Introduction
In the mid-1980’s a Nevada Library Needs Assessment was conducted by David Smith, a
nationally recognized library consultant. As a result of that study, the Nevada Libraries
Continuing Education Committee (NLCEAC) was created by State Librarian Joan Kerschner in
1987 in response to the need for statewide library-related educational programming. The
Committee strived to maintain a high level of visibility through the state’s library community,
soliciting proposals, providing consulting and guidance on CE activities, and actively developing
training programs on a broad spectrum of library-related issues.

Training events were widely publicized to all types of libraries. Among the most popular
programs supported by the Committee were:

      the “Know Show” developed by LV-CCLD featuring cutting edge technology;
      a series of annual Intellectual Freedom Institutes preparing library employees to deal
       with censorship issues;
      workshops targeted to staff working with children and young adults; and
      continuous training for library trustees.

Trainers and speaker have included nationally known authors and library personalities, i.e.,
Carolyn Corbin, Deborah Jacobs, Martha Gould, and Jim Fleck, to mention a few.

Beginning in 1988, the NLCEAC met regularly to review and support dozens of proposals
resulting in quality statewide training events for library trustees and library employees working at
all levels. The Committee developed a Nevada Libraries Criteria for Quality Education in 1994
to ensure that training was focused on serving the needs of Nevada’s diverse library users. The
Committee also supported planning toward development of a Certification Program for Public
Librarians spearheaded by the State Librarian and passed into law by the Nevada Legislature in
1995. Library Development staff worked closely with the University of Nevada Reno Division of
Continuing Education and University Library administrators to build a viable curriculum designed
to impart knowledge and skills which have resulted in improved services in even the most
remote rural libraries.

Membership on the NLCEAC was comprised of: one representative each from Las Vegas/Clark
County Library District, Washoe County Library, UNLV library, UNR library, NLA Personnel
Development Committee Chair, NSLA Library Development Division, the community colleges,
CLAN/public library representative at large, the school library media consultant from the State
Department of Education, and the State Librarian as ex-officio member. This diverse mix of
people from varied libraries resulted in a valuable cross-over of ideas and greatly strengthened
communication among key academic public and school librarians.

The NLCEAC served as a scholarship committee screening applications from Nevada library
personnel wishing to pursue certification or higher degrees in library education. These awards
are known as the James McPhee Scholarships in memory of one of the earliest members of the
Committee. Among successful recipients of the scholarships is Sara Jones, who graduated
from Syracuse University and later became Administrator of the Nevada State Library and
Archives.

The NLCEAC developed a series of statewide continuing education plans including 1997 and
2002. During the fall of 2004, an advisory task force was convened to review and respond to
continuing education in the state and the current 2002 continuing education planning document.

The Nevada State Library and Archives provides services and resources for the library and
archival community in Nevada. The 2002 Continuing Education Plan focuses on the library
community. The State’s Five Year Master Plan (2003-2007) incorporates continuing education
for both the library and archive communities. A review of these two plans resulted in this
document which will serve as a statewide working CE plan through 2007. It will be updated as
appropriate to reflect current practice as part of an annual CE evaluation process.

Under guidelines established by the Institute for Museum and Library Services (IMLS), the
Nevada State Library and Archives develops five years plans which guide Library Service and
Technology Act (LSTA) funded activities. The material gathered during the planning and
evaluation process is used to develop the LSTA planning document and the State’s five year
master plan.

Currently the State Historical Records Advisory Board (SHRAB) is developing its statewide plan
for the archive community. The planning process to develop the next NSLA master plan will
begin in the summer of 2005. Included in the process will be an evaluation of the current LSTA
plan and the Five Year Master Plan (2003-2007). As part of the process, a review of continuing
education in Nevada will be conducted addressing the needs of both the library and archive
communities. The information resulting from these statewide planning processes will be used to
develop goals and objectives for the next Five Year Master Plan (2008-2012) which will be use
as the core elements of state continuing education plan.

Critical Issues Facing Nevada’s Libraries

Master       As part of the planning process used to develop the current Five Year Master Plan
Plan         (2003-2007), information was collected which enabled the planning committee to
             identify a number of critical issues facing Nevada’s libraries. One of those issues
             focused on “increasing the professionalism of library staff”. According to the Five
             Year Master Plan (2003-2007):

                    This issue includes some unique aspects that commend its inclusion. The
                    true motivation for this issue is the belief that all library workers need to be
                    involved in a continuous process of professional development.

                    Many school librarians/media specialist in Nevada expressed strong
                    feelings regarding certification and the establishment of minimum
                    requirements for staff in all school libraries. While this issue appears to be
                    considerably less important to academic, public, and special librarians,
                    library staff from all types of libraries indicated significant interest in
                    professional development.

                    Representatives of larger public libraries voiced concerns regarding the
                    recruitment and retention of qualified staff. A number of smaller public
                    libraries indicated that they were routinely faced with the challenge of
                    finding qualified children’s/youth services personnel. Survey results show
                    that virtually all libraries recognize the importance of staff development in
                    enabling their libraries to keep up with technological change.

