CONTRACT SUPPORTED COURSE ENROLLMENT CONTRACT FTES BY ACADEMIC, WORKFORCE, BASIC SKILLS AND PRE-COLLEGE FALL 2000 THROUGH FALL 2004 In fall 2004, 38,484 students were enrolled in contract courses. The typical contract-supported student was 20.7 years of age, with 62 percent under the age of 20. Most of these younger students were Running Start students or were enrolled in college in the high school or alternative high school programs (47 percent of the total contract FTEs). Some 12 percent of contract students participated through a program in Washington state prisons. The military also contracted for classes. Because the military and prison populations were predominantly male, contract enrollments were predominantly male. Most international students also were enrolled under contract arrangements. See page 25 for more details. In fall 2004, the community and technical colleges devoted the largest portion of their contract course effort (as measured by FTEs) to academic courses: 54 percent, 27 percent to workforce courses, 12 percent to basic skills, and 7 percent to pre-college courses. The percent of academic FTEs has increased from 47 percent in fall 2000. The large percentage of instruction in academic courses was largely due to the Running Start and Contract International programs. Fall 2004 Washington Community and Technical Colleges 41 PRE-COLLEGE CONTRACT SUPPORTED COURSES OFFERED FALL 2000 THROUGH FALL 2004 PRE-COLLEGE: About 14 percent of all pre-college work was contract funded. Basic Skills: Much of the basic skills contract effort was provided at state correctional facilities. Colleges also contracted with business and social service agencies to provide ESL or ABE instruction. Some 1,384 students were enrolled in ESL classes while 3,549 took ABE instruction. Pre-college Classes: Universities, business and social service agencies contracted with the colleges for precollege classes. In fall 2004, 3,501 students were enrolled in contract-supported pre-college classes. Students in pre-college ESL were generally at a higher level of ESL instruction and typically were enrolled in other college or pre-college courses. Contracts included customized training for various firms and training for the military and at correctional institutions. Some 34 percent of Contract International students and 17 percent of Running Start students enrolled in workforce courses. These enrollments were regarded as contract effort. Thus, contract academic enrollment is closely linked to enrollment in programs for high school students (see page 23). Industry and the military also contract for some academic classes. In fall 2004, 21 percent of all academic FTEs were contracted. About one quarter of all humanities/English/Speech (23 percent), math (23 percent), health/PE (24 percent), and social science (23 percent) was sponsored by contract.
