The project’s activities are required to strictly abide by environmental
protection regulations and sustainably develop natural resources.
8 PROJECT 1 Location description:
LOCATION - Position: Tả Phìn monastery is in Can Ngài hamlet - Tả Phìn
commune – Sapa district, 5 km far from Sapa town to the North-east
(in the planning area for North-east extension)
- Historic spot: Tả Phìn monastery was originally built (uncompleted)
in 1942 for ascetic protestant nuns. The work has not been further
invested so far and gradually in ruin. Lao Cai province has intended to
look for investors to build a tourism hotel in association with
improving the monastery to a unique European-style historic relic for
sight-seeing.
2 Comparative advantages of project location:
- Sapa tourism trademark has been recognized; Sapa is a famous palce,
a tourist resort of international stature
- Sapa is one of 16 national tourism development spots and located in
East – Northwest tourism route, attracting a lot of tourists with
average growth rate at 20%/year.
- Sapa is home to many ethnic minority groups, which facilitates
introduction of tourist products associated with local diversified
cultural identity.
- Local laborforce is abundant.
- The local authority pays special attention to introducing clear policies

gained much experience in jointly conducting investment projects,
especially in tourism field.
- Growing and developing fruit trees not only offers beautiful scenery

- A great number of tourist pass the tourist spot (in the tour Sa Pa - Tả
Phìn); however, it is in ruin without any investment, so it is not
attractive to visitors.
- The project is associated with growing and processing fruit trees, so
the investor must have experience in the field.
1 Situation:
9 MARKET
ANALYSIS According to statistics, there are 230 overnight stay establishments
with 2,500 rooms, mainly in Sapa tourist resort. However, they have
not met the demand, especially on the occasions of festivities and at
weekends.
At present, Lao Cai is heated with investment in hotels. Investors
want to wait in front tendential increase in tourists. Every year Lao
Cai receives more than 600,000 tourists, let alone a great number of
tourists through Lao Cai international border gate – Ha Khau, with
growth rate at 20%/year. Specially, in beauty spots like Sapa,
demands of relaxation, entertainment and food & beverage, etc. are
considerably great, resulting in establishment of hotels and services
suitable for the current tendency.
2 Necessity of project implementation:
Together the growth rate, the target of receiving nearly 1 million
tourists 2010 can be realized. However, tourism infrastructure such as
hotels, inns and recreation areas are in great shortage compared to the
development demand.
The project area as one of Sapa’s important tourist attractions has not
been invested.
- Contribute to socio-economic development, economic growth and economic

structure transfer in direction of raising trade & service proportion.

- Boost GDP growth speed and per capita income; Raise local labor-
employing effectiveness.
