On 19 and 20 April 2007, the European Institute of Public Administration (EIPA) is organising a new
seminar on “State Aid Procedures and Enforcement”. For those participants interested, an
Introductory workshop is now envisaged to take place on Wednesday afternoon 18 April 2007,
which will present the basic principles on the application of state aid rules, as well as provide the
possibility to jointly work on a number of cases.
The European Community has developed an elaborate system of procedures to control the granting of
state aid by Member State authorities (Council Regulation No. 659/1999). In addition, a number of block
exemption regulations have been adopted with a view to reducing the administrative burden as regards
specific types of aid. In order to further simplify and modernise its procedures in view of the enlargement,
the Commission has adopted Implementing Regulation No. 794/2004, whereas the State Aid Action Plan
asks for more effective procedures.
The purpose of the seminar is to examine in depth the interpretation and application of these procedural
rules. Recovery of aid, which constitutes a weak spot in the enforcement, third parties’ rights and the
application of state aid rules by national courts are some of the topics that will be analysed in detail. The
seminar will also provide a forum for comparing national experiences as regards administrative
arrangements for notifying and registering aid and the enforcement of recovery decisions. There will also
working group exercises on the filling of notifications forms and how to deal with the assessment of cases
that combine state aid with structural funds.
Speakers will include officials from EU institutions and Member State administrations, EIPA personnel
and practitioners. The seminar aims to meet the needs of middle managers and senior officials from all
levels of government and local authorities, officials from public enterprises, representatives of business
and trade associations, as well as lawyers and economists.
EIPA, which is organising and hosting the workshop, has extensive experience and a well-established
track record in professional training activities. The seminar is also a continuation of the Institute’s
research and seminars in the broader area of competition policy. The working language of the seminar
will be English.
Participants will receive a free copy of our book on “State Aid Policy of the European Community, A
Guide for Practitioners”, which is published in cooperation with Kluwer.

Programme
The programme will commence with an optional Introductory workshop on State Aid Principles on
Wednesday afternoon 18 April 2007, 14 hrs. The main seminar will commence on Thursday 19
April at 9.30 hrs and finish on Friday 20 April 2007 at 16.00 hrs.
Seminar venue
The seminar will take place in the Bordeaux Conference Room (1.18) at the European Institute of
Public Administration, O.L. Vrouweplein 22, NL-6211 HE Maastricht, tel.: +31.43.3296222, fax:

Working language
The seminar will be conducted in English.
Fee
The participation fee is € 735 for the main seminar on 19-20 April, and an optional additional fee of
€ 200 for the Introductory workshop on State Aid Principles on Wednesday 18 April. The main fee
includes documentation, 2 lunches, 1 dinner and refreshments. Participants will also receive a free
copy of our book on State Aid Policy of the European Community, A Guide for Practioners, which
is published in cooperation with Kluwer.
Accommodation and travel costs are at the expense of the participants or their administration.
Hotel reservations
The European Institute of Public Administration will be pleased to make reservations for you at a
hotel in Maastricht. We have made a block booking at 2 hotels in Maastricht: Hotel Beaumont****
(www.beaumont.nl), at a rate of € 97 p.p.p.n. (incl. breakfast and tourist), and Hotel Mabi****
(www.hotel-mabi.nl), at a rate of € 97,50 p.p.p.n. (incl. breakfast and tourist tax). Should you wish
to make use of this possibility, please indicate the name of the hotel and the dates of arrival and

checking out. Please note that if you register after the closing date, hotel reservations cannot be
guaranteed.
Meals
The lunches will be served at the Institute’s restaurant. Should you require a special menu (e.g.
vegetarian, diabetic), please inform the Programme Organiser so that this can be arranged.
