NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF DEPARTMENT OF REVENUE The Department of Revenue proposes to adopt regulation changes in Title 15 of the Alaska Administrative Code, dealing with the Permanent Fund Dividend program, including the following: (1) 15 AAC 23.103(h)(2) is proposed to be changed as follows: to clarify what is evidence of receipt of an application. 15 AAC 23.103(h) is proposed to be changed by adding a subsection to allow other evidence of timely filing. 15 AAC 23.143(d)(1)(A), 15 AAC 23.143(d)(4)(A), 15 AAC 23.143 (d)(10)(A)(i), and 15 AAC 23.163 (c) are proposed to be changed to include a new allowable absence. 15 AAC 23.253 (a) is proposed to be changed as follows: To include new legislation into the circumstances under which personal information related to an individual’s application is confidential. 15 AAC 23.253(i) is proposed to be added to clarify the information to be transmitted to Dept of Military and Veterans Affairs from voluntary elections on a PFD application by veterans. 15 AAC 23.263(e) is proposed to be added to authorize collection of an application fee for charitable organizations wishing to be included in the online application. 15 AAC 23.993(a) is proposed to be changed as follows: define agent organization, beneficiary organization and educational organization. 15 AAC 23.993 is proposed to be changed as follows: add a new subsection to define geographic region. 15 AAC 23 is proposed to be changed as follows: to add new sections clarifying application requirements for beneficiary organizations; authorizing withdrawal of donations by individuals; authorizing notification of donations; relating to appeals by applicants denied access to the beneficiary organization list; and relating to disbursement of donations.
