                   STUDENT ATHLETE SAY NO TO DRUGS


Enforcement

If the School District Substance Abuse Coordinator (the "SA Coordinator") has
obtained a statement (as described in F below) which alleges that a student athlete
is in violation of this guideline and the SA Coordinator believes there has been a
violation of this guideline, the following procedures will occur:

         A.    The SA Coordinator will provide the student athlete and the student
               athlete’s parents, legal guardian, or custodian written notice of the
               student athlete’s violation of this guideline and the date and time
               that a review before the Judicial Review Committee will be
               conducted to determine whether the disciplinary measures set forth
               below will be enforced against the student athlete (such review will
               take place within five (5) calendar days after the issuance of said
               notice). If school is not then in regular session as a result of a
               holiday or a scheduled vacation, the review before the Judicial
               Review Committee may be postponed no later than the first day of
               the next scheduled athletic season (OHSAA beginning date), upon
               either a reasonable request by the student athlete and the student
               athlete’s parents, legal guardian, or custodian, or a determination by
               the Judicial Review Committee.

         B.    The student athlete may challenge the alleged violation of this
               guideline at this review or otherwise explain the student athlete's
               actions.

       C.   The Judicial Review Committee shall hear and review all facts
            presented by the SA Coordinator, the student athlete, and/or the
            student athlete's representative. The person who has signed or
            prepared either of the statements described in F (1)(a) or (b) below
            shall be at the Judicial Review Committee's hearing to affirm such
            statements. After reviewing all facts presented, the Judicial Review
            Committee shall make a determination as to whether or not there
            was a violation of this guideline, and if it determines that there has
            been a violation of this guideline, the disciplinary actions described
            below will be enforced immediately following the expiration of the
            appeal time set forth in D below. If an appeal is filed, enforcement
            of the applicable disciplinary action will be continued until such
            appeal has been concluded. The Superintendent may hear the
            appeal before the next regularly scheduled contest. As soon as
            administratively possible, the Judicial Review Committee shall
            notify, in writing, the student athlete and the student athlete's
            parent, guardian, or custodian of it decision.

       D.   A student athlete or the student athlete's parent, legal guardian, or
            custodian may appeal the decision of the Judicial Review Committee
            to the Superintendent of the District or the Superintendent's
            designee. Notice of such appeal shall be filed in writing with the
            Superintendent within twenty-four (24) hours after the Judicial
            Review Committee has notified in writing the student athlete and the
            student athlete's parent, guardian, or custodian of its decision. If,
            however the expiration of such twenty-four (24) hour time period
            shall occur on a Saturday, Sunday, or a legal holiday, such appeal
            shall be deemed to be timely filed if it is filed within twenty-four (24)
            hours after the later to occur on a Sunday or a legal holiday which
            immediately follows such Sunday, or the applicable legal holiday, as
            the case may be. For example, if the twenty-four (24) hour appeal
            period is to expire on a Friday and such Friday is a legal holiday, an
            appeal shall be deemed timely filed with the Superintendent if it is
            filed by the end of business on the following Monday. The following
            guidelines will govern the appeal process:

            1.     The student athlete or the student athlete's parent, legal
                   guardian, or custodian may be represented in such appeal
                   proceeding.

            2.    The Superintendent or the Superintendent's designee shall
                  hear and review all facts presented by the SA Coordinator and
                  the student athlete or the student athlete's representative.
                  After reviewing all facts presented, the Superintendent or the
                  Superintendent's designee shall either affirm the Judicial
                  Review Committee's decision, or reverse the same. If the
                  Superintendent or the Superintendent's designee determines
                  that there has been a violation of this guideline, the
                  disciplinary actions described below will be enforced
                  immediately.

            3.    The decision of the Superintendent or the Superintendent's
                  designee shall be final.

       E.   The Judicial Review Committee shall consist of the SA, the principal
            from either Liberty High School, or WS Guy Middle School, the
            District athletic director, the student athlete's head coach, and
            two (2) at-large faculty members who teach in the building where the
            student athlete attends classes and who are selected by the three (3)
            standing members of the Judicial Review Committee.

       F.   The SA Coordinator will file a notice of violation of this guideline
            with the Judicial Review Committee if the SA Coordinator (1) has
            obtained either: (a) a signed statement from any employee or coach
            of the District that such person has personally observed such
            student athlete's violation of this guideline, or (b) an official report
            from the law enforcement agency investigating such matter that
            describes a situation that constitutes a student athlete's violation of
            this guideline; (2) believes, based on such evidence and other
            information, if any, available to the SA Coordinator, that the student
            athlete has violated this guideline; or (3) has proof by student’s own
            omission.

