                    For the University of Florida Student Chapter
                      American Veterinary Medical Association

                                    CONSTITUTION

ARTICLE I – TITLE

Section 1- The organization shall be known as the University of Florida Student Chapter
of the American Veterinary Medical Association.

Section 2 – The Organization title may be abbreviated as University of Florida Student
Chapter of the AVMA, and herein may be referred to as UF SCAVMA.

Section 3 – UF SCAVMA shall forever remain a not-for-profit organization, and its
officers shall comply with the laws of the state of Florida.

ARTICLE II – PURPOSE

Section 1 - To promote a spirit of friendly relations among the students regularly enrolled
in the course of veterinary medicine.

Section 2 - To provide an additional opportunity for the members to gain professional
knowledge and an understanding of professional ethics and conduct.

Section 3 - To demonstrate the virtues of organized effort.

Section 4 - To build character through the censure of all unworthy actions of its members
and the commendation of all worthy deeds.

Section 5 - To develop the characteristics of leadership through training received in
conducting the Chapter’s affairs.

Section 6 - To promote contact and exchange of ideas between veterinary students,
faculty, staff, the American Veterinary Medical Association (AVMA), and the Student
AVMA (SAVMA).

Section 7 - To promote an active role by the veterinary students of the University of
Florida in the community through public relations work, promotion of the services of the
college, and awareness of veterinary ethics and issues.

Section 8 - To promote interactions among other schools of veterinary medicine and
encourage involvement within professional associations.

Section 1 - Students eligible for active membership shall include all full-time students of
veterinary medicine who are pursuing a doctorate of veterinary medicine (DVM) to be
granted by the University of Florida.

Section 2 - Members of the faculty and such others as the Student Chapter may see fit to
elect shall be Honorary Members.

Section 3 - Dues shall be paid to the national organization annually by each active
member. The amount shall be determined in the manner outlined within the Bylaws
(Article).

Section 4 - Additional membership criteria shall be outlined within the Bylaws (Article).

Section 5 - The Chapter shall not discriminate or limit membership on the basis of race,
sex, religious beliefs, or sexual preference.

ARTICLE IV – RULES OF GOVERNMENT

Section 1 - This constitution shall be the rules of government of the University of Florida
Student Chapter of the AVMA.

Section 2 – Operational Guidelines
        The Bylaws are the operational guidelines and policy statements of the University
of Florida Student Chapter of the AVMA as adopted by the Chapter.

Section 3 – Whenever a provision of this Constitution is inconsistent with a provision of
the Bylaws, the provision in the Constitution shall be controlling.

Section 4 - In all cases where the UF SCAVMA Constitution and Bylaws are found to be
insufficient, UF SCAVMA shall employ Robert’s Rules of Order as a guide.

Section 5 – The Executive Board shall, when necessary, interpret the UF SCAVMA
Constitution and Bylaws.

Section 6 – All UF SCAVMA official documents shall not conflict with Student AVMA
or AVMA official documents.

Section 7 – No person(s) may solicit funds on behalf of UF SCAVMA or by using UF
SCAVMA’s title without prior approval from the UF SCAVMA Executive Board.


ARTICLE V – EXECUTIVE BOARD

Section 1. There shall be a business body having immediate charge of UF SCAVMA
administrative affairs known as the Executive Board of UF SCAVMA.

Section 2. The Executive Board shall be comprised of the President, Vice-President,
Secretary and Treasurer, SAVMA delegates, class representatives, BOCC/AHCCC
representatives, Hill’s representatives, seasonally appropriate committee chairs, and
faculty advisors.

Section 3 – Eligibility, duties and procedures for officer elections shall be outlined in the
Bylaws. (Article)

Section 4 – Terms of Office
       The term of office for the President, Vice-President, Secretary and Treasurer shall
be one year from installation.

