   8(g) Funds for the Purchase of Superior Textbooks, Library Books, and/or
                             Reference Materials

                                                        Purpose

The purpose of this program is to ensure the purchase of superior textbooks, library books, and/or reference materials
for approved public and nonpublic schools. The 8(g) funds can be used for the purchase of not only textbooks,
reference materials and/or instructional materials approved by the State Board of Elementary and Secondary
Education through the adoption process, but also textbooks, library books, and/or reference materials that are not on
the State-adopted list. However, the materials purchased are required to meet the needs of existing, as well as new and
innovative, educational programs for the disabled, gifted/talented, special needs students, and remaining population of
students. *

                                                       Objective

The objective of this program is to provide resources to 95 percent of the eligible subgrantees through the Louisiana
Quality Education Support Fund Grant as a result of their applications for these funds. The successful accomplishment
of this project will be measured by approved proposals on file, the total expenditure of funds, and the final program
evaluation.

                                                      Evaluation

It is anticipated that the materials purchased will make a significant impact on student performance in helping
students meet the goals of the project. The 8(g) funding has allowed the local school systems to expand to meet the
needs of all students. One of the tools used to measure the success of the program is the Superior Textbooks, Library
Books, and/or Reference Materials Evaluation Form. The evaluation form measures the success of the program by
answering the following questions:

           Were the materials purchased sufficient to meet program needs?
           Were the materials received from vendor(s) in a timely manner?
           To what extent were the goals of the project achieved?
           Did materials have a sufficient impact on student performance? (If so, how?)
           Were any additional benefits gained as a result of this project?

Each local school system will be required to submit an evaluation of the project. After all participating local systems’
evaluation forms have been received by the Department of Education, the Department will compile a Statewide
Evaluation Analysis to determine whether the goals and objectives of the project have been achieved.

*Effective with the FY 96-97 granting cycle, Consent Judgment 90-880-A enjoins the Board from making grant awards
for library books and/or reference materials to nonpublic agencies that are determined to be pervasively sectarian entities.

                                                 The Program Design

  I.      The State Department of Education executes the following procedures:

          a.      Disseminates Intent to Participate form to local education agencies regarding participation status in
                  the Superior Textbooks Program.
          b.      Notifies local education agencies of allocations based on those responding to the Intent to Participate
                  form.
          c.      Disseminates guidelines and applications to the locals.
          d.      Receives, reviews, and processes each proposal.
          e.      Notifies recipients of the reimbursement process.
          f.      Reimburses recipients.
          g.      Ensures that project recipient will identify the site where the purchased material will be housed.
          h.      Ensures that the responsible school employee is identified by name and title.
          i.      Ensures that the project recipient will identify the special population to use purchased items.

  II.     The Local School District executes the following procedures:

          a.      Submits Intent to Participate in regard to participation status.
          b.      Submits proposal forms to the Louisiana Department of Education.
          c.      Coordinates and oversees the submissions of nonpublic schools for whom the public school district
                  acts as the fiscal agent. (Unless a nonpublic school has made an official request to operate fiscally
                  independent of the public LEA, then in accordance with Section 309 of Bulletin 1794, the public local

                  school district shall act as the fiscal agent for all eligible nonpublic schools in its jurisdiction, and the
                  LEA Superintendent shall sign the Assurances to indicate compliance.)
                           1. Nonpublic schools must submit the Intent to Participate form to the Public School District
                               who acts as its fiscal agent. The fiscal agent will submit all public and nonpublic forms to
                               the Department.
                           2. The LEA Contact Person shall receive proposals and orders from the nonpublic schools
                               and coordinate the distribution of materials. (Purchase requisitions should not be
                               submitted to the Department.)
                           3. The LEA Contact Person shall submit the public and nonpublic proposals together to the
                               Department. Before submitting them, the LEA Contact Person shall review all proposals
                               (public and nonpublic) for compliance.
                           4. The LEA may set deadlines by which nonpublic schools must submit forms and proposals
                               to the LEA, and if the nonpublic school does not meet the deadlines, the LEA will notify
                               the Department, and funding will be denied to the school.
          d.      Assures the State Board of Elementary and Secondary Education that the expenditures from this
                  project will not displace, replace, or supplant appropriations from the general fund for the purpose of
                  implementing the Minimum Foundation Program or State general fund, that funds will be expended in
                  accordance with State purchasing regulations and the approved grant proposal, and that no resources
                  obtained under this grant shall be utilized for any religious purposes, including but not limited to,
                  religious education.
          e.      Prepares and processes purchase orders through vendors of its choice.
          f.      Submits required budget forms to the Louisiana Department of Education on the designated dates.
          g.      Maintains detailed information (invoices) to support its request for expenditures.
          h.      Submits an evaluation form(s) to the Louisiana Department of Education on the designated date.

