837 A meeting of the Environment and Heritage Committee was held in the Pavilion at Manor Park on Tuesday 7th July 2009. Present: Cllrs S Kirby (Chairman), M Holdich, Mrs S Watson, D Pikett, Mrs C Cullen, Mrs P van Gelderen and M Wilkinson Also Present: Mrs M Spalding (Welton Sports & Social Club) Clerk’s Assistant: Mrs S Flintham 09/07/01 Election of Chairman On a proposal from Cllr Holdich, seconded by Cllr Wilkinson, it was agreed and RESOLVED by a unanimous vote that Cllr Kirby is elected chairman of this committee. 09/07/02 Election of Vice-Chairman On a proposal from Cllr Wilkinson, seconded by Cllr Pikett, it was agreed and RESOLVED by a unanimous vote that Cllr Holdich is elected vice-chairman of this committee. 09/07/03 Apologies for Absence On a proposal from Cllr Pikett, seconded by Cllr Mrs Cullen, it was unanimously RESOLVED to accept apologies from Cllr Mrs Jenkins having considered and accepted her reason for absence. 09/07/04 Declarations of Interest There were no declarations of interest applicable to agenda items. 09/07/05 Minutes of the Previous Meeting On a proposal from Cllr Mrs Cullen, seconded by Cllr Holdich, it was unanimously RESOLVED that the notes of the previous meeting held on 5th May 2009 (Print pages 820- 821) be approved and signed. 09/07/06 Clerk's Report and Related Matters Calor Lincolnshire Village of the Year Competition – Welton didn’t make it through to the finals, the villages that did are Belchford, Caistor, Donington and Silk Willoughby. Best Kept Village of the Year Competition – Welton hasn’t made it through to the second round. 09/07/07 Correspondence Welton Sports & Social Club – 30th Anniversary Risk Assessment & Plan WLDC – Tree works ref 024973 Spitfire Forge – Report re: repairs to Village Pump Community Lincs – Best Kept Village Competition Posters/Info Mr P Baldwin – Application for allotment Mr S Howell – Reconsideration of letter 29/1/07 regarding splitting allotment no.1 Zurich Municipal – Insurance Claim case closed no payments made Campaign to Protect Rural England – Acknowledgement of affiliation fee Community Lincs – Village of the Year Competition entry unsuccessful Welton Sports & Social Club – Copy insurance schedule Campaign to Protect Rural England – Annual report, 2008 AGM minutes, 2009 AGM notice Threshold – Request use of playing field for “The Big Lunch” 19th July 2009 RLS Restoration – E-mail quote for repair to village pump 09/07/08 Financial Report A financial report to 30.6.09 was circulated to members. 838 09/07/09 Tree Wardens Report Notifications have been received from WLDC for the following: Fell dead apple tree in lawn, Leylandii and apple tree in front of garage, within Welton conservation area at 15 Sudbeck Lane. Fell 1 willow tree in rear garden within Welton conversation area at Greystones, 22 Sudbeck Lane. The tree warden will inspect these and notify the Clerk of any comments. 09/07/10 P3 Co-ordinators Report Cllr Holdich reported that on the footpath between Ryland Road and Tinkermere Close, there is an increase in dog fouling and that WLDC should be requested to install a dog bin on Tinkermere Close. Cllr Holdich also reported that he would be talking to local landowners regarding the possibility of crossing their land for designated walks. 09/07/11 Report from WS&SC Representative It was reported that earlier problems with the grass cutting contractors have been resolved and thanks were received for allowing the use of a marquee for the celebration weekend. 09/07/12 WS&SC Firework Display On a proposal from Cllr Holdich, seconded by Cllr Mrs Cullen, following a unanimous vote, it was RESOLVED to allow the WS&SC display to proceed, subject to the receipt of a Risk Assessment and all the paperwork being in order. 09/07/13 Christmas Village Events The Working Group has not met yet, but is aiming to do so before the end of July in order to report at the next meeting in October. 09/07/14 Repairs to Village Pump Two quotes have been received and on a proposal from Cllr Pikett, seconded by Cllr Holdich, following a unanimous vote, it was RESOLVED to accept the lowest quote. 09/07/15 Splitting of Allotments On a proposal from Cllr Wilkinson, seconded by Cllr Pikett, is was unanimously agreed that Cllr Holdich will visit Allotment No.1 and report at the next meeting. It was also agreed that Cllr Mrs van Gelderen would write an article for insertion into the Welton News to enquire whether any residents had gardens, which they were prepared to let for cultivation due to the length of the waiting list for allotments. 09/07/16 Improvements to the Pinfold Cllr Holdich circulated a photograph showing rubbish and ironmongery outside the shop and on a proposal from Cllr Wilkinson, seconded by Cllr Holdich, it was unanimously RESOLVED that the Clerk would write to the shop owner requesting that this be cleared and remain clear at all times. On a proposal from Cllr Wilkinson, seconded by Cllr Pikett, it was unanimously RESOLVED to re-seed the grass and generally tidy the area. Councillors also discussed the siting of a name board, identifying the “Pinfold” to be located adjacent to the wall and the Clerk was requested to investigate costs. 09/07/17 Request from Threshold for use of the Playing Field It was agreed in principle that this event could go ahead, subject to further information being received. WS&SC advised that as this is a Private Members Club, no use of toilet or parking facilities would be allowed. The Clerk was requested to make telephone contact to ascertain the required information. 09/07/18 Request from a resident to place a planter on the green outside the Co-op On a proposal from Cllr Wilkinson, seconded by Cllr Holdich, it was unanimously agreed to contact the resident in question, thanking them for their offer and asking whether they would be prepared to consider alternatives to the suggested planter as Councillors felt this may attract vandalism, cause problems with grass cutting and that Lincolnshire County Council may refuse permission for it to be sited in this location. 839 09/07/19 Fencing of play area Councillors are in support of the idea in principle, but it was felt that clarification should be sought regarding whether a fence constitutes a structure as excluded by the conveyance and the matter was deferred to the next meeting. 09/07/20 Replacing the slide on the play area Three quotations have been received and on a proposal from Cllr Holdich, seconded by Cllr Mrs Cullen, it was unanimously RESOLVED to purchase the Wide Slide from Wicksteed. When placing the order, the Clerk was requested to obtain any appropriate spare keys/tools for maintenance or repair purposes. 09/07/21 Locations for planting fruit trees and suitable types of tree Cllr Holdich advised that it is currently the wrong time of year to plant trees and the matter was deferred to the next meeting. 09/07/22 Planting of Cowslips On a proposal from Cllr Holdich, seconded by Cllr Wilkinson, is was unanimously RESOLVED to plant some on Cliff Road and the Pinfold. The Tree Warden will source either plants or seeds. 09/07/23 Placing of a seat around the tree on the Village Green On a proposal from Cllr Mrs Cullen, seconded by Cllr Wilkinson, it was agreed to put an item in the Welton News inviting suggestions from residents 09/07/24 Garden Award Scheme It was agreed that this should continue and Cllrs Mrs van Gelderen, Mrs Cullen & Holdich agreed to notify the office of worthy recipients to receive a certificate. 09/07/25 Any urgent business for discussion Cllr Wilkinson raised the matter of Aquasacs for use in the event of a flood and the Clerk was requested to contact the Flood Warden regarding the current situation and the matter will be put on the agenda for the next meeting. Cllr Pikett made reference to the deeds for the play area in relation to minute 09/07/19, which state that the Purchaser will never sell the Property nor allow any development upon the Property of any kind.
