NOTICE OF PROPOSED CHANGES IN REGULATIONS AND OF A PUBLIC MEETING COMMERCIAL FISHERIES ENTRY COMMISSION The Alaska Commercial Fisheries Entry Commission, proposes to adopt regulation changes in Title 20, Chapter 05 of the Alaska Administrative Code, dealing with miscellaneous regulations including the following: The Commission proposes to: 1. Amend 20 AAC 05.120(b) to allow persons holding interim-use permits for miscellaneous saltwater finfish, lingcod and demersal shelf rockfish using certain gear types to retain incidentally-caught halibut under those permits; 2. Amend 20 AAC 05.210 to add lingcod to the list of exceptions under the miscellaneous saltwater finfish (M) resource code and to change fishery resource code (E) to Bering Sea hair crab; 3. Amend 20 AAC 05.230(a)(2) to change the description of King crab administrative area (X )to be in accordance with 5 AAC 34.905(c)(3); 4. Amend 20 AAC 05.245(c)(d) and (e) to update the references to the federal guidelines and the application form used to determine eligibility for reduced permit fees, 5. Amend 20 AAC 05.245(a)(8) to allow applicants applying for the reduced fee for halibut and sablefish interim-use permits to verify their poundage with Restricted Access Management (RAM) instead of submitting a Fishing Activity Report; 6. Amend 20 AAC 05.250(b) to update the references to the federal guidelines used to determine eligibility for reduced permit application fees; 7. Amend 20 AAC 05.425(a) and 20 AAC 05.560(a) to allow applicants renewing an interim-use permit or entry permit the option of submitting an application on the commission’s online licensing system at the commission’s website; 8. Amend 20 AAC 05.425(c) and 20 AAC 05.560(d) to allow applicants holding a nonseverable integrated entry or interim-use permit to obtain a refund for the separate use privileges under certain circumstances; 9. Amend 20 AAC 05.1419 to change the sunset date for the Bering Sea hair crab vessel permit system to December 30, 2013; 10. Amend 20 AAC 05.1443 to change the sunset date for the statewide weathervane scallop vessel permit system to December 30, 2013; and 11. Amend 20 AAC 05.1910 to update the references to the federal guidelines used to determine eligibility for reduced transfer fees. Under the Open Meetings Act (AS 44.62.310), the Commission will conduct a public meeting in the Commission’s Conference Room, 8800 Glacier Highway, Suite 109, Juneau, Alaska, on September 17, 2008 at 3:30 p.m. to consider action upon the proposed regulation.
