					GOVERNMENT OF INDIA INCOME TAX DEPARTMENT TENDER NOTICE NO: CIT(CO)/161/2008-09. Income tax Department, Hyderabad invites sealed tenders separately for technical and financial bids (enclosed in separate sealed covers) from reputed service providers or manufacturers, authorised distributors / dealers for maintenance of Personal Computers, Servers, Printers, Scanners, UPSs, CVTs etc., being used in various offices located in the state of Andhra Pradesh. The terms and conditions will be available with O/o Commissioner of Income tax (Computer Operations), Hyderabad at the office mentioned below. SCOPE OF CONTRACT: The Contract will cover maintenance of around 455 Personal Computers, 5 Servers, 475 Printers (DMP / DJ / LJ), 269 Constant Voltage Transformers (CVTs), 214 UPS (0.5 KVA to 10 KVA), 2 Line Printers etc., which are located in various Income tax Offices in Andhra Pradesh during the period of 01.06.2008 to 31.06.2009. Tender documents can be had from O/o the Commissioner of Income tax (Computer Operations), 3rd floor, A-Block, IT Towers, A.C. Guards Hyderabad on all working days between 11:00 AM to 5:00 PM from 12.05.2008 to 16.05.2008 Tender documents shall be supplied to only those vendors who produce necessary affidavit / Bank Statement certifying their turnover qualification as required for this purpose. The minimum gross turnover for the year ending 31.03.2008 should be Rs.1.00 crore and the minimum turnover from maintenance contracts for the above period should be Rs.10.00 lakhs. Last date of receipt of completed tender documents: Both technical and financial bids should be filled in with relevant details, duly signed, and completed bid documents in separate sealed covers, enclosed in a common cover should be dropped in a sealed box which is available in O/o Commissioner of Income tax (Computer Operations), Room No: 312, 3rd Floor, A-Block , IT towers, A.C. Guards, Hyderabad. The last date for submission is 20.05.2008. No tender documents will be accepted beyond 4:00 P.M. Date of opening of tender for Technical Bid: The technical bids will be opened in the chamber of CIT(CO), 3rd floor, B-Block, IT towers, A.C. Guards Hyderabad on 21.05.2008 at 3:00 PM. The details of shortlisted parties will be displayed on the Notice Boards in the 3rd floor and ground floor, IT towers, AC Guards Hyderabad on 22.05.2008 at 3:00 P.M. ANNEXURE - A GENERAL CONDITIONS 1. Scope of Contract: The work contract will cover maintenance of approximately PCs, (DMPs / LMPs / other printers) 2 scanners, CVTs, UPS (of different capacities) and 5 Servers located in various Incometax Offices in Andhra Pradesh as listed out in Annexure - (T1-T5) and also providing Facility Management Services including software/installation of specialised softwares, virus cleaning, configuration system, connecting PCs to network and attending problems relating to Network etc. The General configuration of PCs and Servers are enclosed as Annexure (T6-T10). All items except Printer Ribbons / cartridges and UPS batteries are to be covered by the AMC. The Service Provider shall include all minor accessories etc. not specifically mentioned but essential for the completeness of the contract. The Service Provider shall not be eligible for any extra charges in respect of any such minor accessories etc. The contract will be for a period of one year. 2. Complete details of machines and their locations are given in Annexure T1 – T10.

The Service Provider shall have minimum three years experience in providing maintenance service mainly for Central/State Governments, Government or Semigovernment organisations, Public Sector Undertakings, Local Authorities, Nationalised or Scheduled Banks etc. His minimum gross turnover for the year ending 31-03-2007 should be Rs. 1.00 crore. His turnover from maintenance contracts for the above period should be minimum of Rs. 10.00 lakhs. Necessary evidence interms of Audited Accounts / Balance Sheet etc should be furnished for preceding 3 Financial Years. In case of any false certification in this respect the contract shall be terminated. 4. Submission of Bids : Technical and financial bids have to be submitted separately. The particulars should be strictly as per the form enclosed. The covers should be properly sealed and superscribed with the words „Technical Bid” and “Financial Bid”. Both the sealed covers should be placed in a separate sealed cover superscribed with the words “AMC” on the cover and addressed to Commissioner of Income tax (Computer Operations), 6th Floor, Aayakar Bhavan, Basheerbagh, Hyderabad. 5. Submission of Tenders: Tenders completed in all respects will be dropped in drop box which is available in O/o the Commissioner of Income tax (Computer Operations), Hyderabad in all working days upto 4:00 PM. The last date for submission of tenders is 20.05.2008 (4.00 PM). 6. Covers not containing the superscription on the sealed envelopes and on the outer cover as mentioned in Para-4 above, shall be returned to respective tenderer unopened and without any consideration. 7. Opening of Tenders : The technical bids will be opened on 21-05-2008 at 3.00 PM in the office of the Commissioner of Incometax (Computer Operations), 3 rd floor, IT Towers, AC Guards Hyderabad. The list of short listed tenderers will be displayed on notice board in IT Towers (Ground Floor) on 22-05-2008 (3.00 PM). The list will also be available with the Addl. Commissioner of Income tax (Computer Operations) / Administrative Officer, B-Block, 3rd Floor, IT Towers Hyderabad. The financial bids of the short listed tenderers will be opened on 23-05-2008 at 3:00 PM in the chamber of the Commissioner of Incometax (Computer Operations), 3 rd Floor, B-Block, IT towers Hyderabad, in the presence of such participating tenders who desire to be present. However, only those vendors who have been short listed after opening of technical bids will be allowed to be present during the opening of financial bids. The financial bids of