Offenses and Disciplinary Actions

The offenses and the disciplinary actions set forth below will be considered routine
measures for each category and occurrence of offense. Offenses will be cumulative
from grades 7-12. The disciplinary actions described below are cumulative and shall
apply sequentially to all athletic programs that the student athlete is a participant.
The following are the types of offenses prohibited and their respective disciplinary
actions:

         A.     Selling, Giving, Transmitting or Distributing Drugs

                1.     First Offense

                       a.    The student athlete will be suspended from all athletic
                             programs for a period of twelve (12) calendar months
                             commencing from the date the student athlete violates
                             this guideline.

                       b.    The student athlete will meet with the Core Group
                             (Building Level Assistance Team) representative for a
                             counseling recommendation. If the student athlete
                             commits to and commences compliance with the Core
                             Group recommendation, the student athlete may
                             resume participation in an athletic program upon the
                             student athlete's compliance with (A)(1)(a) above. If the
                             student athlete fails to comply with the Core Group
                             recommendation, the student athlete will be ineligible
                             to participate in any athletic program until the student
                             athlete complies with the recommendation of the Core
                             Group.

                2.     Second Offense

                      The student athlete shall be dismissed from the student
                      athlete's athletic program. The student athlete shall forfeit
                      the student athlete's eligibility and privilege to participate in
                      any athletic program for the remainder of the student
                      athlete's career in the District.

                Law enforcement agencies having jurisdiction thereof shall be
                notified of the student athlete's actions.

       B.   Use, Possession, Concealing, Having Control of, or Being Under the
            Influence of Drugs/Alcohol

            1.    First Offense

                  a.    The student athlete will be immediately suspended
                        from the student athlete's athletic program for
                        twenty-five percent (25%) of the teams regularly
                        scheduled games.       This can be reduced to ten
                        percent (10%) with counseling assessment through a
                        State approved agency. If there are an insufficient
                        number of regular season games, meets, or activities
                        remaining in which to suspend the student athlete,
                        such suspension shall be offset against post season
                        contests (including playoffs and tournaments) and
                        then against any games, meets, or activities of any
                        other athletic program in which the student athlete is
                        currently participating or thereafter participates until
                        the full number of suspended games is met. In the
                        event that there are an insufficient number of days
                        remaining in the school year during which such
                        violation occurs, this suspension shall continue into
                        the next school year until the full number of
                        suspension days has been satisfied. Students must
                        complete an entire sports season to fulfill his/her
                        suspension requirements.

                  b.    During this period of suspension, the student athlete
                        will not be permitted to practice with the student
                        athlete's team or squad, unless the student athlete
                        complies with (B)(1)(c) below.

                 c.    The student athlete will meet with the Core Group
                       representatives for a counseling recommendation. If
                       the student athlete commits to and commences
                       compliance with the Core Group recommendation, the
                       student athlete may resume practice with the student
                       athlete's team or squad. If the student athlete fails to
                       comply with the Core Group recommendation, the
                       student athlete will again be suspended from
                       practicing in accordance with (B)(1)(b) above. Provided
                       the student athlete has satisfied the provisions of
                       (B)(1)(a) above, the student athlete may again be
                       eligible to participate in the student athlete's athletic
                       program or in any other athletic program as long as
                       the student athlete continues to comply with the
                       recommendation of the Core Group. If the student
                       athlete fails to comply with the recommendation of the
                       Core Group, the student athlete will be ineligible to
                       participate in any athletic program.

            2.   Second Offense

                 a.    The student athlete will be suspended from all athletic
                       contests for a period of sixty (60) school days and not
                       calendar days commencing from the date the student
                       athlete violates this guideline. This requires, at parent
                       expense, a counseling assessment through a State
                       approved agency. In the event there are an insufficient
                       number of days remaining in the school year during
                       which such violation occurs, this suspension shall
                       continue into the next athletic participation year until
                       the full number of suspension days has been satisfied.
                       The student athlete can have this suspension reduced
                       by fifty percent (50%) thirty (30) days if the athlete
                       participates in a Random Drug Testing program at the
                       discretion of the administration and at parents’
                       expense. This testing is subject to one (1) calendar
                       year and includes the loss of any leadership role. The
                       athlete is allowed to practice at the Head Coach’s
                       discretion.      If the athlete tests positive for
                       Drugs/Alcohol, s/he will be assessed disciplinary
                       action as a third offense.

                  b.     The student athlete will meet with the Core Group
                         representatives for a counseling recommendation. If
                         the student athlete commits to and commences
                         compliance with the Core Group recommendation, the
                         student athlete may resume participation in an athletic
                         program upon the student athlete's compliance with
                         (B)(2)(a) above. If the student athlete fails to comply
                         with the Core Group recommendation, the student
                         athlete will be ineligible to participate in any athletic
                         program until the student athlete complies with the
                         recommendation of the Core Group.

            3.    Third Offense

                  The student athlete shall be dismissed from the student
                  athlete's athletic program. The student athlete shall forfeit
                  the student athlete's eligibility to participate in any athletic
                  program for the remainder of the student athlete's career in
                  the District.

