NOTICE TO IMPORTERS Distribution of Import Licences for Category 5 Textile Products Originating in the People’s Republic of China (PRC).
This notice updates http://www.entemp.ie/trade/marketaccess/imports/safeguard_13_07_05.doc by this unit on 13 July 2005. Importers are advised that according to the Direct Import Goods Report published by SIGL, 88.83% of the quantitative limits for textile category 5 was reached on 19.07.2005, In practical terms, according to the European Commission, this means that once 90% of the limit has been reached, SIGL will block issuance of further import licences. The remaining 10% has been divided as follows: (i) 5% has been reserved Category 5 exports from the PRC accompanied by a valid export licence (ii) 5% for goods that shipped before 12 July 2005. This 10% will be distributed on a “first come, first served” basis. At present, the European Commission is in the process of negotiating a “flexibility clause”, to allow an additional 5% to be made available to importers in the form of advance use of 2006 quantities. To date, no final decision has been reached. Given the current situation, Importers are advised to check on a regular basis, the level of utilisation of quantitative limits by accessing the following web link: http://sigl.cec.eu.int/cgi-bin/sigl.pl. For information purposes, a list of the 10 textile categories currently subject to quantitative limits and their relevant CN codes are attached at Annex 1, located at the end of this notice. IMPORTERS SHOULD BE WARNED THAT ONCE QUANTITATIVE LIMITS HAVE BEEN REACHED FOR THE 10 TEXTILE CATEGORIES DETAILED IN ANNEX 1, THERE IS NO GUARANTEE THAT IMPORT LICENCES CAN BE GRANTED BY NATIONAL LICENSING AUTHORITES.