Section 5 – Procedures for installation of officers shall be outlined in the Bylaws.
(Article)

ARTICLE VI – ADVISORS

Section 1 - There shall be two advisors to the University of Florida Student Chapter of the
AVMA

Section 2 – The advisors shall be faculty of the University of Florida College of
Veterinary Medicine who are active or affiliate members of the AVMA.

Section 3 – Terms of office will be as specified in the Bylaws.

ARTICLE VII – COMMITTEES

Section 1 – Standing
        Standing committees shall be established or dissolved by amendment to the
Constitution and shall report to the Executive Board in accordance with the Bylaws
(Article)
Section 2- Ad Hoc Committees
        a) Ad hoc committees may be convened or dissolved as necessary by the
President or the Executive Board
        b) Ad hoc committees shall report to the Executive Board at all Executive Board
meetings.

ARTICLE VIII – AMENDMENTS

Section 1 - The Constitution shall be amended only by two-thirds vote of both the
Executive Board and the members of the Chapter in attendance at a regular meeting at
which a quorum is present. Quorum is defined as 25% of the general membership.

Section 2 - Proposed amendments to the Constitution shall be presented in the form of a
written proposal to the Executive Board for approval. Once approved by majority vote,
all amendments will be sent to the AVMA for approval.

Section 3 - The UF SCAVMA Secretary shall advise the Executive Vice-President of the
American Veterinary Medical Association of any amendments to the Constitution.
Amendments must be approved by the AVMA before being presented to the Chapter for
final vote.

Section 4 - The Bylaws shall be amended by a majority vote of both the Executive Board
and the members of the Chapter in attendance at a regular meeting at which a quorum is
present.

Section 5 - Proposed amendments to the Bylaws shall be presented in the form of a

Section 6 - The UF SCAVMA Secretary shall advise the Executive Vice-President of the
American Veterinary Medical Association of any amendments to the Bylaws.
Amendments must be approved by the American Veterinary Medical Association before
being presented to the Chapter for final vote.

Section 7 - All amendments to the Constitution and Bylaws shall be on reserve in the Vet
Med Reading Room and placed in the Chapter office as soon as possible.

ARTICLE IX – RELATIONS WITH THE AMERICAN VETERINARY
MEDICAL ASSOCIATION

       UF SCAVMA shall operate under an official charter granted by the American
Veterinary Medical Association.

ARTICLE X – MEETINGS

Section 1 - Executive Board meetings shall be called by the President and attended by the
Vice-President, Secretary, Treasurer, SAVMA delegates, class representatives,
BOCC/AHCCC representatives, Hill’s representatives, seasonally appropriate committee
chairs, and faculty advisors. They shall be held before every general meeting and any
other time the President deems necessary.

Section 2 - General meetings shall be attended by all active members and non-members
invited by an active member. They shall be set by the President at the beginning of every
semester and held at least once a month.

Section 3 - Rules for attendance and membership shall be set forth in the Bylaws (Article
).

Section 4 - Minutes of both the board meetings and general meetings shall be prepared by
the Secretary and made available to all members and advisors upon request.

Section 5 - A special budget meeting and board meeting shall be held at a reasonable time
before the end of the budget year, May 1. Specifics of this meeting shall be covered
within the Bylaws (Article )




                                        BYLAWS

ARTICLE I – OFFICERS

Section 1 – Any student who is a member in good standing as defined within the Bylaws
is eligible for any Chapter office.

Section 2 - The elected officers and Executive Board members shall assume office on the
last day of the spring semester. First-year class Executive Board members shall assume
office immediately upon election.

Section 3 - The elected officers of SCAVMA shall receive no monetary compensation.

