The Voice for housing february 2008 hometown fails Thanks to efforts of florida hbas Florida’s home building industry won a huge victory on Jan. 29, 2008 when the Florida Division of Elections announced that Hometown Democracy fell 65,000 valid signatures short to place the “vote on everything” amendment on the 2008 ballot. Not only did Hometown not receive the required number of signatures, they also did not meet the minimum required number of signatures in Congressional Districts. “This was a successful end to another battle in a war to protect Florida’s unique quality of life,” said Robert Parrish, President of the Florida Home Builders Association. “Hometown has now failed three times to qualify for the ballot because it is a cynical, over-reaching and flawed idea.” The Hometown proposal was so badly over reaching, it failed to attract broad volunteer petitioning support. Instead, their effort relied heavily on a few wealthy extremists to bankroll signature collection. The likelihood that Hometown Democracy was headed for the 2008 ballot urged Florida’s business community to establish Floridians for Smarter growth — the statewide campaign to defeat the amendment. It seems that the entire economy is looking to blame someone and for the most part it is us — the Builders for over building, Realtors for up selling and of course us Bankers for doing the financing. This time we will be asked whether any Comprehensive Plan that involves moving the Urban Service Area Boundary should require, in addition to all other approvals at County Commission (by a supermajority vote) and the Regional Planning Council, a vote of the electorate. The Citizens for Sensible Growth achieved the required number of signatures to have this put on the ballot, just as they did last year with the Super Majority. Passage of this Charter Amendment would add yet another (very expensive) step in the process of determining how this community will grow in the future. It is almost inconceivable how a developer could afford to go through this process, particularly if it wishes or needs to call a special election. It has been revealed that this upcoming special election will cost the taxpayers of Sarasota County $400,000. When the “Citizens for Sensible Growth” were asked by our County Commission to delay the election until the next scheduled one in August, they declined. It was their prerogative, but they chose irresponsibility. Be aware, the Citizens for Sensible Growth are not for any kind of Growthnot smart, sensible, or slow. They would prefer to see no more building or development anywhere in this county. This is just another step along their way to their goals. Take a moment to think what the future holds if they continue to hold sway with our County government and its policies. Here is the reason why they chose not to delay the vote and to force the County to pay for a special election: They believe they can count on a low voter turn-out, allowing their vocal minority to rule the day, just as they did last November. Now is the time for us to turn out in our numbers. Your HBA will be very involved in the next few weeks in communicating with all of the largest employers on our membership roster to ensure that we have record voter turnout. We need to get our message out to all employees of our member organizations, as well as their spouses and the employees of their sub-contractors, vendors, and business partners. Further, information will be provided on how to vote early (by mail-absentee), making it as easy as possible. This Charter Amendment is the effort that most closely mirrors the statewide Hometown Democracy movement. The coalition behind that is keeping a close eye on the success or failure of this initiative, for sure. This could be a defining moment for us as an industry in this County. Let’s make our votes count. ExEcutivE vicE PrEsidEnt By Larry Anderson executive Vice President It is Time to Say “We’re Not Taking it Any More” I don’t know about you, but I am getting mad as Hell at the way anti-growth groups, the state legislature, the local government and voters of Sarasota County are dumping on the building industry. Honestly it is time as an industry we stand up and say in one voice “We’re not taking it any more.” For too long this honest hardworking provider of housing and jobs for our community has been the target of everybody’s scorn. And for too long we have simply gone along with the situation as just another part of doing business. It is about time this stops. If it isn’t the anti-growth special interest who want the community to believe that growth is a bad thing then it is the local governments who believe that the building industry is an ATM machine to extract money from at every turn. Recently some surrounding county governments have actually figured out that “killing this golden goose” is bad for their economy. Imagine that. These counties are even lowering Impact Fees to stimulate the economy. (DeSoto County abolished Impact Fees altogether and refunded any that had been paid since they were implemented in 2006.) I guest the reverse is true then that Impact Fees are bad for the economy. Now is the time for the thousands of businesses and individuals who work in or are associated with the building industry to band together to have our voice heard. In a few months yet another and more dangerous referendum will be before the voters to force changes in the Urban Service Area to be voted on in a county wide election. This is expensive to the taxpayers, will worsen the current economic downturn, and drive out investments and negatively effect jobs in our community. It is time to put “We’re not taking it any more” into action and vote to defeat this harebrained scheme. Christopher Rendle is Division Sales Manager for Standard Pacific Homes. Rendle is a graduate of Sarasota High School and Rollins College of Winter Park, FL with a degree in Political Science. He was a member of Alpha Tau Omega Fraternity and the Varsity Crew team. Before joining Standard Pacific Homes, he was a Sales Manager for Pulte Homes. He previously served as Sales and Marketing Manager with Ryland Homes of Twin Cities, Minn. He headed Ryland Homes’ Sales and Marketing Department for a division that generated $225 million in revenue in closing over fourteen hundred homes during 2004 and 2005. Save time, trees and stamps with DBPR’s online license renewal program. According to DBPR officials, the new professional license renewal program should be faster and easier to use. For most licenses, renewal simply involves submitting your continuing education information and your fee. In most cases, your continuing education provider will submit the information for you. “It will save us all time, trees and stamps and allow you to focus on the business that matters most,” said DBPR Secretary Holly Benson. In addition with the passing of Senate Bill 1864, the board now requires all general, building, residential, roofing and specialty structure and glass and glazing contractors to complete one hour of continuing education related to wind mitigation methodologies as part of the 14 hours that is currently required. Wind mitigation methodology courses are defined as those topics listed in Section 553.844(2) (b) 1.