Belen Industrial Park Point-of-Use Arsenic Treatment Systems

Dear Mayor Jaramillo:
On March 2,2010 two bids were received for the Belen Industrial Park Point-of-Use Arsenic Treatment
Systems project. A summary of the bids received and the Engineer's estimate is provided on the enclosed
Bid Tabulation. The bids ranged from a low of $74,398.00 to a high of $91,400.00, excluding NMGRT.
Each bid received was reviewed and evaluated to determine if it was complete and responsive.
The lowest responsive bidder was TLC Plumbing and Utility of Albuquerque, NM.
• TLC Plumbing and Utility is a registered Contractor in the State of New Mexico, active GA98,
GB98, GF98, and MM98, License No. 51429. We have verified this information with Contractor
Listing Services, Inc.
• The Surety for the Bid Bond is Westfield Insurance Company NAIC #24112. As required, the
Surety is listed on Federal Circular 570 and licensed to do business in the State of New Mexico to
an underwriter's limit of $58,607,000. We have verified this with the U.S. Department of
Treasury's listing of approved Sureties approved to conduct business in the State of New Mexico.
• TLC Plumbing and Utility is registered with the New Mexico Department of Workforce
Solutions.
• TLC Plumbing and Utility indicated that no subcontractors over $60,000 will be used for this
work, and therefore no subcontractors were required to be verified as registered with New
Mexico Department of Workforce Solutions.
We understand the Owner reserves the right to award or reject any bid, as well as waive any technical
irregularities in the bids. Should the City decide to award this project, we recommend it be awarded to
TLC Plumbing and Utility for the amount of $74,398.00, exclusive of NMGRT (contingent upon
concurrence by the New Mexico Environment Department). After the Notice of Award is issued, the
Contractor will submit the required insurance certificates, agreement, and bonds.

Please let us know when the City has reached a decision on awarding this project. When confirmation is
received, we will assist the City in preparing the award documents for TLC Plumbing and Utility.