Section 4 – Voting Officer Descriptions
       a) Vice President
               i) The Vice President shall preside at all Chapter meetings in the absence
               of the President.
               ii) The Vice President shall be responsible for maintaining a beneficial
               relationship with the faculty through organization of Faculty Appreciation
               Day and Faculty Member of the Month.
               iii) The Vice President shall facilitate duties of other Chapter officers in
               every way possible.
               iv) Shall act as a liaison between SCAVMA and the Student-Faculty
               Communications Committee and attend each meeting of the committee.
       b) Secretary
               i) The Secretary shall attend all Chapter meetings, record minutes, and
               make minutes available to the general membership.
               ii) The Secretary shall maintain records of meeting attendance and service
               record for each member of the Chapter to be made available to general
               membership at the end of each semester.
               iii) The Secretary shall keep an accurate record of chapter membership
               and subscriptions to the American Veterinary Medical Association
               journals.
               iv) The Secretary shall compile a list at the end of the first term of those
               students who were active members for the preceding year. These lists
               shall be used by the Executive Board to determine eligibility for Chapter
               diplomas and recommendations to the American Veterinary Medical

       Association of those graduating students who are active members in good
       standing.
       v) The Secretary shall supply the American Veterinary Medical
       Association with lists and other information as may be requested from
       time to time.
       vi) The Secretary shall issue membership cards.
       vii) The Secretary shall submit proposed amendments to the Constitution
       and Bylaws of UF SCAVMA to the AVMA Executive Vice President.
c) Treasurer
       i) The Treasurer shall be sole custodian of the financial resources of the
       Chapter and shall receive and hold all money of the Chapter in a
       depository selected by the Executive Board.
       ii) The Treasurer shall keep a careful account of all Chapter income,
       expenses, and assets and make such disbursements as the Chapter may
       direct.
       iii) The Treasurer shall be responsible for the handling of funds paid to the
       AVMA for student subscriptions and other items obtained from that
       office.
       iv) The Treasurer shall be responsible for the handling of dues paid to the
       Student American Veterinary Medical Association.
       v) The Treasurer shall attend and report on the financial accounts at the
       Executive Board meetings and all Chapter meetings.
       vi) The Treasurer shall present a financial statement of the past year in
       conjunction with the proposed budget for the coming year.
       vii) At the completion of the accounting year, the Treasurer shall balance
       the accounts and turn the records over to a committee or agency selected
       by the Executive Board for audit and IRS filing if required.
d) SAVMA Delegates
       i) There shall be two national SAVMA delegates who will
       represent UF SCAVMA in the SAVMA House of Delegates. The
       designations will be according to length of tenure as corresponding
       senior or junior delegate.
       ii) The delegates are the liaisons between the AVMA, SAVMA
       and UF SCAVMA.
       iii) The Delegates shall be elected by the general membership of UF
       SCAVMA as indicated in the Bylaws. (Article)
       iv) The chapter shall pay all expenses incurred in the official business of
       the delegates, which shall include meals, housing, and transportation to the
       meetings. These expenses shall be reimbursed upon approval by the
       Executive Board. In addition, the delegates shall have a budget line item,
       which will enable them to pay for mailings and phone calls as part of their
       regular delegate duties. Delegates must turn in receipts for all of their
       expenses.
       v) The Delegates shall attend all SAVMA and AVMA meetings.
       vi) The Delegates shall maintain a file of committee reports, minutes, and
       other pertinent information for reference and information. This file should

               be passed on from the outgoing corresponding senior delegate to the
               succeeding junior delegate.
               vi) The Delegates shall poll the Chapter for their viewpoint on SAVMA
               business items.
               vii) The Delegates shall disseminate information directed through the
               delegates to the Executive Board as appropriate at the first meeting
               following the respective conference.
               viii) The delegates shall be full voting members of the Executive Board.
       e) Class Representatives
               i) Each class shall be represented on the UF SCAVMA Board by one
               voting representative. These representatives shall be selected by the class
               during their normal spring elections. The first year class shall select a
               representative as soon as possible after entrance to the College of
               Veterinary Medicine.
               ii) The representatives shall be responsible for obtaining the class notes
               from the professors, sending them to the printer, and distributing them to
               the class. The representative shall also collect all funds for these notes and
               turn them into the UF SCAVMA Treasurer by the end of the respective
               semester.
               iii) The representative shall receive free notes for the entire one-year
               appointment.
               iv) The representative is responsible for contacting the professors in a
               timely manner with respect to the beginning of the respective course.
               Prior to election of a freshman class representative, the sophomore class
               representative will obtain the freshman class’ notes.
               v) The representative of the class on clinical rotations is also responsible
               for distributing and collecting money for pagers.
               vi) The representative shall receive a free pager for the term on clinical
               rotations.
       f) Past Presidents of UF SCAVMA
               Past Presidents of UF SCAVMA will provide a mentoring role to the
               current executive board.