-5., Florida Statues. This change took effect on Nov. 15, 2007. Enforcement of these new one hour requirements will begin with the expiration of certified licenses on Aug. 31, 2008, and the expiration of registered licenses on Aug. 31, 2009. Those licenses not in compliance with all continuing education requirements by the expiration date of their licenses may face nonrenewal or disciplinary action. Page  building sarasoTa february 2008 nahb to launch national green building Program at ibs The National Association of Home Builders will launch the much-anticipated NAHB National Green Building Program Feb. 14, at the 2008 NAHB International Builders’ Show in Orlando. The national initiative will link dozens of successful state and local green building programs with a universal online certification tool, national registry of green homes and green builders, and a wealth of educational tools and resources for home builders and home buyers. To date, about 100,000 green homes have been built through programs run or supported by local building associations around the country. “We are bringing green building into the mainstream,” said NAHB President Brian Catalde, a homebuilder in Southern California. “The NAHB National Green Building Program isn’t a new way to build green. However, it’s a low-cost administrative and certification system that will help keep green affordable — and that’s the key to market acceptance. Where better to announce it than during the largest trade show of its kind in the world?” In addition to the national program, NAHB’s Certified Green Professional designation will debut at the 2008 show as well as significantly enhanced educational offerings for green builders, developers and remodelers. The Certified Green Professional designation is awarded after 24 hours of course work and requires regular additional continuing education credits. New survey data backs up the need for the new program. The vast majority of Americans are willing to pay more for a green home — as long as lawmakers are willing to offer incentives or rebates to help defray the extra costs, said the results of a survey conducted last week by the firm Public Opinion Strategies for the National Association of Home Builders. The survey of registered voters showed that 78 percent of respondents would be more inclined to purchase a green home “if the government offered incentives or rebates,” according to the results. “In fact, 44 percent of respondents say they would be much more inclined to buy a green home if incentives were available,” said Neil Newhouse, a partner at Public Opinion Strategies. “That’s a pretty strong indication of the power of state and federal support for energy and resource efficiency in new homes.” “This survey strengthens our resolve to continue to work with environmental advocates and encourage Congress to extend the Energy Efficiency Tax Credit,” said Catalde. Such findings also corresponded with the results from another survey question asking how much respondents would be willing to pay for a green home. Among those who said they’d be prepared to pay more for a home with green features, fully 74 percent said they’d be willing to pay no more than an additional 10 percent, highlighting the need to keep green building affordable. green building designation A new professional designation program from the National Association of Home Builders (NAHB) will soon provide home buyers with additional assurance that the builder or remodeler they’ve chosen is authentically “green.” The Certified Green Professional™ designation will be unveiled Thursday, Feb. 14, during Green Day at the International Builders’ Show in Orlando, Fla. Application information will be available at the show. “We know green is the future of building. With the Certified Green Professional designation, we’re helping our qualified members demonstrate to their clients that the future is here,” said NAHB President Brian Catalde, a Southern California home builder. Builders, remodelers, and other industry professionals must have at least two years of building industry experience and be involved in the construction of at least one home in the past 24 months to apply for the Certified Green Professional designation, Catalde explained. The designation is based on the “Green Building for Building Professionals” course, a two-day training and education session that more than 700 builders have already completed since the course was piloted two years ago. Candidates must also complete a University of Housing management course, agree to continuing education requirements and adhere to a code of ethics. Applicants can take the course work during special pre-conference education sessions before the International Builders’ Show opens on Feb. 13. The business management and Green Building for Building Professionals classes are also offered at other NAHB conferences and by local home building associations throughout the country. The first class of Certified Green Professionals will receive their designations at the 10 annual NAHB National Green Building Conference, May 11-13 in New Orleans. NAHB will celebrate Green Day at the International Builders’ Show as a way to highlight the new designation, the NAHB National Green Building Program and a host of special seminars, speakers and education opportunities. “On Green Day, the International Builders’ Show will become the largest green building conference in the world,” Catalde said. “More than 170 manufacturers are displaying green products and services. Green architect William McDonough is delivering the keynote address. Page 10 building sarasoTa february 2008 city of north Port building department contractor hold inspection The purpose of this Inspection is to ensure that new structures, that are not going to be completed in the near future, are maintained in a safe and aesthetically pleasing manner to ensure the life safety, health and welfare of North Port citizens. It is very evident that the down turn in the housing market has lead to many structures either being left unfinished or moving so slowly that no progress is discernable. The North Port Building Department wants to ensure that these structures are maintained appropriately to ensure the safety of the public, without putting undue financial hardship on the contractors by forcing them to complete or abandon the structure. The following provisions will apply to this inspection: 1) The inspection is available for new, standalone, construction only (no additions). 