History
In 1989, former Education Secretary and BSP National President Isidro D. Cariño
conceived and initiated the Search for the Ten Outstanding Boy Scouts of the
Philippines (TOBSP). He considered it a vital avenue to propagate the
Department of Education’s Values Education Program.

The search aims to give due recognition to the most outstanding Scouts who
epitomize sterling qualities of school and community leadership, academic
excellence and good moral conduct, thereby serving as role models to the youth.

The quest starts at the Council level where Scouts contend to participate in the
regional eliminations and to eventually represent their regions in the national
finals in Manila. After a thorough scrutiny of the candidates’ credentials, they
undergo rigid interview with a distinguished panel of judges. Criteria for judging
include leadership potential, academic proficiency, non-academic awards and
recognition, personality and verbal communication.

Through the years, the winners of the search have followed a “glorious tradition
of being looked up to as worthy sons of the country, ready to be of service to
our people and as the cream of the crop among the youth today.”

Since 1989, the search has produced 168 outstanding Scouts.

Through the years, the annual Search for the Ten Outstanding Boy Scouts of the
Philippines has been a host to generous private benefactors. Except in 1989,
when the Search was staged by the BSP out of its resources, the Search has
become the saga of civic spirit of the sponsors who have believed in the power
of Scouts, in ways that have brought to fore the sterling qualities of young
citizens that define the role models of the recent times.

Year in and out, the sponsors have generously provided the cash prizes to the
winners of the Search. Moreover, exposure to company visits, a core activity of
the Search, has allowed the finalists to venture into the realm of corporate
ingenuity, brand significance, market competitiveness, and most of all, social
responsibility.

The nobility of the sponsors’ brand has become a realization among the finalists
and that such opportunity has changed their lives forever: good names, world
class products, have poured investments in their future that they may reflect
their vision and mission to peoples that need the same degree of care and
service—values that deliver their greatness through continued patronage beyond
compare, at all cost. In simple terms, each winner is a representation of
sponsors’ winning form. Every winner is a goodwill token of the sponsor to the
world.




TRIBUTE TO COCA-COLA

Enduring Partnership
The advent of Coca-Cola Bottler’s sponsorship in 1998 was a period to reckon
with. Not only did it usher in atmosphere of partnership with the BSP, it likewise
made an impact in the formation of new winners’ character as citizens. Through
Coke, the prize money of P5,000.00 has been increased to P10,000 for each
national winner. More significantly, Coke has concretized its commitment to
deepen its corporate investment to outstanding Scouts by providing each of
them two-year scholarship grant to the University of the winner’s choice. The
continuity of said grant is based on the evaluation of semestral academic
progress and involvement in respective Councils.
Coca-Cola sponsorship is on its eight year now.

Championing Youth Empowerment through Environmentalism
An innovation regarding community and outreach projects has likewise been
spearheaded by Coke. Dubbed as Project Red, it provided a comprehensive
strategy to entice environmentalism among young citizens through Scout
mobilization of communities out of recycled soda canisters. Since then, it has
become a potent indicator of a finalist’s aptitude in the area of community
service as a criterion for TOBS selection.
Not only has Coke’s project inspired countless Scouts to creatively reengineer
community outreach projects through doable activities under a unique set of
mechanics, it has also introduced a relevant meaning to empowerment
economics—where cooperation among members of the community spells
practical solutions to everyday problems. Income generation becomes a simple
deal. Industry and consistency became the roadmaps to good money. And good
money should be environment-friendly.

Coke, BSP and Department of Education
The triumvirate of these institutions has catapulted the Search to a serious
business of evaluating the outstanding Scouts’ credentials based on criteria of
scholarship, character, and community involvement. They evoked curiosity
among the finalists in determining their strengths and weaknesses in
accomplishing their tasks as Scouts. More significantly, they were motivated to
keep a keen sense of idealism to determine with exactitude, candor and
unmatched inspiration, who among them best deserve the award. The process
seems like discovering new leaders, from the point of view of the BSP;
unearthing new learning modules, from the standpoint of the DepEd; and selling
an aged and seasoned brand with fresh mandate, from the global vision of Coke.
Indeed, each winner is a new leader to behold, a new lesson to learn, and a new
image of serious business for the world to see.
PROFILE OF COCA-COLA WINNERS

Under the Coca-Cola sponsorship, 86 outstanding Scouts were accorded
recognition and received two-year scholarship grant. The Coca-Cola’s investment
in the BSP’s Search for the Ten Outstanding Boy Scouts of the Philippines has
obviously made considerable impact as manifested in the achievements of its
sponsored winners.
In the above Profile of Accomplishments, 17 Coke awardees are now confirmed
professionals, 25 are pursuing College degrees while 11 are finishing high school.
The chosen fields of the awardees are:
   Math and Sciences (38%)
   Laws, Art and Social Sciences (26%)
   Business and Accounting (19%)
   Engineering and Architecture (14%)
   Military (5%)
They have entered prestigious Universities, which include:
   University of the Philippines, Ateneo de Manila University, De La
       Salle University (50%)
   University of Santo Tomas, Mapua Institute of Technology, San Beda
       College, Lyceum University (12%)
   Provincial Universities (12%)
   Foreign Universities (5%)
It is worth noting that several Coke-sponsored winners continue to manifest their
unwavering desire to be of service to Scouting by becoming volunteer Scouters
in different schools. Moreover, 12 out of 16 officers serving in the TOBSP
Association are also Coke winners.




TEN OUTSTANDING BOY SCOUTS
OF THE PHILIPPINES ASSOCIATION (TOBSPA)
In 1995, an association was formed consisting of winners of the Search. It was
named the Ten Outstanding Boy Scouts of the Philippines Association or
TOBSPA. It ratified its Constitution and By-Laws on 15 November 2003 during
the General Assembly held at the BSP National Headquarters. The salient
features of the Constitution and By-Laws are as follows:
      The Constitution and By-Laws are the Basic Rules of the
            Association.
      TOBSPA’s primary purpose is to assist the BSP in its relevant
            developmental programs.
      TOBSPA assists in the annual TOBS Search.
The TOBSPA has an Executive Committee, Directorates and Liaison Officers. For
the period October 2005 to November 2006, the following serve as officers of the
association:

      Count of the Department of Education in coordination with the
      Ateneo’s Government Watch.
Tie-up with non-government organizations, such as the
      Transparency and Accountability Network, Government Watch,
      Konsensyang Pilipino, Procurement Watch Inc, Ateneo School of
      Government
Mandatory Registration in local Councils (TOBSPA members
      are encouraged to also handle scout units as volunteer adult leaders)
Mandatory Subscription to Philippine Scouting Magazine (in
      partnership with the BSP PR Division; TOBSPA members also
      contribute articles and papers to the magazine)
