RESOLVED: That the minutes of the Council meeting held on 28 September 2009 be signed by the Mayor as a true and accurate record. 116/09 ANNOUNCEMENTS The Mayor informed members that he would be inviting Members and Staff to his Parlour in the run up to Christmas. He also advised that he was to host his Mayoral Ball on Friday 26 February 2010, details of which would be forwarded to members nearer the time. 117/09 PUBLIC QUESTIONS/COMMENTS None received 118/09 QUESTIONS FROM MEMBERS Councillor Mosley reported that he had again been unable to access the building via the main reception and requested that in future the Caretakers be asked to open the main doors 30 minutes prior to the commencement of the meeting. 119/09 PLANNING COMMITTEE – 6 OCTOBER 2009 It was proposed by Councillor Wagner, seconded and RESOLVED: That the minutes of the Planning Committee meeting held on 6 October 2009 be received and adopted. 120/09 RECREATION & LEISURE COMMITTEE - 14 OCTOBER 2009 Councillor Mosley questioned the Terms of Reference of the Committee as he believed that other than the Planning Committee, the ultimate decisions should be taken by Full Council. (i) Re Min 11/09 – The Quarry – Policy for Outdoor Music Events – Councillor Adams felt that any Policy for Outdoor Music Events needed to be explicit in how an event was defined to ensure that any decisions of Council were not open to challenge. Members of the Committee were asked to revisit the Policy. (ii) Re Min 09/09 – Playbuilder Scheme – Councillor Mosley expressed concern that the majority of the money available in the Playbuilder Scheme had been allocated and there was currently no proposed scheme in Shrewsbury. The Clerk reported that all members had been asked to identify areas within their wards where a Playbuilder Scheme could be considered; to date there had only been six responses. It was proposed by Councillor Mrs Brennand, seconded and RESOLVED: That the minutes of the Recreation & Leisure Committee meeting held on 14 October 2009 be received and accepted. 121/09 FINANCE & GENERAL PURPOSES COMMITTEE – 19 OCTOBER 2009 (i) Re Min 23/09 – Shropshire Association of Local Councils – Councillor Nutting reported on the Committee’s recommendations to join SALC. He advised that it was necessary to join SALC to seek access to the National Association of Local Councils. (ii) Re Mins 24/09 & 25/09 – Audit & Accounts – Councillor Nutting advised that it had been necessary for the Committee to change the proposed audit arrangements to allow the Council to take greater control of its finances rather than relying on Shropshire Council. (iii) Re Min 29/09 (i) – Noticeboards – Councillor Mosley felt that the minutes did not reflect the discussions at the meeting as members were cynical about installing Noticeboards within their wards. Councillor Nutting advised that the Council was not averse to the siting of Noticeboards but they should be sited in strategic locations, rather than in every ward. (iv) Re Min 29/09(v) – Livery - Members were asked to consider the size of logo and typeface to be used on Council vehicles. Members suggested changing from the tradition font to something more contemporary. It was proposed by Councillor Nutting, seconded and RESOLVED: That the minutes of the Finance & General Purposes Committee meeting on 19 October 2009 be received and adopted. 122/09 CIVICS COMMITTEE - 22 OCTOBER 2009 (i) Re Min 09/06 – Citizenship/Local Democracy – Councillor Mosley questioned the need for the Town Council to become involved in Citizenship/Local Democracy as it was an established function of Shropshire Council. The Mayor advised that it was intended that the Mayor would if invited visit schools. (ii) Re Min 09/08 – Freemen of Shrewsbury – Councillor Nutting advised that Shropshire Council had been asked to delegate the responsibility oof creating Freemen to the Town Council and the matter would be considered at a future Full Council meeting. It was proposed by Councillor Kenny, seconded and RESOLVED: That the minutes of the Civics Committee meeting on 22 October 2009 be received and adopted. 123/09 PLANNING COMMITTEE – 27 OCTOBER 2009 It was proposed by Councillor Wagner, seconded and RESOLVED: That the minutes of the Planning Committee meeting held on 27 October 2009 be received and adopted. 124/09 PLANNING COMMITTEE – 17 NOVEMBER 2009 It was proposed by Councillor Wagner, seconded and RESOLVED: That the minutes of the Planning Committee meeting held on 17 November 2009 be received and adopted. 125/09 COUNCIL REPRESENTATION Members were asked to consider sending representation to the following bodies. (i) Shropshire Association of Local Councils AGM – 5 December 2009 No member of the Council was available (ii) Gateway Management Committee RESOLVED: That Councillor Brennand be nominated as the Town Councils representative on the Gateway Management Committee. 126/09 ZUTPHEN TWINNING ASSOCIATION Members considered the revised constitution in light of local government reorganisation. Members felt that it was not necessarily practical for 5 members from each of the Town Council and Shropshire Council to make up the Committee and that the Committee should look to recruiting members of the public, thereby broadening the scope of the Committee. Councillor Roberts reported that the Committee was proposing to visit Zutphen in March 2010 to which the Committee was keen for members of the Council who had not been before to visit. RESOLVED: That the amended Constitution for the Zutphen Twinning Association be approved. 127/09 REMUNERATION PANEL Members considered the report of the Independent Remuneration Panel into the Town Council’s request to set a level at which an allowance should be made under the Local Authorities (Members’ Allowances) (England) Regulations 2003. The Panel’s recommendation was based upon interviews with members from each political party on the Council, some of which were twin hatted and some single hatted and the Town Clerk. The Panel recommended that a Parish Basic Allowance of £1000 be approved with the provision of a Mayoral Allowance being funded via s15 Local Government Act 1972. Members expressed concern that there were no recommendations for a differential payment to the Deputy Mayor under the Regulations in light of her civic role. RESOLVED: That (i) A Parish Basic Allowance of £1000 per annum be approved, back dated to 4 June 2009; (ii) The Independent Remuneration Panel be asked to review the Allowance at the end of the municipal year once the role of the Town Council was clearer; (iii) The Town Clerk look to ways in which the Deputy Mayor can be recompensed for her civic duties under current legislation.