                    Some members of the Statewide Master Plan Committee saw this issue as
                    an opportunity to improve the professionalism of all library workers in part
                    by drawing on talent that already exists with the State’s boundaries.
                    Representatives of several larger libraries indicated that they believed their
                    staff would benefit from participation in institutes as instructors. One
                    commented that, “Those who teach also learn.”

                    The involvement of talented library staff members with special skills as
                    instructors was also seen as a way to break down some of the factionalism
                    that currently exists between urban and rural libraries and between the
                    library community in the north and in the south.


The Five Year Master Plan (2003-2007) outlines as goals the following:

Goal #2      All Nevada students, teachers, and other educators will be aware of the relevant
             print and electronic resources available through libraries and will have the basic
             information literacy skills to access and use these resources.

              Need:           Many teachers and other educators as well as students are
                              unaware of the print and electronic resources available through
                              libraries that can help them succeed in school.

            Potential      Training and awareness campaign aimed at teachers and other
            Strategies:      educators.
                           Increased collaboration between public and academic libraries
                             related to information literacy training and specific training in the
                             use of electronic databases.

Goal #4    Nevada residents will benefit from library and information services based on an
           integrated approach that includes planning and training as well as implementation.

            Need:          Planning and implementation for library and information services in
                           Nevada is often disconnected from training efforts.
            Potential      Continued strong support/incentives for participation in training
            Strategies:      activities.
                           Offering training related to specific LSTA grant categories and
                             making attendance by a representative of requesting library as a
                             condition of seeking grant for implementation.
                           Greater use of distance learning technologies for training.
                           Consideration of development and deployment of a mobile
                             technology training laboratory.

Goal #6A   Nevada residents will have access to quality family and adult basic literacy
           programs that will enable them to achieve their educational, employment, and/or
           personal goals.

            Need:          Many Nevada residents are unable to achieve their educational,
                           employment, and/or personal goals because they lack adequate
                           reading skills.
            Potential      Training library staff to identify literacy needs and refer individuals
            Strategies:      to appropriate organizations.

Goal #6B   Library staff in Nevada libraries will have the knowledge, training, and resources
           they need to support and promote stronger literacy programs offered through
           volunteer and community-based organizations.

            Need:          Many Nevada residents are unable to achieve their educational,
                           employment, and/or personal goals because they lack adequate
                           reading skills.
            Potential      Training library staff to identify literacy needs and refer individuals
            Strategies:      to appropriate organizations.

Goal #7    Nevada will protect its documentary heritage and Nevada’s people and
           governments will share the responsibility to preserve and make that heritage
           available to the public.

            Need:          Many organizations and governmental entities that are responsible
                           for the preservation of historical documents and manuscripts lack
                           the knowledge and resources they need to adequately protect and
                           provide public access to important and useful information.

              Potential       Providing basic training in archival methods.
              Strategies:     Providing support for planning, training, and implementing local
                               initiatives aimed at preserving and sharing unique local historic
                               documents.
                              Providing technical training and support for digitization efforts and
                               the implementation of “best practices” in record keeping.
                              Providing training and assistance to libraries, museums and other
                               community organizations that are responsible for collections of
                               historic documents in emergency preparedness and disaster
                               recovery.

Goal #8      Nevada residents, regardless of the relative wealth of the jurisdictions in which
             they reside, will have access to quality information resources and the assistance of
             trained information professionals through a network of publicly supported libraries.

              Need:           Some residents of Nevada lack quality library and information
                              services or are in danger of losing existing library and information
                              services because the jurisdictions in which they reside are unable
                              to provide adequate funding for such services.
              Potential       Education of library trustees and friends to make them aware of
              Strategies:       the funding situation and potential solutions.

Goal #10     Nevada residents will be served by libraries that offer library and information
             services supported with stable funding sources (such as direct tax revenues and
             supplemental funding from other sources such as gifts and grants to enhance the
             services they provide.

              Need:           The personnel of many Nevada libraries lack the time, knowledge,
                              and/or the skills necessary to pursue supplemental funding form
                              foundations, individual donors, and/or other grant sources.

              Potential       Training programs for library staff in grant writing, fund-raising, and
              Strategies:      development.

Goal #11     Nevada residents will be served by libraries that work together with other libraries,
             with governmental entities, and with non-profit and for-profit and community based
             organizations to offer high-quality library and information services in the most
             efficient manner possible.

              Need:           Potential beneficial strategic partnerships between and among
                              libraries and between libraries and other organizations are often
                              not pursued because of a lack of experience with such joint
                              ventures and a lack of seed money to experiment with
                              collaborative projects.
              Potential       Training programs for libraries in identifying potential strategic

Goal #12   The Library Services and Technology Act program will be an accessible and
           important program that contributes to the vitality of libraries of all types and sizes
           and improves the overall quality of library and information services available in the
           State.

            Need:          Many in Nevada’s library community view the LSTA competitive
                           grant process as complex.
            Potential      Training for grant reviewers including specific criteria for rating
            Strategies:      grant applications.