Section 5 – Non-Voting Officer Descriptions
       a) President
               i) The President shall serve during his/ her sophomore year and must be
               present on campus for a full year.
               ii) The President shall be the chief executive officer of UF SCAVMA.
               iii) The President shall ensure that all rules of UF SCAVMA are followed
               as set forth by the Constitution and Bylaws.
               iv) The President shall preside at all meetings of UF SCAVMA.
               v) In the absence of the President, the Vice-President shall preside over
               the chapter until a new election may be held.
               vi) The President shall appoint all regular and special committees and hall
               promptly fill vacancies in the membership of committees created by any
               cause.

        vii) The President shall serve as a member of the Executive Board, ex-
        officio, and with the same franchise as its other members, and he/she shall
        be considered as an ex-officio member of all committees with full power
        to supervise and direct their work.
        viii) The President shall only vote in case of a tie vote.
b) Surgery Representative
        i) The surgery representative will distribute surgery packs to second and
        fourth year students in surgery courses.
        ii) The surgery representative will be maintain the packs.
        iii) The surgery representative shall receive a free pack rental for the one
        year appointment.
c) International Veterinary Student Association (IVSA) Representative
        i) The IVSA representative is a liaison between the International
        Veterinary Student Relations Committee of SAVMA
        ii) The IVSA representative shall keep students aware of opportunities in
        international veterinary medicine.
        iii) The IVSA representative shall serve as a liaison between UF
        SCAVMA and visiting students from St. George University College of
        Veterinary Medicine and Ross University College of Veterinary Medicine.
d) Food Safety Chair
        i) The food safety chair shall be responsible for the cleanliness of the
        refrigerators in the break room and the vending machine room of the VAB
        for a total of 3 refrigerators. This shall include cleaning refrigerators at
        least once per month.
        ii) The food safety chair will make an announcement prior to cleaning to
        alert students that items may be thrown out.
        iii) This shall be a paid position of $720 for 12 calendar months or $20 per
        refrigerator per month.
e) Galloping Gourmet
        i) The galloping gourmet shall order food for UF SCAVMA meetings.
        ii) Food should be planned at least 2 days prior to the meeting in order to
        publicize the menu.
f) Standing Committee Chairs
        i) The standing committee chairperson may appoint any member he/ she
        deems necessary to complete the objectives of the committee.
        ii) The standing committee chairperson shall report all activities to the
        Executive Board for all matters pertaining to that committee. All activities
        of the committees must be approved by the Executive Board.
        iii) The standing committee chairperson shall submit to the Secretary the
        names of those committee members who have fulfilled the committee
        requirements including the number of hours worked and credits obtained.
        (Article)
        iv) The standing committee chairperson is responsible for all receipts of
        expenditures and staying within the budget allotted by the Executive
        Board.

Section 4 – Election of Officers
       a) Nominations and Elections for President-elect, Vice President-elect, Secretary-
       elect, Treasurer-elect, Junior SAVMA Delegate, Animal Welfare Chair, Chili
       Cook Off Chair, Dog Days Run Chair, Fundraising Chair, Galloping Gourmet,
       IVSA Representative, Open House Chair, Public Relations Chair, Social Chair,
       Speaker Chair, and Surgery Representative shall be made at the first meeting of
       the spring semester. Nominations for these positions can be taken up to one
       week prior to when elections will be held.
       b) All elections shall require a majority vote of those members in good
       standing in attendance.
       c) In the event that one candidate does not receive a majority on the first voting,
       the two candidates receiving the most votes shall move to a second voting. If
       there is a tie for the second position, both nominees may advance to the second
       voting.
       d) In the event of a tie, the President shall cast the deciding vote.

