Under general supervision, performs diversified technical duties and responsibilities
demanding the use of numerous and various types of procedures. This position is
responsible for developing, communicating, maintaining, and supporting all aspects of
the server infrastructure. This includes the introduction of new systems into the server
environment as well as the implementation and support of existing systems, applications
and services. The candidate will need to rely on extensive experience and judgment to
plan and accomplish goals pertaining to the maintenance and growth of the county’s
computing needs. Problems encountered are general to complex in nature.

ESSENTIAL DUTIES AND REPONSIBILITIES include but are not limited to the
Responsible for the engineering and implementation of systems, applications, and
services as they relate to server infrastructure;
Responsible for planning, installation, configuration and management of servers:
Responsible for ensuring that server environments and their key services are monitored
on a 24x7 basis;
Plans and assists with day-to-day operations of server hardware and software;
Researches, implements and troubleshoots network backup, security, spam and virus
protection strategies;
Works with Programmer Analyst to implement and troubleshoot application and server
Maintains server documentation regarding hardware and software installation settings
and various other network and communication specifications;
Responsible for planning, implementation and management of Microsoft Windows
Active Directory environment;
Responsible for planning, implementation and management of Microsoft Exchange e-
mail services;
Responsible for supporting and maintaining DNS (internal and external), DHCP and
WINS architecture;
Responsible for the development of and plans for hardware and software
implementations, replacements and upgrades;
Maintains the public and internal facing web server architecture;
Serves as the backup for the Network Engineer position;
Occasional night, weekend, holiday or emergency on-call availability required.
Other related duties as assigned.

This job has no supervisory responsibilities.

Bachelor’s degree in a related field from an accredited college or university.

Four (4) years of experience in a related field is required:
Additional education and/or training may be substituted where applicable.

Frequent interpersonal contacts both within and outside the organization to obtain and
furnish information. Requires the ability to maintain effective working relationships.

This position has frequent exposure to risk situations; the impact of the incumbent's
decision(s) will have a moderate effect on the operation of the organization.

While performing the duties of this job, the employee is primarily exposed to indoor
conditions where no hazardous conditions are prevalent, but with some exposure
outdoors. Noise levels, temperature extremes, and pollutants are satisfactory.

While performing the duties of this job, the employee is required to engage in work that
involves moderate physical strength and endurance. The employee must occasionally lift
and/or move up to 25 pounds.

Hardware experience with Intel-based servers, desktops, laptops, and printers.
Server platform experience with Windows 2003 or above in addition to SQL Server 2000
or above, Microsoft Windows SharePoint Portal Services, Microsoft Active Directory,
Microsoft Exchange 2003 or above, and Microsoft IIS v6.0 or above.
Experience with design, implementation and support of Group Policies in a Windows
Active Directory environment and knowledge of Microsoft IntelliMirror technology and
related technologies with respect to support of desktop environments in an Active
Directory environment.
Detailed knowledge of TCP/IP and related services on a Windows platform supporting
An understanding of multi-tiered architecture is a must, demonstrating knowledge and
ability in the implementation of multi-tier applications running across multiple server
platforms. Specific experience implementing and supporting Internet-based applications
residing in a DMZ network is a requirement.
Experience in backup and restore services utilizing Veritas Backup Exec v11 or above
and network/server layered security including intrusion detection, virus detection, spam
filtering, and access controls for network and server infrastructure.
Ability to troubleshoot a variety of issues in a Windows computing environment
including client server applications, backend infrastructure, and workstation
Experience in event monitoring and tuning to meet the functional needs of systems and
applications as it pertains to performance and security.
Ability to develop, install, and maintain complex application, server, and network
configurations using standardized processes and methodologies. In addition, the
candidate should have the background and skills necessary to develop standardized
processes where none exist.
Ability to interface with other areas in information systems and stakeholder departments
to support existing production systems and to develop and implement new systems.
Strong written and oral communication skills are critical for this position.
Strong analytical and organizational skills.
Ability to manage multiple tasks simultaneously.

Valid Virginia Driver’s License

Ability to complete and pass MCSE course requirements within 24 months.