                                  Definitions of Project for Participants

I.      Superior Textbooks are textbooks approved by the State Board of Elementary and Secondary Education
        through the adoption process, as well as textbooks, library books, reference materials and or instructional
        materials that are not on the State-adopted list. The items selected for this project are required to meet the
        needs of new and innovative educational programs for the disabled, gifted/talented, special needs students, and
        regular education students for:

        a.      The purchase of materials for a specific instructional program that is not offered to an entire student
                body, such as textbooks and/ or software for existing computers, for advanced study in any scientific
                or mathematics field, or other similar programs in grades K-12.
        b.      Projects that provide necessary textbooks for Advanced Placement Programs and/or independent study
                for academically gifted students.

        c.      Projects that provide for the purchase of textbooks not included on the Textbook Adoption List, such
                as the following:

                i.      Textbooks appropriate for disabled students.

                ii.     New and innovative textbooks that may have been published since the last textbook adoption
                        and that will be used for developmental courses (new courses implemented at the request of
                        local educational agencies and approved by the SBESE).

                iii.    Distance learning, satellite courses, or telelearning courses. Such textbooks must be listed in
                        the proposal.

        d.      Projects that provide for the purchase of textbooks and/or materials that are ancillary to the basal
                textbook and consumable materials that may be used for elementary grades.

        e.      Projects that provide for the purchase of ―state of the art‖ technological materials that directly affect
                teaching and learning such as CD-ROM, computer software, or instructional laser disks.

*New*   f.      Projects that provide for the purchase of target materials and supplies needed for effective and high
                quality interventions in the area of reading and literacy for grades K-12; materials must be allowable
                expenditures, listed on proposals, and must be approved by Department of Education’s staff.

II.     Library books/reference materials are any books or reference materials made available for circulation or use
        among the general school population or a specific component of the general school population, for research or
        school enhancement, such as:

        a.      Projects that provide for the purchase of current encyclopedias, world atlases, etc., where no similar
                resource materials are available within a given school, in book or multimedia form.

        b.      Projects that require the acquisition of appropriate library resource materials to be used in any specific
                instructional program, such as texts in a foreign language offered in the school, additional volumes in
                a specific field of science or mathematics, and so forth.

        c.      Projects that will provide for the purchase of software for classroom instruction.

                                                  Eligibility Requirements

     In order to be eligible for funding, the recipient must comply with all constitutional eligibility factors as they
     relate to 8(g) policy procedures and Consent Judgment 90-880-A.

     1.      Local education agencies, diocesan school systems, and eligible nonpublic schools shall submit an Intent to
             Participate form to the Louisiana Department of Education on the designated date. Nonpublic schools and
             diocesan systems may request to be fiscally independent of the public LEA. (For first-time requests, an official
             letter of request must be submitted with the Intent to Participate Form.) If Intent Forms are not received in
             the Department by April 30, 2007, allocations will be redistributed across the state.

     2.      Local education agencies, diocesan school systems, and approved nonpublic schools shall submit proposal
             form(s) to the Louisiana Department of Education.

     3.      Nonpublic school applicants will have the option of participating in the Superior Textbooks Program
             independently of the LEA. Proposals and requests for reimbursements will be sent directly to the Department
             of Education. Orders will be handled directly with the vendors.

     4.      A nonpublic school must have both academic and Brumfield v. Dodd approval to be eligible to receive
             funding for this project. A Sectarian Status Questionnaire Form must be on file with the State Board of
             Elementary and Secondary Education by January 15, 2007.