Section 6 – Installation of officers
       Installation of all officers shall occur on the last day of the spring semester
       following the date of election.

Section 7 – Resignation, removal and succession of an UF SCAVMA officer
       a) Resignation of a UF SCAVMA officer must be submitted to the entire UF
       SCAVMA Executive Board in written form.
       b) Removal of a UF SCAVMA officer from their elected position must be by 2/3
       majority vote of the UF SCAVMA Executive Board. This vote cannot occur via
       electronic means. Parliamentary rules must be strictly enforced for this vote and
       prior discussion. Removal of a UF SCAVMA officer may occur for the following
       reasons:
               i) Failure to perform the duties of the elected office which are
               outlined in the UF SCAVMA Bylaws. (Article)
               ii) Failure to attend two consecutive Executive Board meetings
               without prior approval by the President and/or Executive Board.
               iii)Inappropriate representation of UF SCAVMA, SAVMA, and/or
               the AVMA.
       c) A special election shall be called by the President in the event a vacant
       UF SCAVMA officer position occurs, for whatever reason.


ARTICLE III – EXECUTIVE BOARD

Section 1 – Description of duties
       a) The Board shall be the administrative body of the UF SCAVMA.
       b) The Board shall be charged with the duty of carrying out the provisions of the
       Constitution and Bylaws.
       c) The Board shall direct the President to report of the board’s actions to the
       Chapter.

       d) The Board shall have the right to deny membership upon charges of
       misconduct filed against the members.
       e) The Board shall determine the members’ eligibility for Chapter diplomas.
       f) The Board shall determine the annual dues with the approval by a majority vote
       of Chapter members.
       g) The Board shall permit Chapter members who are not on the Board to attend
       Board meetings, but they shall have no vote.
       h) The Board shall select the depository of the Chapter’s financial resources.

Section 2 - All Executive Board members must be Student Chapter members.

Section 3 - The President shall preside at all meetings of the Board. The Vice-President
shall serve as chairman in the absence of the President.

ARTICLE IV – FACULTY ADVISORS

Section 1 – Any active AVMA or UF SCAVMA member may nominate a faculty
member for the faculty advisor position.

Section 2 – Advisors shall be selected by the outgoing Executive Board and advisors.
The Executive Board will select the final advisor in a closed vote of the Executive Board.

Section 3 - The faculty advisors shall serve as advisors to the Student Chapter as a whole
and shall attend all meetings of the Chapter and Executive Board. The advisors do not
have a vote.

Section 4 - The term of office shall be for two years, beginning in September with the
terms staggered such that one faculty advisor is selected every year.

Section 5 - The advisors are required to attend the annual faculty advisors conference,
which is paid for by the American Veterinary Medical Association



ARTICLE V – STANDING COMMITTEES

ARTICLE VI – MEMBERSHIP REQUIREMENTS

Section 1 - Any student enrolled in the University of Florida College of Veterinary
Medicine shall be considered a “member in good standing” of UF SCAVMA provided
that the student:
        a) Pay the annual dues (Article).
        b) Complete the service requirement outlined in the Bylaws. (Article)
        c) Complete the meeting requirement as outlined in the Bylaws. (Article)

Section 2 – Service Requirement
       a) In order to complete the service requirement for UF SCAVMA, each member
       must complete eight hours of service to the Chapter
       b) Service hours may be defined by any officer.
       c) A record of completed service requirements shall be maintained by the
       Secretary, and updated each semester.
       d) Officers will receive the full credit upon completion of their term of service.
       e) Failure to complete the service requirement will result in revocation of the
       delinquent member’s “member in good standing” status.

