                                     A Perfect “Nine”

You’ve heard of the Weight Watchers diet. Here, for the first time, is the Antonio Banderas

                                       After Midnight

The other night the young lady in my life had a desire for hot chocolate. The only problem

                                   Languages in Australia

        With just over one-fifth of all existing languages, the Pacific basin is one of the most
linguistically diverse regions in the world. Since European colonization though, the number of
native languages has dwindled considerably.
        Australian Aborigines endured a policy of cultural and linguistic assimilation. For
many Aboriginal people, the disappearance of their traditional language still leaves a painful
gap in their sense of self. ”You feel lost without it,” says Rhonda Inkamala, 36, a language
coordinator at the bilingual Yapirinya school. ”You feel left out.” To make sure Aboriginal
children are not deprived of their linguistic heritage, Inkamala helps organize a program
through which students at the Yapirinya school spend two days a week on cultural excursions
into the surrounding area with local tribal elders.
        Aboriginal languages are distinctive for the rich vocabularies they use to describe the
natural world. The evocative imagery they contain expresses how closely Aboriginal clans are
linked to the land. One traditional song in the threatened Ngiyampaa language of New South
Wales, for example, describes a bird whose tail twitches like a walu, which is a ”strip of bark
dangling from a tree.”
        But the value of Aboriginal languages does not lie in their poetic beauty alone.
Nicholas Evans, a famous linguist, credits these little-known tongues with advances in
science. Botanists are discovering new species of flora by researching the different Aboriginal
names given to seemingly identical plants. The study of these languages can also shed new
light on the migrations of early populations and the origins of cultural innovations. ”The
process has just began of correlating linguistic with archeological facts,” says Evans.

        Two weeks ago the voyage was a short one for Air Senegal’s new Dash 8 airplane.
The engine revved, the plane shuddered forward – and crashed in front of the hangar. Last
week, after another accident killed 23 people, Air Senegal was left with only one other plane.
In the last five years, about 50% of Air Senegal’s planes have broken down or crashed.
Director general Gerard Diop says the airline’s planes all meet regional safety standards. Do
they really? “Management’s attitude is that as long as the engine can turn over, the plane is
flyable, “ says one former pilot. “The rest is up to God.”
        Now it’s up to the United States, which has launched a campaign to improve safety at
airlines throughout Africa. Last week, U.S. Secretary of Transportation, Rodney Slater
officially kicked off the Safe Skies Initiative, part of the Clinton administration’s push to end
the continent’s economic marginalization. Like American efforts to spur development through
regional cooperation in the banking and military sectors, the Safe Skies scheme aims to get
African nations sharing information and expertise. Air safety, said Slater, is a precondition for
trade and investment. “In the next few years we are expecting air travel in Africa to expand
explosively,” said one U.S. transport official. “And as the number of flights rises so do the

49 countries south of the Sahara, only South Africa, Ghana and Ethiopia meet U.S. aviation

        Airlines pay huge fees to governments for navigational aid, but the money rarely gets
spent on safety upgrades. South African pilots have proposed a central collection system for
fees, which they hope will force countries to spend funds on safety. Though Regional
Aviation* Safety Bodies do exist in Africa, says an official, “we want them to have teeth”.
Under the Safe Skies Initiative, Slater hopes the number of African airports that meet U.S.
standard will double in the next three years.
        The Americans aren’t the first to try to unify Africa’s skies. In 1961, France created
Air Afrique, which it owns with its former colonies; four of its new airbuses, however, were
recently grounded, because of financial debates with its creditors, like Credit Lyonnaise.
America’s efforts toward Africa’s safety are driven partly by economic self-interest.
American airlines could gain lucrative destinations, its aircraft manufacturers would gain a
new market. “If Africa became accessible by air, the U.S.’s relationship to the continent
would change dramatically,” says one State Department economist. That’s the rosy future
Slater hoped to project last week in a speech at the Dakar airport. He began by calling the
airport’s renovations ”impressive”. Then the microphone sputtered out, making it impossible
for Slater to continue his speech. But Slater could take comfort: he flew home on an American
plane from there.
