2009 GRANTS COMPETITION
CALL FOR PROPOSALS IN
KNOWLEDGE SYNTHESIS, OUTREACH AND PUBLIC LECTURES

The Canadian Foundation for Climate and Atmospheric Sciences (CFCAS)
enhances Canada’s scientific capacity by funding the generation and dissemination of
knowledge in climate and atmospheric sciences areas of national importance and policy
relevance, through focused support for excellent university-based research.
Background
Since its establishment in 2000, CFCAS has invested over $117 million in excellent
research initiatives involving over 430 researchers. It is currently awaiting refunding by
the federal government and is directing its residual funds to short-term communications
initiatives aimed at promoting research results and at consolidating knowledge into a
policy-relevant form.
Call for proposals
CFCAS invites proposals for grants of up to 10 months duration in three areas:
1) Knowledge Synthesis;
2) Outreach and Communication of CFCAS research results; and
3) Public Lectures.
The purpose of the grants is to build upon and accelerate the transfer of weather,
climate and associated knowledge, generated with support from CFCAS, to policy
makers and knowledge end-users, in order to promote its uptake and use.
1. Knowledge Synthesis Grants
Grants (up to $80,000) to allow teams of researchers and partners from associated
fields or groups to analyze information from different sources, and to present it in a
policy-relevant form. Applications must show strong collaborative links with knowledge
user organizations 1 , demonstrate how the work will be targeted to policy or decision
makers, and use credible knowledge translation strategies.
Multidisciplinary and multi-collaborator proposals are encouraged. Proposals are
expected to synthesize complex science issues/data related to climate and/or weather
and to translate the information into a form which can be readily used by policy and

decision makers, e.g. reports to show how the scientific results can contribute to the
development of adaptation strategies.
Grants can be used to synthesize knowledge in or across any of CFCAS’s four theme
areas: climate science and climate change, extreme weather, air quality and marine
environmental prediction, as well as related fields in the natural, social and health
sciences. Applications should address policy or practice needs, or address the complex
interactions between weather-climate and governance-policy issues related to sectors
of Canadian society (e.g. health, the North, energy and natural resources,
transportation, security, agriculture or social and economic issues).
2. Outreach Grants
Grants (of up to $80,000) for work to highlight and demonstrate to specific and/or
general audiences the importance and benefits of CFCAS-funded research. Funds can
be used for a range of activities, such as: the preparation of promotional and
educational material; the organization of workshops, seminars and public meetings on
the application of climate science to societal needs; and the transfer of results to
decision makers and knowledge users. Target groups can include the private sector,
governments (federal, provincial and/or municipal), educational institutions (schools and
colleges), community groups and non-profit organizations.
CFCAS specifically encourages applications from teams of CFCAS-funded researchers
(either networks or groups of project grantees), whose activities will address specific
themes.
Note: Eligibility for Outreach grants is restricted to individuals who are, or have
been, either principal or co-investigators on CFCAS project or network grants.
3. Lecture Series Grants
Grants (up to $20,000) for the organization, undertaking and reporting of a lecture
series by an outstanding national (or international) expert. The presentations must be
related to weather and/or climate issues, but can also relate to cross-disciplinary areas,
such as impacts and adaptation, health, agriculture, economics or security. Outstanding
Canadian speakers presenting results from CFCAS funded research activities are
particularly encouraged. The grant will cover travel and per diems, organizational costs
including hall rental and publicity, translation, honoraria and related costs.
Successful applicants will be required to secure the proposed speaker, organize venues
and undertake communications and publicity activities to promote the event(s) and if
possible, secure media coverage. A written report will be required after the tour, with an
overview of the event logistics, audience numbers and lecture content.

Grant Application Process
Application deadline (all submissions): Wednesday, October 7th, 2009 at 16:00
hours.
All work must be completed within a 10 month time frame (starting in January 2010 and
finishing no later than December 2010).
CFCAS Program Guidelines
Knowledge Synthesis, Outreach and Lecture Series Grants
• Budget requests must be fully justified in the proposal.
• Applicants can only submit one request per Grant category and the proposal
must be submitted by the university scientist who will administer the grant.
• For Outreach grant submissions, applications are restricted to CFCAS grantees
or co-investigators and must describe how the proposed work will promote and
enhance the uptake of current grant results. It must not duplicate other activities
being proposed, undertaken or that have been completed. All submissions must
be coordinated through either an existing Network or Project Principal
Investigator (PI) or in the case of a group submission a designated PI. Multiple or
competing submissions, particularly from existing Networks, is strongly
discouraged.
• When the outreach activity relates to an initiative which has already been
completed, the application must clearly describe which project it relates to and
how the proposed work will enhance dissemination of the results already
achieved. Multiple or competing submissions from groups with common interests
is strongly discouraged.
NOTE: The grants are not for research, but to translate, integrate and synthesize
existing scientific outputs into a form readily useable by policy and decision
makers. Requests for support to conduct new, or enhance existing, scientific
research activities will be rejected.
Application Process
Use CFCAS forms 101 (Application) and 100 (Personal Data). Submit one original with
applicant and university signatures, and 2 copies by October 7, 2009. The forms can
be printed from the CFCAS web site www.cfcas.org ‘Applications to CFCAS’. The site
also contains instructions to applicants. The Foundation does not accept electronic
submissions.

Evaluation of submissions
Proposals will be evaluated by a CFCAS Supplementary Grants Review Committee.
The evaluation criteria will focus on the merit of the targeted activities, the benefits of
the anticipated uptake of results, the need for funds, and the level of expertise being
proposed. The review committee will also consider the extent of collaboration and
linkage with partner organizations and with decision and policy makers. Grant
decisions will be announced in December 2009.