Section 3 – Meeting Requirement
       a) While completing freshman, sophomore and junior coursework, members must
       attend two UF SCAVMA meetings per semester.
       b) While completing senior coursework, members must attend one UF SCAVMA
       meeting per semester.
       c) While on junior and senior clinical rotations, members must attend one UF
       SCAVMA meeting per semester.
       d) Failure to complete this requirement any given semester will result in a
       probationary semester. During this semester, the delinquent member will be
       required to attend the required number of meetings in the next semester, plus
       make up the number of meetings that member missed in the previous semester.
       e) Failure to successfully complete the meeting requirement during the
       probationary semester will result in revocation of the delinquent member’s
       “member in good standing” status.

Section 4 – Reinstating of “member in good standing” status
       a) In order to reinstate “member in good standing” status to a delinquent member,
       the delinquent member must petition the Executive Board.

       b) Reinstatement must be by two-thirds majority vote of the UF SCAVMA
       Executive Board. This vote cannot occur via electronic means. Parliamentary
       rules must be strictly enforced for this vote and prior discussion.

Section 5 – Members must be considered in good standing with UF SCAVMA for two
years prior to graduation for that status to be conveyed to the AVMA upon graduation.

ARTICLE VII – MEMBERSHIP PRIVILEGES

Section 1 – Members in good standing will be given preference to services provided by
UF SCAVMA including, but not limited to:
       a) Discounts on course notes
       b) Discount on surgery packs and supplies
       c) AVMA health insurance
       d) Reduced cost pagers while on clinics
       e) Scholarships
       f) Reduced cost heartworm preventative
       g) Symposium attendance
       h) Reduced cost journal subscriptions
       h) Social functions
       i) International student exchanges
       j) Native American Project

Section 2 - The Executive Board may add or remove individual programs as needed.

Section 3 – SCAVMA Notes
       a) SCAVMA notes shall be available for all classes, as provided by the course
       coordinator for that class.
       b) The notes shall be made available to the membership for a fee equal that to the
       cost of having the notes copied. Any person who is not a member of SCAVMA
       may purchase the notes at cost plus thirty five percent.

Section 4 – Surgery Pack Rental
       a) SCAVMA shall maintain general surgery packs to be used for all surgery
       courses.
       b) The cost of pack rental for SCAVMA members shall be $25.00 per person plus
       a $25.00 refundable deposit. The deposit shall cover the pack, bowls, and
       blankets.
       c) The cost of pack rental to non-SCAVMA members shall be $35.00 plus deposit

Section 5 – Revolution Program
       a) Revolution heartworm preventative will be provided by Pfizer at a reduced cost
       to all UF SCAVMA members.
       b) There will be two registrations each year and each registrant will have the
       opportunity to pay a reduced price for a six month supply of preventative for up to
       three pets.

Section 6 - Symposium reimbursement
       a) UF SCAVMA members in good standing who attend the annual SAVMA
       Educational Symposium will be eligible to receive reimbursement for registration,
       transportation, and accommodation expenses incurred by attending Symposium.
       b) UF SCAVMA will first reimburse the member’s registration fee.
       c) Allotment of funds from fund-raising will be distributed by the Executive
       Board upon advisement from the fundraising chair based on individual
       participation in fund-raising events.
       d) Legitimate receipts for all expenses must be delivered to the Treasurer within
       one week of return from the Symposium. The amount of reimbursement shall not
       exceed the total of receipts turned in per student, and will not occur until a
       minimum of one week after Symposium. Any conflict with receipts will be
       brought before the Executive Board.


Section 7 - Journal Subscription
       a) Members are eligible to receive reduced subscription rates to the Journal of the
       American Veterinary Medical Association (JAVMA) and the American Journal of
       Veterinary Research (AJVR).
       b) The President, Vice President, Treasurer, Secretary, Class Representatives and
       Junior and Corresponding Senior SAVMA Delegates shall receive complimentary
       subscriptions to the Journal of the American Veterinary Medical Association
       (JAVMA).
       c) Complimentary subscriptions shall be paid for by UF SCAVMA.



