 Chromium Compound" (CODE# 136). Hydrogen Selenide (CAS# 7783075) is a "Selenium
 Compound" (CODE# 253). Butoxyethoxy Ethanol (CAS# 111900) is a "Glycol Ether" (171).


 Unless otherwise specified, listed pollutants that contain the word "compounds" are defined as
 including any unique chemical substance that contains the named chemical as part of that
 chemical's infrastructure. (e.g., lead oxide, lead dioxide and lead chloride are all "Lead
 Compounds" (CODE# 195). If possible, report total mass of the COMPOUNDS emitted, not the ion
 mass. In cases where emissions estimates must be based on ion mass, please indicate this in
 the documentation. For example, when stack sampling for Lead Oxide using EPA
 Reference Method 12, only the mass of Lead is revealed. In this case, FCEAD would prefer
 that the inventory preparer add the weight of oxygen to obtain the true mass of "Lead
 Compounds" emitted. Of course, this can only be achieved when emissions are composed of a
 small number of known constituents.

 Some emissions are a complex mixture, however, and many test methods do not reveal
 the true mass of the compounds emitted. For example, testing for Volatile Organic
 Compounds (VOC) using EPA Reference Method 25A reveals VOC emitted "as carbon"
 (i.e., only the mass of the carbon in the emissions is known). Reporting only the mass of
 carbon emitted would underestimate the mass of VOC emitted. In such cases, the
 inventory preparer should provide the most accurate estimate of VOC emissions based on
 knowledge of the emissions source. Documentation must be provided that explains how
 total VOC mass was determined from VOC "as carbon" mass.


  The Clean Air Act defines "Cyanide compounds" (CODE# 144) to be "X'CN where X = H' or any
  other group where a formal dissociation may occur; for example, KCN or Ca(CN).

  Glycol ethers are defined in the the Clean Air Act as organic compounds with the following structure:

 R-(OCH2CH2)n-OR'

 Where:
 n = 1, 2, or 3
 R = alkyl C7 or less; or
 R = phenyl or alkyl substituted phenyl;
 R'= H or alkyl C7 or less; or
OR' consisting of carboxylic acid ester, sulfate, phosphate, nitrate, or sulfonate.

This definition includes mono-and di-ethers of ethylene glycol, but does not include ethylene glycol
(CAS No. 107-21-1), diethylene glycol (CAS No. 111-46-6), nor triethylene glycol (CAS No.
112-27-6) because the parts of the molecule, defined as R above, are not alkyl or aryl groups.

Some glycol ethers have been specifically named on FCEAD's list, but it is by no means a complete
listing of all glycol ethers as defined by the CAA.


Fine Mineral Fibers" includes mineral fiber emissions from facilities manufacturing or
processing glass, rock, or slag fibers (or other mineral derived fibers) of average
aerodynamic diameter of one (1) micrometer or less.


For "Nickel, soluble compounds as nickel" (NICSOL), report only water soluble compounds
as a total for all such compounds and report in terms of mass of nickel metal in the
molecule of compounds emitted. (See guidelines for compounds above).


Polycyclic Organic Matter (CODE# 246) includes organic compounds with more than one benzene
ring, and which have a boiling point greater than or equal to 100 degrees Centigrade.
Benzo(a)pyrene is often used as a specific indicator compound, but is only one of many
POM's. This is a difficult pollutant to define, so annotate the basis in your documentation.


Radionuclides (CODE# 400) are a type of atom which spontaneously undergoes radioactive
decay. For reporting purposes, merely indicate a "Yes" for these emissions, since these
emissions are not appropriately measured by mass but by radioacitvity.


Forsyth County rules address Chromium VI compounds separately. Report a total mass for these
compounds even if reported individually or included in other totals of chromium compounds
reported elsewhere. (See guidelines for compounds above).


"Benzidine and salts" (CAS# 92875) may be a volatile organic compound or particulate matter.
Report mass of salt & include in VOC or TSP/PM10 totals, depending on the form in which it is emitted.


Mercury vapor is synonymous with mercury metal (CAS# 7439976). Include only mass of
elemental mercury vapor emitted to the air.


Ammonium Chromate (CAS# 7788989) mass should also be included in Chrome Compounds and in
Chrome (Vi) Compounds totals. (See guidelines for compounds above).