2) The contractor must be in good standing with the City throughout the entire extension period. This includes workers comp, liability, and local license registration. 3) The permit must be active at the time of application for this inspection. 4) All building department fees outstanding on the permit must be paid prior to application for this inspection. 5) This inspection will only apply to permits issued prior to Oct. 1, 2007 6) This inspection will initially be available for six months and be reviewed at that time. 7) The Contractor Hold will be valid for 6 months only. 8) This inspection will essentially extend the permit as any passed inspection would. This means that it is not subject to any changes in fees, or code changes that it would incur should the permit expire. 9) The Health Dept should be contacted in regard to extending the septic permit. 10) No additional permits can be applied for at this address during this Contractor Hold period. The following process for inclusion of this inspection will apply: wood, it must be roofed and all openings secure. 2) If the structure is concrete block the lintel/bond beam must be poured. b) The site should be free of construction materials, supplies, debris, dumpster and port-o-let. c) The right of way must be working and clean. d) An effective erosion control system must be in place and maintained. e) The site must be maintained in such a condition as to meet drainage requirements. f) The site must be kept clean and tidy, for example, free from debris and vegetation kept to a minimum, and mowed where appropriate. g) Any partially completed swimming pools must be kept free from water and insects, and must be barricaded per swimming pool barrier requirements. Chlorine must be added to ground water and rain water accumulated in the pool. h) The site must not be used for storage of materials. 6) The inspector assigned to that property will schedule a reinspection within 7 days to confirm that all provisions have been met. 7) A property standards inspector will make periodic inspections to ensure all maintenance is being done. 8) Prior to the expiration of the extension, the contractor/owner must apply for another extension by following the same process as above. If the permit is allowed to expire, it will be excluded from any subsequent extensions. 9) Any failure to follow the maintenance provisions of this agreement will result in exclusion from the process. 10) Construction must not commence without notification and approval of the Building Official. Application to recommence construction must be made in writing to the Building Official. A new survey conducted for the National Association of Home Builders confirms that a desire for greater energy efficiency drives consumers to choose a green-built home. “Green building is the home buyer’s best defense against soaring energy costs,” said NAHB President Brian Catalde, a Southern California homebuilder. “But it’s up to the nation’s home builders to make sure the cure is not more expensive than the problem itself. The NAHB National Green Building Program paves the way for authentic yet cost-effective green building,” he said The voluntary program, based on the three-yearold NAHB Model Green Home Building Guidelines, is set to launch Feb. 14, at the International Builders’ Show® in Orlando. “New technologies, advances in building science and materials for insulation, windows and other components mean that homes are significantly more energy efficient than they used to be,” Catalde said. “Still, it’s time to take that next step. The NAHB National Green Building Program does that — and more.” The survey was conducted the week of Oct. 15, by the respected national polling firm Public Opinion Strategies. When 800 registered voters were asked how important certain items would be in their decision to either purchase a new green home or remodel their current home to be more green, nearly two-thirds (64 percent) of consumers polled said that “reduced energy costs” would be the most important. The second-highest scoring reason, at 55 percent, was “because it would be healthier.” And 49 percent of those surveyed say it’s “the right thing to do for the environment.” “That’s a pretty strong showing for altruism,” said Neil Newhouse, partner with Public Opinion Strategies. “But cost is the overriding concern. That’s something that all green players — builders, regulators and advocates — need to keep topmost in their minds.” Catalde agreed. “A big reason why home buyers choose energy efficiency as a motivator is because heating and air conditioning bills can really empty our wallets,” he said. “For the same reason, affordability is a prime motivation for the NAHB National Green Building Program. Our builders want to provide credible, cost-effective green building, so more home buyers’ money can go to green features, not green program fees.” The NAHB National Green Building program is being launched in cooperation with the NAHB Research Center, the industry’s leading building science technology testing institution working to make homes more durable, efficient and affordable. To be certified under the NAHB program, homes must meet energy-efficiency levels that are at least equivalent to Energy Star®, the federal Environmental Protection Agency program that has enjoyed great success in the marketplace. Since 2000, 750,000 homes have earned the Energy Star label, indicating that they are at least 15 percent more efficient than required by current energy codes. However, said Catalde, energy use is not the whole picture. “We need to think about water efficiency, resource efficiency and indoor environmental quality. We need to build green.” “When a green home doesn’t look or feel significantly different from one built using more traditional construction methods, when builders have the tools and resources to build them without significant materials or labor cost increases, and when consumers readily accept the finished product, then green has arrived — and that’s why the NAHB National Green Building Program will bring green to the mainstream,” Catalde said. The NAHB National Green Building program will link dozens of successful state and local voluntary green building programs with a national online scoring tool for builders and verifiers and extensive educational resources. “A flexible, regionally appropriate approach is preferable to a unilateral approach that does not take into account local issues, architecture, or geographic differences,” Catalde said. “This program opens up the opportunity for all our membership to build green.” For 10 years, we’ve been partnering with Builders Associations like Sarasota HBA to produce professional monthly newsletters and annual directories that provide valuable information for members.