ARTICLE VII – SCHOLARSHIPS

Section 1 – SCAVMA Activity Awards
       a) SCAVMA Activity Awards shall be provided for in the annual SCAVMA
       Budget. Each award shall be for $250.00.
       b) Eleven awards will be presented each year at the senior banquet in the
       following fashion:
               i) First year – 3 awards, totaling $750
               ii) Second year – 3 awards, totaling $750
               iii) Third year – 3 awards, totaling $750
               iv) Fourth year – 2 awards, totaling $500
       c) Selection of the recipients of this award shall be determined by each class.
       The criteria shall be service to UF SCAVMA and organized veterinary medicine.

Section 2 - Hill’s Award
       a) The Hill’s Award shall be provided for in the annual SCAVMA Budget. Each
       award shall be for $500.00.
       b) Three awards will be given each year at the senior banquet in the following
       fashion:

           i) First year – 1 award, totaling $500
           ii) Second year – 1 award, totaling $500
           iii) Third year – 1 award, totaling $500
       c) To apply for this scholarship, the applicant must write an essay to the Chapter
       faculty advisors due by a date decided by the President.
       d) Selection of the recipients for this award shall be determined by the Chapter
       faculty advisors. The criteria shall be service to the University of Florida and the
       College of Veterinary Medicine.

Section 3 - IVSA Award
       a) The IVSA Award shall be provided for in the annual SCAVMA Budget. This
       award shall be for $500.00.
       b) A single award will be provided each year at the senior banquet.



ARTICLE VIII – MEETINGS

Section 1 - The Executive Board shall consult the academic schedules of each of the
classes, and decide the most appropriate time, location, and frequency of regular
meetings insofar as it does not interfere with Section 2 of this Article.

Section 2 – General Membership Meetings
       At least one general membership meeting shall be held each month during the
       school year. At least one of the meetings each semester will be held at night.

Section 3 – Executive Board Meetings
       Executive board meetings will be held the evening before the corresponding
       general membership meeting unless otherwise indicated by the President.

Section 4 – Budget Meetings
       a) A special Executive Board and general membership meeting shall be called to
       prepare and pass a yearly budget for the chapter at least one month before the end
       of the budget year (May 1).
       b) The budget must be approved by a two-thirds majority of the Executive Board
       before presentation to the general membership.
       c) The budget must then be approved by a two-thirds majority vote of the
       members present at a general membership meeting.

Section 5 - Special meetings may be called at any time by the President. Special
meetings shall be well advertised one week in advance.

Section 6 - The order of business of the meetings will follow “Robert’s Rules of Order.”
The Chapter Constitution and Bylaws will be referred to in all cases of rules or
regulations.

Section 7 – Unless revised, the standign agenda for general membership meetings shall
be:
       a) Call to Order
       b) Business
       c) Program
       d) Attendance

Section 8 - Unless revised, the standing agenda for Executive Board meetings shall be:
       a) Call to order
       b) Program
       c) Reading of minutes
       d) Committee reports
       e) Unfinished business
       f) New business
       g) Nomination and election of officers
       h) Appointments
       i) Adjournment

Section 9 - The President, with the approval of the members present, may modify the
order of business as deemed necessary or expedient.

Section 10 - Twenty-five percent of the membership shall constitute a quorum for the
transaction of Chapter business at general membership meetings.

Section 11 - Quorum for the Executive Board meetings shall be fifty percent and each
member must attend at least fifty one percent of the meetings each semester.


ARTICLE IX – FINANCES

Section 1 - Members are required to pay annual dues to SAVMA and to UF SCAVMA.
The amount paid to each organization will be determined by the respective organization.

Section 2 - Dues paid to UF SCAVMA are to be determined by the Executive Board at
the time of the budget meeting (see Article VIII, Section 4) and voted on by the Chapter.

Section 3 - Annual dues are payable by the second regular meeting of the fall semester.
