Preface
This publication provides an overview of the current secondary school teacher agreements negotiated by OSSTF with the
public district school boards in Ontario.

These agreements were negotiated under the restrictions imposed by Bill 74 (passed by the Harris government in June
2000). Many workload conditions that were negotiable in the past are now mandated by the government. Among other
items, Bill 74 requires that “classroom teachers in secondary schools are assigned to provide instruction to pupils, on
average, of at least 6.67 eligible courses in a day school program during the school year.”

In this restrictive environment imposed by Bill 74 and the government’s infamous funding model, OSSTF has negotiated
interim collective agreements with all public district school boards. Teachers anticipating hiring on as a teacher in the
secondary panel with a district school board should review the collective agreement information provided herein for each
of the Boards.

OSSTF is divided across the province into districts coterminous with each of the boards. Each district has a number and
a name which usually reflects the name of the boards. There are four exceptions regarding the district name. District 5A
- Northern Shield is attached to the Keewatin-Patricia DSB; District 6A - Thunder Bay is attached to the Lakehead
DSB; District 6B - Superior North is attached to the Superior-Greenstone DSB; and District 10 - St. Clair Region is
attached to the Lambton Kent DSB.

As school boards are scrambling to hire new teachers for the coming year(s), applicants should weigh their prospects
carefully. For further enquiries, applicants are encouraged to contact the local teacher bargaining unit in the district
associated with the district school board. Phone numbers are included at the back of this publication.

Whether you already teach somewhere in Ontario or whether you are a recent graduate from a faculty of education, we
hope that the information provided in this publication will assist choosing employment with a board of your choice.

    From the President
    Welcome to OSSTF, the only union in Ontario that includes public secondary school teachers and educational workers.

    Working in education requires a team. Membership in OSSTF brings you the support and assistance of members in all
    sectors of the educational system. This extends from your co-workers in the school or workplace to those in the
    bargaining unit, district and provincial office.

    I encourage you to become involved in the work of the union. Whatever your skill or interest, we have an area for
    your contributions. Likewise, you have access to a broad range of services such as collective bargaining, professional
    growth, counselling, political action and pension information. These services are here for you to use. If you need
    assistance, do not hesitate to contact your bargaining unit or Provincial Office.

    From its inception in 1919, OSSTF has built its strength on the basis of its motto: "Let us not take thought for our
    separate interests, but let us help one another." Educators and educational workers in Ontario face many challenges in
    these difficult times. OSSTF members have met those challenges and continue to do so. This is a tribute to the strength
    of our membership at the grassroots level of OSSTF. This has made OSSTF one of the strongest and most respected
    educational unions in Canada and beyond.

    The Ontario Secondary School Teachers' Federation has a history of strong collective bargaining. Even in recent years of
    government intervention in the bargaining process and restrictions on education funding, OSSTF has been successful. It is
    because of the abilities of our local and provincial leadership and staff that the protection of members' rights and the
    achievement of salary increases and other enhancements to collective agreements have been possible. Your local
    negotiating team will continue that work on your behalf in the next round of negotiations. Provincially, we will continue
    to lobby for the implementation of the recommendations of the Rozanski Task Force to ensure that public education is
    adequately funded.

From the Director of
 Protective Services
In the Fall of 2003, OSSTF finalized the last few agreements in a marathon round of bargaining. In the face of
restrictive legislation and inadequate government funding, bargaining units were able to achieve significant gains in their
collective agreements.

The Fall also brought a new provincial government with the Liberals soundly defeating the Tories with the new Premier
declaring himself the "Education Premier"!

The education sector anticipates that the government will move quickly to establish a positive teaching environment in
the schools.

The key to the success will be the implementation of the funding recommendations of the Equality in Education Task
Force headed by Mordecai Rozanski. The Liberals were consistent in their insistence that the current Funding Formula is
faulty and Rozanski's recommendations and more were required to enable the education system to recover from the years
of Tory slash and burn.

On behalf of our teacher and support staff members in our schools, we will hold the Government to their commitment
and push for ongoing improvements in workload, compensation and other areas of collective agreements.

                Probationary Period
                One(1) or two (2) years depending on the amount of previous teaching experience.
                Teachers who wish to terminate employment must do so in writing by May 31 or November 30.

                Twenty (20) days per year with no maximum on the accumulated total.

                Gratuity
                Teachers who remain in the employ of the Board for two (2) years shall receive an RRSP contribution
                in the amount of $3,500.

                Working Conditions
                Maximum of three credit/credit equivalent courses per semester for classroom teachers. Limit of 1125
                minute of instructional time and 125 minutes of additional instructional time per week. Guaranteed 20%
                of the time tabled time during each day preparation purposes. Department Heads assigned a maximum
4               of five (5) full credits or equivalent per year.

Benefits
Effective September 1, 2002 the Board will contribute $2,266, September 1, 2003 $2,554, per each half
time teacher for non-statutory benefits, including extended health, dental (including orthodontics/major
restorative) and life insurance. OSSTF assumes full responsibility for the administration of these benefits.
LTD - Teachers pay 100% of the premium cost.
Sub Plan - Board pays 95% of the teacher's normal weekly earning during the two (2) week waiting
period for E.I. benefits.

Probationary Period
One school year, provided a minimum of 170 days are worked. Teachers have the right to resign with
two (2) weeks notice. The Board can dismiss a teacher with cause with two (2) weeks notice.

Accumulated Sick Leave
Twenty (20) days per year to a maximum of 260 days.

Retirement Gratuity
Teachers hired after September 1, 1998, will have a $3,500 contributed by the Board to a group
retirement savings plan after two continuous school years of employment.

Working Conditions
Maximum of three credit/credit equivalent courses per semester for classroom teachers. Maximum of
1250 minutes (per week on average over the school year) assigned time for full-time classroom teachers.
Classroom teacher 0.67 equivalent programs (TAP, remedial time, supervisions and on-calls) all included
within 6.67 total. Maximum 40 half-periods of on-calls. No other assigned duties for teachers who are
fully assigned. Workload for a teacher with a mixed timetable pro-rated with a 1250 minute maximum.                              5

Maximum class size guidelines that shall be used; flex of 8% for any two (2) classes but overall
maximum not to be exceeded.

Occasional Teacher Rates
Daily rate:      Qualified: Category 1 minimum/1000 * 1.418 per period.
                 Unqualified: 85% of qualified rate.
LTO placed on Secondary Teachers' Salary Scale effective the 10th consecutive day, retroactive to the
first day of the LTO assignment.

                      Maximum workload of 6.67 with the 0.67 made up of Supervision, TAP, Special Duties and a
                      maximum of 40 half period On-Calls.

                      Lunch of 40 consecutive minutes free from assigned duties.
                      Library, Guidance, Co-op and Special Education who do not deliver credits, are fully assigned with a

Dental - 2002 ODA fee schedule effective May 1, 2003.

Probationary Period
Ten consecutive teaching months.

Accumulated Sick Leave
Twenty days per year to a maximum of 240 days.

Retirement Gratuity
Yes. 50% of the unused Accumulated Sick Leave based on 2% for each year of service.
A minimum of 10 years service with the Board is required to qualify for a gratuity.

Working Conditions
A full teaching load is 6.0 classes per year plus .50 of equivalent programs.
Part-time teacher is anyone who teaches less than 3.0 classes.
Equivalent programs to a maximum of 90 half periods including 30 half periods for TAP.
Guidance, Co-op, Special Education resource and Special Education teachers of Self-Contained students
are assigned to their respective area for the entire instructional day with no additional duties. They have
a 40 minute lunch and two 20 minute breaks.

                      Working Conditions
                      A full teaching load is 6.0 classes per year plus .50 equivalent programs - Guidance, Co-op, Alternative
                      Education, Self-Contained Special Education and Special Education resource teacher are fully assigned in
                      their respective areas with no additional duties.
                      For 2003-2004, 30 half periods of TAP, 30 half periods of on-calls plus 30 half periods for
                      supervision.
                      Maximum of 150 consecutive minutes of assigned time.
                      Board recognized participation in voluntary activities is voluntary.

                       b) 0.25 program of special duties of Special Education Remedial Time, Academic Remedial Time or
                           Subject Specialized Co-op Assistance, Library, Guidance, Outers Program, TAG, Peer Tutoring or
                           Information Technology Support/Leadership. All Coordinators shall have their 0.25 assigned as
                           Information Technology Support/Leadership in their assigned duties as Coordinators.

                       Occasional Teacher Rates
                       Daily Rate (effective September, 2003) $176.64

Daily rate:      $156.92 (Aug. 31, 2004) - tied to ‘regular’ teacher grid.
LTO placed on the Secondary Teachers’ Salary Scale effective 10th day of assignment, retroactive to the

                       equitable manner.
                       Maximum of 1325 minutes per elementary teacher for each five (5) instructional days on average during
                       the school year.

                       Maximum of 75 minutes per week of supervision duties.
