1. REQUEST 9580 CMC CANDIDATE NOMINATIONS FOR SELECTION CONSIDERATION AS THE
COMMAND MASTER CHIEF FOR COMMANDER, NAVY REGION MIDWEST

2. BILLET INFO: THIS IS A NOMINATIVE CMC POSITION AND A MEMBER OF MCPON’S
LEADERSHIP MESS (TIER II). AOR TRAVEL REQUIRED. MUST HAVE AN ACTIVE SECRET LEVEL
CLEARANCE. SEE GENERAL POSITION DESCRIPTION ATTACHED.

3. COMMAND INFO: COMMANDER, NAVY REGION MIDWEST (CNRMW) IS AN ECHELON III
COMMAND (2 STAR FLAG) WHICH IS RESPONSIBLE FOR ALL BASE INFRASTRUCTURE AND
PROVIDES COORDINATION OF ALL BASE OPERATING SUPPORT (BOS) FUNCTIONS AND FOR
OPERATING FORCES THROUGHOUT THE 16 STATE REGION (NORHT/SOUTH DAKOTA, MINNESOTA,
WISCONSIN, MICHIGAN, NEBRASKA, IOWA, OKLAHOMA, ILLINOIS, INDIANA, OHIO, KANSAS,
TENNESSEE, AND MISSOURI). CNRMW REPORTS TO COMMANDER, NAVAL INSTALLATIONS
COMMAND (CNIC). HEADQUARTERS: GREAT LAKES, IL.

4. PREREQUISITES FOR CONSIDERATION: THIS IS A 36 MONTH ASSIGNMENT

   A. BACKGROUND: NON-SPECIFIC. OPEN TO ALL QUALIFIED, ACTIVE DUTY AND FTS CMCs.

   B. LIMITED TO POST-TOUR, CMCs WITH MAJOR COMMAND EXPERIENCE (O6 LEVEL OR
      GREATER). INSTALLATION EXPERIENCE IS PREFERRED, BUT NOT REQUIRED.

   C. MUST HAVE A MINIMUM OF 24-MONTHS TIME IN SERVICE REMAINING TO HIGH YEAR
      TENURE (HYT) DATE FROM REPORT MONTH. IF NOT, MUST BE FIRST CONDITIONALLY
      APPROVED FOR A HYT EXTENSION PRIOR TO NOMINATION CONSIDERATION.

   D. MUST HAVE A MINIMUM 12 MONTHS TIME ON STATION IN CURRENT ASSIGNMENT.

   E. MUST MEET ALL PERFORMANCE REQUIREMENTS AS OUTLINED IN REF A.

   F. EXPECTED REPORT MONTH: DEC 08 / JAN 09 TIMEFRAME OR SOONER

5. NOMINATION PROCEDURES:

   A. CMCs BEING CONSIDERED FOR THIS SLATE SHALL BE NOMINATED BY THEIR
      COMMANDER / COMMANDING OFFICER, SENIOR NOMINATIVE-CMC, OR THE CMC MGMT
      OFFICE. CMCs MAY REQUEST NOMINATION THROUGH THEIR CHAIN OF COMMAND.

   B. FORWARD NOTIFICATION EMAIL OF “INTENT TO NOMINATE” OR “REQUEST FOR
      CONSIDERATION” TO JACQUELINE.DIROSA@NAVY.MIL NLT 2 SEP 2008.

   C. ALL NOMINATED COMMAND MASTER CHIEFS WILL BE INITIALLY SCREENED BY THE CMC
      MGMT OFFICE TO ENSURE QUALIFICATION CRITERIA IS MET. UPON COMPLETION OF
      SCREENING, QUALIFIED CMCs AND THEIR COMMAND WILL RECEIVE OFFICIAL
      NOTIFICATION OF APPROVED NOMINATION.
D. NOMINATION PACKAGES WILL BE SUBMITTED FROM CANDIDATE ADDRESSED TO:
   COMMANDER, NAVY REGION MIDWEST VIA MEMBER’S COMMANDER/ COMMANDING
   OFFICER AND WILL INCLUDE:

       BASED ON CRITERIA CONTAINED HEREIN AND IN REF A (ENCL 1, SECTION B,

         GENERAL POSITION DESCRIPTION (NOT ALL INCLUSIVE)

                        COMMAND MASTER CHIEF
                   Commander, Navy Region Midwest

Billet Description: Command Master Chief is the senior enlisted advisor to
Commander, Navy Region Midwest (CNRMW). The individual reports to the
Commander and is the principle advisor in all matters of interest to the
Navy particularly with regards to programs and policy impacting enlisted
personnel and their Families. Maintains close liaison with the Chief of
Staff on matters pertaining to enlisted staff.

Billet Requirements: The individual must be a well-rounded, seasoned
post-tour Command Master Chief knowledgeable in all Navy programs and have
the ability to work close with a large civilian staff. In addition, the
Member will interact with a variety of teams and maintain a close working
relationship with local Type-Commander Force Master Chiefs. He or She must
have a SECRET level clearance and be eligible for TS/SCI.

Major Duties:

   (1) Represent or accompany the Commander at official functions,
conferences or visits to NRSW installations. Participate in receiving and
hosting official enlisted visitors to the staff.

   (2) Act as the primary enlisted representative on all boards and
committees to the Commander on issues affecting enlisted personnel.

   (3) Advise the Commander and COS on formulation and implementation of
changes in policy impacting enlisted personnel.

   (4) Provides oversight and applicable management to staff enlisted
training and development programs as outlined in OPNAVINST 1306.2E.

   (5) Maintain active liaison with the Command Master Chiefs and Senior
Enlisted Leaders, in Navy Region Midwest.

   (7) Active member of the Region Operations Center (ROC)team
establishing and maintaining communication with all supporting commands
senior enlisted advisor in times of urgency. Additionally, coordinate all
community volunteer efforts and act as advisor to N9 organization.

   (8) Senior Enlisted advisor to the CNIC MWR Program Directors Board
