      ASSESSMENT OF WORTH MATRAVERS PARISH PLAN

1.    PURPOSE OF REPORT

      To report on the Worth Matravers Parish Plan and the assessment process to determine if the needs
      and aspirations of the community can be approved and forwarded to Council for endorsement.

2.    KEY ISSUES

2.1   The Worth Matravers Parish Plan was developed between 2006 and 2008. The Parish of Worth Matravers is
      made up of the two distinct communities of Worth Matravers and Harmans Cross. The parish has a population
      of approximately 690 (2003 estimate) and 352 households (175 in worth Matravers and 177 in Harmans
      Cross).

2.2   The work of the Parish Plan was undertaken by a steering group made up of local volunteers drawn from
      across the parish and aims to address the identified needs of both communities. Many of the actions are
      identified as the responsibility of the Parish Council and will be taken forward by them. Others will be
      addressed by working with various organisations at local, district and county level.

2.3   The Parish Plan process demands a comprehensive consultative process involving the community in both
      determining need and upon subsequent research to substantiate the identified actions (Appendix 1).

2.4   The officer response to the actions is given in Appendix 2. This has been guided by the protocol for
      assessment in Appendix 3, and is made in consultation with Council officers from the relevant service
      sections.

2.5   The Parish Plan will also be forwarded to the Purbeck Community Partnership for assessment to determine
      the level of support the Partnership can provide in addressing issues identified within the plan.

3.    RECOMMENDATION

3.1   Worth Matravers Parish Plan be presented to Council and endorsed as a document reflecting the
      many aspirations of the community drawn out through extensive consultation to determine needs.

3.2   The Action Plan details drawn up in the Parish Plan be considered in accordance with the officer
      responses set out in Appendix 2, guided by the protocol set out in Appendix 3 and a recommendation
      be put forward for Council to agree upon.

3.3   The Parish Plan be taken forward to the Purbeck Community Partnership Board for assessment.

4.    POLICY ISSUES

4.1   How will this affect the environment?

      The consultation process and subsequent action plan reflects the importance that Worth Matravers residents
      place upon protecting the traditions and natural beauty of the area. Implementation of actions within the plan
      will contribute to the protection and management of, and access to, the natural environment and enhance the
      attractiveness of the area for both residents and visitors.

4.2   What are the social issues?

      In common with many parishes in Purbeck, Worth Matravers identifies the lack of affordable housing as a key
      issue. One sixth of all homes in Worth Matravers are second homes. This has an impact on the long term
      sustainability of the community and the plan demonstrates a desire to support Worth Community Property
      Trust to provide additional affordable homes on rural exception sites. Due to its location transport links to and
      within the parish are limited and the majority of local people and visitors travel by car, contributing to traffic
      congestion, particularly during the summer months. The plan aims to alleviate parking issues in and around

      the village of Worth Matravers and to ensure that links are made to create access to the proposed extension
      of the Swanage Railway line.

4.3   How will this affect the local economy?

      Traditional local employment focuses on the rural skills of farming, quarrying and stone related work. In order
      to promote local employment the plan aims to identify derelict sites and buildings which could offer potential
      business premises for new businesses. The plan recognises the importance of tourism to the local economy
      and wishes to work with Purbeck District Council to develop a tourism strategy and action plan to ‘optimise
      tourism within the Parish’.

4.4   Resource Implications

      The cost to Purbeck District Council is primarily officer time in providing advice and support on developing
      initiatives identified in the plan. This has been documented in the response to the action plan. As with all
      parish plans their content should be taken into account by the Council and all Heads of Service when
      designing services, allocating budgets or implementing work programmes.
