Collaborative Fund for HIV Treatment Preparedness Report from South Asian Workshop on HIV Treatment Preparedness On January 5 – 9, the Collaborative Fund for HIV Treatment Preparedness sponsored a workshop on approaches to community-based HIV treatment advocacy and literacy in South Asia. The workshop was held in Kathmandu, Nepal and coordinated by Blue Diamond Society, a community-based organization that provide education and support for people living with and at-risk for HIV infection. The workshop was attended by approximately 70 participants with country contingents from Nepal, India, Bangladesh and Pakistan. Because of the tsunami disaster, the Sri Lankan participants were unable to attend. A Steering Committee comprised of members of the International Treatment Preparedness Coalition selected the participants, developed the workshop agenda and facilitated the event. The Steering Committee members included representatives from Blue Diamond Society, the Indian Network of People Living with HIV/AIDS (INP+), Sharon, New Light Initiative from Pakistan, the South Asian Treatment and Health Initiative (SATHI), and ACT UP Kathmandu. The Steering Committee set a number of participants from each country and then selected participants from submitted applications. The Steering Committee estimated that 80% of the participants are living with HIV/AIDS. Approximately one third of the participants were women. Participant breakdown was as follows:     Nepal – 20 India – 27 Bangladesh – 10 Pakistan – 8 In addition, there were five participants from the United States and India that presented sessions at the workshop. Translation was provided for English, Hindi, Nepalese, Bengal, and Urdu. Sessions at the workshop included:  Two sessions on HIV treatment that described the available treatment regimens, how treatment works, signs and symptoms of opportunistic infections, side effects from ARV therapy, and the importance of adherence to ARV treatment regimens.  Presentations from each country contingent describing the current state of the HIV epidemic, the current state of treatment access including drug availability and pricing, advocacy and education challenges, and examples of community-based treatment preparedness activities.  An overview of treatment advocacy needs and strategies.  An overview of treatment literacy needs and strategies.  A presentation on effective community involvement in the Global Fund to Treat AIDS, Tuberculosis and Malaria. Using a series of exercises, the participants defined advocacy, identified issues that can be addressed through advocacy strategies and then developed an action plan to address a selected issues. Similar exercises were performed to develop treatment literacy approaches. A training was also provided on grant application writing. The workshop will be followed by a round of grant making to implement ideas that emerged from the workshop. The grant making will be administered by Tides Foundation through the Collaborative Fund for HIV Treatment Preparedness. Funding decisions will be made by a Community Review Panel (CRP) comprised of community leaders from the region, who will disburse $200,000 in small grants in 2005. The most important outcome from the workshop is the development of an on-going Regional Steering Committee. Each country selected participants for the Steering Committee. Additional members will be sought from Sri Lanka, Bhutan and the Maldives. The Steering Committee is charged with the following responsibilities:      Set funding priorities for grant making Select members of the Steering Committee for CRP participation Serve as the regional committee for the International Treatment Preparedness Coalition Identify strategies for providing technical assistance to Collaborative Fund grantees Develop information dissemination mechanisms for treatment preparedness activities throughout the region A full report providing summaries of all workshop sessions is in development.
