needed contractual services;
   •   Analyzes quotations for goods and services in terms of price, quality and ability of a
       vendor to met all terms and conditions of the RFQ, ITB, and RFP;
   •   Maintains or provides data for the files required for contract administration including all
       the documentation needed to provide an acceptable audit trail;
   •   Follows-up on assigned contracts to ensure that the provisions of the contract are being
       carried out by vendors;
   •   Meets with vendors and departmental officials to work out solutions to problems
       involving the procurement of goods and services;
   •   Prepares advertisements for goods and services to be placed in various publications as
       required by County ordinance;
   •   Processes and tracks purchase orders.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Considerable knowledge of purchasing principles and practices; good knowledge of markets,
price trends, and sources of goods and services; ability to analyze quotations, and terms and
conditions of the request for quotation; ability to exercise good judgment in the application of
procurement procedures; ability to maintain detailed reports and records; ability to work well
with other County employees, vendors, and the public.

EDUCATION AND EXPERIENCE:

Education and experience equivalent to a Bachelors degree from an accredited college or
university with major course work in business administration, accounting, finance or a related
field, supplemented with some experience in purchasing or general administrative work
involving the procurement of goods and services. Governmental or fund accounting experience
preferable. Certification as a Professional Public Buyer, Professional Purchasing Officer or
Certified Purchasing Manager (CPM) preferred.

PHYSICAL REQUIREMENTS

Must be physically able to operate a variety of automated office machinery including a personal
computer, 10-key calculator, copy machine, and fax machine. Sedentary work involves sitting
most of the time, with occasional walking, standing, light lifting and other limited physical
activities. Frequent contact is made with individuals from other departments, vendors and the
general public. Occasional motor transportation to meetings is required.