     5.      Diocesan school systems will have the option of participating in the Superior Textbooks Program
             independently of the LEA. Proposals and requests for reimbursements will be sent directly to the Department
             of Education. Orders will be handled directly with the vendors.

     6.      The following data must be provided when completing a proposal:
             a.      Sites where purchased materials will be housed.
             b.      The number, ages, and grade levels of students who will have access to the items purchased.
             c.      The specific population to use purchased items (e.g., Advanced Placement Students).
             d.      The name and title of a school employee responsible for proper use of the items purchased.

     7.      Recipients must complete an Evaluation and Project Completion Form and submit it to the Department of
             Education on the designated date.

     8.      Grantees may prepare orders for materials and process the orders through the vendors of their choice.

     9.      The local education agencies must maintain documentation (invoices, delivery receipts, etc.) for a five-year
             period following the end of the project.

     10.     The Louisiana Department of Education must approve any expenditure not included in the allowable expense
             list. (See Use of 8(g) Superior Textbooks Funds, page 5.)

     11.     Recipients must submit the Louisiana Department of Education’s Uniform Financial Forms for Local School
             Boards. (See Reimbursement Procedures, page 6.)

This year funding has been increased for a specific target, so participants should give special consideration to purchasing
materials and supplies needed to target effective and high quality interventions in the area of reading and literacy. The
Louisiana Department of Education must approve any expenditure not included in the allowable list.

                                             8(g) Reimbursement Procedures

   The project period must be concurrent with the fiscal year (July 2007-June 2008). All goods and
   services must be received and rendered within that fiscal year.

   1.      The LEA and nonpublic agencies will be responsible for maintaining detailed information (invoices, etc.) to
           support their requests. (A signed affidavit must be on file indicating that the subgrantee will hereby certify that
           funding for this program does not displace, replace, or supplant appropriations from the general fund for the
           purpose of implementing the MFP, that funds will be expended in accordance with State purchasing
           regulations and the approved grant proposal, and that no resources obtained under this grant shall be utilized
           for any religious purposes, including but not limited to, religious education.)

   2.      Funds will be expended in accordance with State regulations and the approved grant proposals.

   4.      Official forms provided by the Division of Education Finance will be used to request reimbursement of funds.
           The Request for Funds form should include the original signature of the Superintendent/Authorized Person.
           The original signature should be signed in blue ink. Requests for Funds without the appropriate
           authorizing signature will be returned.

   5.      The requests should be submitted to the Louisiana Department of Education by the 10 th of each month. In
           compliance with requirement of the Louisiana Legislative Auditor, requests for funds should be
           submitted in a timely manner.

   6.      All reimbursements must be based on actual expenditures.

   7.      The LEA and nonpublic agencies must assign a unique number to each request for funds. This number is
           used to track reimbursements in the statewide information system (ISIS).

   8.      The tentative deadline for requests for reimbursement is July 15, 2008.

   9.      The request for reimbursement should be mailed to the following address:

                   2007-2008 Proposals for 8(g) Funds for the Purchase of
                Superior Textbooks, Library Books, and/or Reference Materials


      The enclosed application is being submitted for grant funding for the 8(g) Superior Textbooks
       Program.

      It is hereby agreed that the Louisiana Department of Education, Office of the Legislative Auditor,
       and/or the Office of the Governor, the Division of Administration and any other agencies representing
       the state or federal government shall have the option of auditing all accounts or records of the grantee
       which relate to this award. All copies of required audits must be forwarded to the Louisiana
       Department of Education Internal Audit Section.

      If the appropriation for this award is reduced by the Louisiana Legislature, the veto or Executive
       Order of the Governor, or by any means provided in the appropriations act which prevents the total
       appropriation for the year from exceeding revenues for that year, or for any other lawful purpose, and
       the effect of such reduction is to provide insufficient monies for the continuation of this award, the
       award shall either be reduced or terminated.

      I understand that all funds will be expended by the end of the project period identified in the Grant
       Award Notification and Department guidelines. All expenditures will be in compliance with the
       approved application and budget.
