Contract Manager Training Program
(CMT)
Statutory Requirements
Pursuant to Gov’t. Code §2262.053, the
Texas Building and Procurement
Commission (TBPC) administers a training
program for state agency contract managers.
Who is required to attend?
According Gov’t. Code §2262.053, contract
managers or individuals who perform
significant contracting duties for the agency
are required to attend the CMT program.
The determination is made by each agency
in conjunction with the State Auditor’s Office.

Contract Management Guide (guide).
• Perform their contract manager responsibilities in compliance
with any requirements or goals contained in the guide and in an
ethical manner.
• Define the steps involved in contract management planning
and how objectives, assumptions, and constraints integrate
into the larger organizational project.
• Identify, quantify, and effectively minimize contract risk.
• Explain the legal elements of a contract.
• Implement performance criteria to effectively manage
vendors.

SGC Equivalent Training
Exemption from TBPC’s State Government Contracting
(SGC) class:
1. Individuals who hold a Certified Professional Public Buyer
(CPPB) certificate or a Certified Public Purchasing Officer
(CPPO) certificate from the Universal Public Purchasing
Certification Council (UPPCC).
2. Individuals who hold a Masters Certificate in Government
Contracting or a Masters Certificate in State and Local
Government Contracting from ESI, International.
Project Management for

By taking this class the learner will be able to:
• Explain the project life cycle and how to incorporate the
elements of project management into contract
management.
• Define project management process groups and
knowledge areas.
• Identify opportunities and constraints in contract
development.
• Use quality control techniques to help improve the
overall contract management process.

Exemption from TBPC’s Project Management for Contract
Managers (PM) class:
1. Individuals who hold a Project Management Professional (PMP)
certificate or a Certified Associate in Project Management (CAPM)
certificate from the Project Management Institute® (PMI).
2. Individuals who hold a Masters Certificate in State and Local
Government Contracting, or a Masters Certificate in Project
Management, or an Advanced Masters Certificate in Project
Management, or a Masters Certificate in Information Technology
Project Management from ESI, International.
3. Individuals who hold a Certified Construction Manager (CCM)
certificate from the Construction Manager Certification Institute
(CMCI).
Power Negotiations
By taking this class the learner will be able to:
• Implement negotiation strategies and
techniques to influence behavior.
• Assemble and manage an effective
negotiation team.
• Establish and negotiate for pricing that is
cost effective and reflects the actual cost of
provided services.

Power Negotiations
This class is designed to provide an in-depth look at
the strategies, tactics, and skills that are effective in
contract formation and negotiations.
The focus on this class is negotiating major contracts
(greater than $1 million).

PN Equivalent Training
Exemption from TBPC’s Power Negotiations (PN)
class:
1. Individuals who hold a Certified Professional
Public Buyer (CPPB) or Certified Public Purchasing
Officer (CPPO) certificate from the Universal Public
Purchasing Certification Council (UPPCC).
2. Individuals who hold a Masters Certificate in
Government Contracting or a Masters Certificate in
State and Local Government Contracting from ESI,
International.
Supply Chain Optimization
By taking this class the learner will be able to:
• Define what the supply chain is and its effects on
each business function.
• Measure the impact of supply chain optimization.
• Verbalize the importance of proper planning and
resource management.
• Identify elements of cost throughout the supply
chain.
• Utilize techniques for making best-value sourcing
decisions.
• Improve the overall quality of the contract
management process.

SCO Equivalent Training
Exemption from TBPC’s Supply Chain Optimization (SCO)
class:
1. Individuals who hold a Certified Purchasing Manager (C.P.M.)
certificate from the Institute for Supply Management (ISM).
2. Individuals who hold a Certified Professional Public Buyer (CPPB)
certificate from the Universal Public Purchasing Certification Council
(UPPCC).
3. Individuals who hold a Certified in Production and Inventory
Management (CPIM) certificate, or a Certified Fellow in Production and
Inventory Management (CFPIM) certificate, or a Certified Supply Chain
Professional (CSCP) certificate, or a Certified in Integrated Resource
Management (CIRM) certificate from APICS The Association for
Operations Management.
What are the certification
requirements?
At this time, certification is optional.
In order to obtain certification, an individual
must attend all four classes ( or meet the
exemption requirements), pass the
certification exam, and apply for certification.
Exemptions
Outside of the exemptions that exists per
class, individuals holding a certification from
the National Contract Management
Association are exempt from the training
requirements, but must take and pass the
CTCM exam as well as apply for certification
in order to be certified.

No. But the suggested order is:
