NOTICE OF BALLOT MEASURES ON MARCH 4, 2003 ELECTION NOTICE IS HEREBY GIVEN TO ALL QUALIFIED VOTERS IN THE CITY OF SOUTH GATE, that Four Ballot Measures will be on the Tuesday, March 4, 2003, GENERAL MUNICIPAL ELECTION Ballot as summarized below: MEASURE A - Shall a Ten percent (10%) special tax be levied on each eligible parcel in the City for ten (10) years, in order to modernize and maintain the new police headquarters and to acquire, modernize and maintain equipment necessary to enhance the patrol and protective services provided by the Police Department to the community, including special anti-terrorist and emergency services? MEASURE B - Shall a One Percent (1%) special tax be levied on each eligible parcel in the City, for two (2) years, in order to expand and maintain the services provided at the Eastside and Westside Community Resource Centers by the Department of Community Services? MEASURE C - Shall the City create an Office of Inspector General as an adjunct to the Police Department and reporting directly to the City Manager, for the purpose of independently investigating complaints of misconduct and causing the Chief of Police to take appropriate disciplinary, corrective or remedial action to address such complaints? MEASURE D - Shall an ordinance be adopted setting the compensation of the elected City Clerk equal to that received by any elected City Council Member, as set forth by State law, to take effect on March 1, 2005? As provided in California Elections Code Section 9286, Friday, December 13, 2002, is the last day arguments for or against the measures may be submitted for printing and distribution to voters. Arguments must be filed with the Registrar-Recorder/County Clerk=s Office at 12400 Imperial Highway, Norwalk, 2nd Floor, Room 2013, no later than 5:00 p.m. on December 13, 2002. Pursuant to California Elections Code Section 9285(b) there will be no rebuttal arguments as the South Gate City Council did not adopt rebuttal argument provisions for this election. A ballot argument shall not exceed 300 words in length and shall be accompanied by the signatures of not more than five authors. Also required to be filed, is a statement, signed by each author, that the argument is true and correct to the best of their knowledge and belief. Ballot argument submission forms are available at the Registrar-Recorder/County Clerk=s facility or by calling (562) 462-2317. One argument in support and one argument in opposition of each measure will be selected if multiple arguments for and against a single measure are submitted. Pursuant to California Elections Code Section 9295, the ballot arguments will be available for review by the public at the Registrar-Recorder/County Clerk=s facility during regular business hours from December 14 through December 23, 2002.