the parties who do not figure in the short list prepared after the opening of technical bids will be returned to the respective parties unopened and the same can be collected from the Addl. Commissioner of Income tax (Computer Operations) / Administrative Officer, 3rd Floor, IT Towers, AC Guards Hyderabad after 31.05.2008. 8 Validity of Tenders: The tenders shall be kept valid and open for acceptance for a period of 30 days counting from the date of opening of the financial bids. 9 Earnest Money Deposit: The tenderes shall submit Rs.50,000/- DD / Pay Order as Earnest Money Deposit (EMD) alongwith the technical bid in favour of Chief Commissioner of Incometax, Hyderbad, from any Nationalised/Scheduled Bank. The DD / Pay Order tendered by the unsuccessful tenderers will be released within 15 days from the date of opening of the financial bid. Any Technical Bid which is not accompanied by the EMD will be treated as incomplete and hence will be rejected. 10. Performance Security: With in 7 days of receipt of notification of award from the Department, the successful Tenderer shall furnish the 10% of contract value as performance security in accordance with the Conditions of Contract in the Contract Performance Guarantee Bond (CPGB) prescribed by the Department. After receipt of the Contract Performance Gurantee Bond the DD / Pay Order of the successful bidder will be released within 10 days.

11 Addition / Deletion of new PCs/Printers/UPS etc: The Incometax Department reserves the right to exclude any PCs/Printers/UPS etc during the currency of the contract. Similarly, the Incometax Department reserves the right to include any new PC/Printer/UPS etc. into the contract and the rates/charges for such PCs/Printers/UPS etc shall be the same as entered for the existing PCs/Printers/UPS on prorata basis. 12 Relocation of PCs/Printers/UPS etc: The Incometax Department reserves the right to relocate the PCs/Printers/UPS etc as and when necessary and the Service Provider shall assist in such relocation of PCs/Printers/UPS etc covered under this Contract. The Service Provider shall also be responsible for dismantling and assembling of PCs/Printers/UPS etc. The relocation charges shall be at mutually agreed price. 13 Price fall: The AMC charges payable by the Incometax Department under this contract shall not in any event, whatsoever, exceed the charges for similar contract entered by the Service Provider with any other Department of Central/State Governments or a Central / State Government undertaking during the currency of the contract. If at any time during the currency of the contract, the service provider reduces the maintenance charges or offers to maintain similar machines for any organisation, including any Central Government / State Government Department or Undertaking or Public Sector Undertakings etc. at a rate lower than the rates offered / chargeable under this contract, it shall be the responsibility of the Service Provider to inform the Incometax Department in writing of such reduction. Thereafter, the price payable under this contract will also be correspondingly reduced. 14 Assignment and subcontract: The Service Provider shall not assign or subcontract, in whole or in part, its obligations to perform under this Contract, except with the prior written consent of the Incometax Department. 15 Termination of Contract: The Incometax Department reserves the right to terminate the contract, at any time without assigning any reasons there for by giving a notice of one month.

16 The Service Provider shall enter into a comprehensive Annual Maintenance Contract with the Income tax Department as per draft approved by the Department, at its own cost as per the terms and conditions set out in the tender document and such other conditions as may be stipulated by the Income tax Department, if AMC is awarded. 17 The Income tax Department reserves a right to split the contract and award the contract to more than one Service Provider based on item-wise or area-wise classification or any other convenient method. 18 The decision for selecting the tender / tenders for entering in to AMC will be taken by the Incometax Department considering number of factors like inventory of spare parts maintained by the Company, trained man power for maintaining UPS along with Battery, Hardware, peripherals and for maintaining, operating systems, packages and other software items, previous experience, stature and soundness of the tenderer etc. It is not binding on the part of the Incometax Department to select tenderer who quotes for least prices for AMC. 19. The tenders shall be accompanied by a letter as per Annexure -A.

20. Any deviations from the terms of General Conditions as mentioned above or the stipulations mentioned in the form for technical or financial bid shall be submitted in writing and the same shall accompany the tender. 21. HANDING OVER: At the time of expiry of contract all the equipments under maintenance shall be handed over in working condition so that handing over of AMC to next contractor takes place in a smoother manner. The vendor shall provide services for at least 15 working days from the date of expiry of the contract for smooth transfer of the AMC to the new contractor without any extra cost. In this connection, any equipment which is noted as in non-working condition till the last hour of the AMC contract period should be rectified by the outgoing AMC Contractor without any extra cost to the department.