       C.   Being Present at or in Attendance at any Activity or Party Where
            Consumption, Use, Possession or Sale of Drugs is occurring

            1.    First Offense

                  a.     If the SA Coordinator has obtained either of the
                         statements described in (F)(1)(a) or (b) above, the SA
                         Coordinator and the student athlete's coach will give
                         written notice to the student athlete and the student
                         athlete's parent(s), legal guardian, or custodian and set
                         a date and time (within five (5) calendar days after the
                         SA Coordinator has obtained such statements) to meet
                         with the student athlete and the student athlete's
                         parent(s), legal guardian, or custodian to discuss the
                         terms of this guideline and the student athlete's
                         violation thereof.

                  b.     The SA Coordinator and student athlete's coach will
                         review the terms of this guideline with the student
                         athlete and the student athlete's parent(s), legal
                         guardian, or custodian and discuss the nature of the
                         student athlete's violation, as well as, the applicable
                         disciplinary actions set forth in this guideline.

                 c.    The student athlete and the student athlete's parent(s),
                       legal guardian, or custodian will be given a
                       memorandum stating that (1) the student athlete has
                       violated this guideline and that an official warning is
                       being given to the student athlete for such violation;
                       and (2) if the student athlete violates this guideline
                       again, the applicable offense and disciplinary action
                       described in (C)(2) below will be enforced against the
                       student athlete. The student athlete and the student
                       athlete's parent(s), legal guardian, or custodian shall
                       be required to sign the memorandum acknowledging
                       that (1) a warning has been given to the student
                       athlete; (2) they understand the terms of the
                       memorandum and this guideline; and (3) they
                       understand the consequences of any future violation of
                       this guideline. If the student and/or the student
                       athlete's parent(s), legal guardian, or custodian fail to
                       sign the memorandum, then the provisions of (C)(2)
                       below shall become effective and enforced as if the
                       First Offense constituted a subsequent offense under
                       (C)(2) below.

            2.   All Subsequent Offenses

                 a.    The student athlete will be immediately suspended
                       from the student athlete's athletic program for
                       twenty-five percent (25%) of the teams regularly
                       scheduled games.       This may be reduced to ten
                       percent (10%) with Counseling Assessment through a
                       State authorized agency. If there are an insufficient
                       number of regular season games, meets, or activities
                       remaining in which to suspend the student athlete,
                       such suspension shall be offset against post season
                       contests (including playoffs and tournaments) and
                       then against any games, meets, or activities of any
                       other athletic programs which the student athlete is
                       currently participating or thereafter participates until
                       the full number of suspended games is met. In the
                       event that there are an insufficient number of days
                       remaining in the school year during which such
                       violation occurs, this suspension shall continue into
                       the next school year until the full number of
                       suspension days has been satisfied.

          D.    Out of Season Violations

                1.     The student athlete who violates this guideline during the
                       student athlete's off-season (including but not limited to
                       summer vacation or a particular sport's off-season) will be
                       subject to the applicable disciplinary action described above.
                       However, a disciplinary action requiring a suspension of less
                       than one (1) year will be enforced and become effective with
                       the next athletic program with which the student athlete
                       becomes a member starting with the first regularly scheduled
                       season game or match for such team.

                2.     Where applicable, the student athlete will meet with the Core
                       Group representatives for a counseling recommendation. If
                       the student athlete commits to and commences compliance
                       with the Core Group recommendation, the student athlete
                       may resume participation in an athletic program upon the
                       coach’s recommendation.       The student athlete will be
                       ineligible to participate in any athletic program, however,
                       until the student athlete complies with the recommendation
                       of the Core Group.

General

This guideline will be reviewed periodically by an advisory committee consisting of at
least three (3) members, including the SA Coordinator, the principals of the high
school and WS Guy Middle School and the head coaches of all athletic programs.
The chairman of this committee, on approval by a majority of its members, may
increase the membership of this committee. The Superintendent of the District will
serve as a liaison member on behalf of the Board. The advisory committee shall
conduct periodic reviews of the student athlete's policy and pledge to determine their
effectiveness and will recommend changes to the Board as needed to effectively
carry-out the intent of this guideline. As part of this guideline, the student athlete,
the student athlete's parent, legal guardian, or custodian will be required to sign
another pledge, if deemed necessary, to acknowledge any such change.

A student athlete will be ineligible to participate in any athletic program in the
District until the student athlete, the student athlete's parent, legal guardian, or
custodian sign a pledge acknowledging and agreeing to comply with and be bound
by this guideline and specifically acknowledging that participation in athletic
programs is a privilege and not a right. This pledge will cover grades 7-12.

This guideline shall be deemed amended to the extent of any applicable law, rule,
regulation, and nonappealable case decision.

This guideline shall become effective commencing with the 1999 - 2000 school year.


*Note: All days of partial suspension will be rounded to the next high number of
days.