Goal #13   All residents of Nevada will be served by libraries that are staffed by competent
           and professional workers who employ the up-to-date resources and highly
           effective methods to deliver high-quality service.

            Need:          The constantly changing nature of library and information services
                           demands that library staff (at all levels) continually update and
                           upgrade their skills.
            Potential      Support multi-day “Institutes” on critical issues for Nevada
            Strategies:     information and library organizations.
                           Coordinate methods to include educators (such as teachers and
                            school administrators) as well as librarians from all types of
                            libraries in continuing education/training events as relevancy
                            indicates.
                           Develop training opportunities designed for all levels of library staff
                            (including paraprofessional and clerical workers) and other
                            library related personnel such as Trustees and Friends groups.
                           Develop strategies to utilize distance learning technologies
                            including videoconferencing, web-based instruction, etc.
                           Support a study on the feasibility of a mobile training facility.

Nevada Continuing Education


Vision             In an ever changing social and technological environment, the Nevada library
                   community recognizes the need for continuing education. An active program
                   of library education positions those associated with every public, school,
                   academic and special library to provide effective library services to all
                   Nevadans.

                   Because libraries are a cultural and lifelong learning center of the community,
                   every library should be staffed with personnel who demonstrate the core
                   competencies necessary to deliver effective library service, including an
                   awareness of both print and technological resources. Highly trained
                   personnel demonstrate abilities in the following areas: Foundations of
                   Library Service, Library Administration, Services to the Public, Collections,
                   Technical Services and Technology.

                   Continuing education is relevant and enables library staff and trustees to
                   meet the needs of the communities they serve. Opportunities for education
                   will be available in a variety of delivery formats and will be accessible and
                   affordable to all library staff and trustees. Collaboration among educational
                   providers will deliver the wide range of opportunities required to meet the
                   needs at all levels, both basic and professional.

Mission            Advances in information technology and expanding library user expectations
                   require continuous education. Nevada libraries are committed to addressing
                   the need for continuous library education through planned, coordinated and
                   varied statewide continuing education programs to hone staff expertise,
                   foster professional development, empower library trustees, broaden public
                   awareness and ultimately improve library services.

CE Plan Format


Strategic   Issues which need to be addressed during the life span of a plan. They are
Issues:     essential to a program’s success or failure. Strategic issues are posed as a
            question. The answers to the questions provide the means by which the
            issues are addressed.


Goals:      Goals are broad, general descriptions of “end states” that indicate a strategic
            issue is being addressed. The goals in this plan are stated as declarative
            sentences.


Strategy:   Strategies are broad, general approaches to working toward the identified
            goals for each strategic issue. Strategies are not bound by time and not
            likely to change much during the lifetime of the plan. In this plan they are
            listed as one work or short phrases.


Activity:   Activities are those specific actions which we plan to take place in order to
             implement the general strategy. The same or similar activities may be
             found under several goals under multiple target audiences in order to show
             the continuity of the efforts.
            The activity is listed first followed by the title of the individual or group with
             primary or ultimate responsibility for that particular activity. Many activities
             indicate two or more individuals or groups with responsibilities.
            Some activities are found under one or more strategic issues or goals
             thereby demonstrating the connections among the activities for the different
             target groups.

                               knowledge, skills and attitudes necessary to become effective
                               leaders within their communities and at the state and national
                               level.
                    Goal D     CE credit programs are provided for all library and archive
                               personnel and sequential basic library science curriculum for
                               non-MLS degree personnel in public libraries as outlined in NRS
                               379.010-050.

           Goal E    Nevadans obtain graduate-level education at accredited graduate

NLCEAC Guidelines for Funding Continuing Education Proposals


Guidelines         The following guidelines were developed by the Nevada Libraries Continuing
                   Education Advisory Committee.

                       1      Eighty per cent (80%) of funds will be used to support training
                              activities for library personnel and trustees.
                       2      Staff exchange for training purposes may be supported to a
                              maximum of $500 per exchange. Each exchange must be pre-
                              approved by Directors of exchanging libraries and a grant will go
                              to the library releasing staff for training.
                       3      Person submitting proposal is responsible for developing,
                              marketing and implementing the funded program. Formal
                              evaluations and a report including attendance figures are required
                              at the conclusion of the program.
                       4      Nevada Library Association Conference programs with CE
                              content may be supported, but NSLA will not fund keynote
                              speakers for NLA.
                                First time Conference registration for new NLA members may be
                                   reimbursed to a maximum of $30.00. Travel to conference
                                   may also be reimbursed, but only if the attendee’s library
                                   cannot support these costs.
                                Registration/travel will not be granted for attendance at out-of-
                                   state events or at any conferences other than NLA.
                       5      Proposals to fund training events should be submitted at least 60
                              days in advance. Applications or proposals received after training
                              event/s will not be considered for funding.
                       6      Training events supported by NSLA must be widely publicized and
                              open to area library employees and trustees. (In-house Staff
                              Development workshops for individual libraries
                              will not be supported.)
                       7      Government employees are not eligible for honoraria for activities
                              during their regular hours of employment, but may receive
                              honoraria for work done on their own time, i.e. days off or annual
                              leave.
