RESOLUTION NO. RESOLUTION AUTHORIZING THE EXECUTION OF A CONTRACT FOR ADMINISTRATIVE SERVICES RELATED TO THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM ----------------------------------------------------------------------------------------------------------------------------WHEREAS, Buncombe County has been awarded a $400,000 Community Development Block Grant for owner-occupied housing rehabilitation activities; and the purpose of the grant program is to improve the housing conditions of very low income households with incomes at or below 50% of area median income; and a Request for Proposals for project administration was advertised and proposals were received and reviewed; and the Board feels that it is in the best interests of the citizens of Buncombe County to secure the services of Mountain Housing Opportunities to administer rehabilitation activities and help improve the housing conditions of low-income households through the activities associated with this grant.

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners for the County of Buncombe as follows: 1. That the Board does hereby authorize the execution of a contract related to project administration for the Scattered Site funding and owneroccupied rehabilitation activities. That the Board does hereby authorize its County Manager as its official representative to execute this document related to the Scattered Site Housing grant in Buncombe County.

CURRENT STATUS: The North Carolina Division of Community Assistance offers counties $400,000 in Scattered Site Housing Rehabilitation funding. This grant funding is available every 3 years. Buncombe County has received approval from the Division of Community Assistance (DCA), and should now procure the services of a project administrator.
BACKGROUND SUMMARY: The County has been selected to have the opportunity to receive Scattered Site Housing Funding. The grant will allow the County to secure owner-occupied rehabilitation services for a limited number of low-income persons in the County. The County has developed a request for proposals in order to secure the services of a housing organization to administer the grant's activities. Proposals were received and reviewed. Mountain Housing Opportunities (MHO) has been selected as the project administrator. MHO will screen applicants, and priority will be given to elderly clients, handicapped and disabled clients, and homes with children. The projects completed in the three year period should be widespread across the County. After being screened for eligibility, participants receive rehabilitation work secured through a deferred loan. The homeowner agrees to remain as an owner-occupant resident in the home for at least until the end of the recapture period. A promissory note and deed of trust will be secured on every home rehabilitated. COMMUNITY IMPACT/INQUIRIES: This project will support the County's efforts to improve housing conditions of low-income residents in the County.
