                                                    Philip A. LaRocque
Philip LaRocque is the Executive Vice President of the New York State Builders Association (NYSBA), a not-for-profit
trade association representing 4,000 builders, remodelers, developers, and associate member firms through 16 local
affiliated associations across the state. NYSBA members employ over 250,000 people throughout New York State who
perform or support $5 billion in residential construction annually. As the chief executive officer of the association,
LaRocque’s primary responsibilities are association management, government affairs, and personnel and financial
management. LaRocque also serves as President of New York State Builders Management Services, LLC, a wholly-owned
for-profit limited liability corporation of NYSBA. Builders Management Services serves as an agency for all of NYSBA's
insurance and non-insurance endorsed programs. Current products include: Insurance: All property and casualty (liability,
workers’ comp, builders risk, etc); new home warranty; and health, life and long-term care insurance. Non-Insurance:
Payroll service discounts, manufacturer rebates and auto/SUV/truck discounts.

LaRocque also serves as treasurer of the NYSBA Research and Education Foundation (REF), which performs research
related to the industry and is a licensed provider of dozens of industry training and certification programs and manages as a
partner with the New York State Energy and Research Development Authority (NYSERDA) the promotion of the New
York ENERGY STAR Labeled Homes Program for new construction and the Home Performance with ENERGY STAR
Program for remodelers.

Prior to joining NYSBA in 1996, LaRocque was Director of Governmental Affairs for the General Building Contractors of
New York State (1982-96) where he worked extensively on issues relevant to the construction industry such as labor
relations, workers’ compensation, and environmental and public works issues including land use, building codes, tax issues,
procurement, contract administration and insurance.

He is a commercial arbitrator with the American Arbitration Association, licensed insurance agent, member of the Board of
Directors of National Association of Home Builders (NAHB) Executive Officers Council and past member of the
Department of State Building Code Division Technical Subcommittee. In addition, LaRocque is a member of the DEC’s
Water Management Advisory Committee, the Stormwater Working Group, and the Land Use Advisory Committee of the
Legislative Commission on Rural Resources. He is Secretary of NYSBA's Legal Defense Fund and its Political Action
Committee. He also serves as chairman of the Board of Assessment Review for the Town of Poestenkill, Rensselaer
County. LaRocque was the recipient of the national award for Excellence in Government Relations from the American
Society of Association Executives and has obtained multi-year Safety Training Grants from OSHA and multi-year energy
efficiency grants from NYSERDA.

LaRocque received his masters degree in Public Administration from the University of Albany, Rockefeller College, and his
bachelor’s degree from Plattsburgh State University in Political Science. In addition, he has studied at McGill University in
Montreal, Laval University in Quebec City, and completed post graduate work at Cornell University’s Industrial and Labor
Relations Program in Albany. He lives in Averill Park with his wife, Penny, and their two children, Andrew and Danielle.
