                            HIGH HALL, BAINBRIDGE


1.0   PURPOSE OF REPORT

1.1   To give consideration to the sale of High Hall, Bainbridge and adjoining land.


2.0   BACKGROUND

2.1   A plan is attached showing verged black the extent of the County Council's
      ownership of High Hall and adjoining land. The former Highway Depot which
      was declared surplus to requirements in February 2003 is shown shaded grey
      on the plan. The area shown cross hatched is a detached garage currently
      used as storage for High Hall. The remainder is the existing Elderly Persons
      Home at High Hall.

2.2   The County Council sold part of the former Highways Depot to Yorkshire
      Dales National Park Authority (YDNPA) for it to develop a new Area Office
      (now completed with a £50k capital receipt obtained). Discussions were held
      between Richmondshire District Council (RDC), (YDNPA), and North
      Yorkshire County Council (NYCC) Officers/Members towards the end of 2004
      regarding the re-development of various pieces of land in Bainbridge. The
      RDC agreed to provide land to Housing 21 for an extra care development (to
      replace Sycamore Close, an existing Sheltered Housing Scheme and NYCC’s
      Elderly Person’s Home - High Hall), and subsequently NYCC would be
      recommended to sell High Hall and the remaining part of the former Highways
      Depot to create much needed affordable housing in Bainbridge. As part of the
      overall financing of the redevelopment it was agreed that NYCC would require
      a minimum capital receipt (in addition to that already received from YDNPA)
      of £250k to ensure the County Councils Highways Depot re-development
      programme was properly funded.

2.3   Richmondshire District Council in partnership with NYCC commissioned
      Housing 21 to develop extra care housing on land owned by the District
      Council at Sycamore Close which is opposite High Hall. This development is
      now nearing completion.

2.4   The proposal is that High Hall and the remaining surplus highway land be
      developed entirely for social housing interlinked with the provision of extra
      care.

2.5    Richmondshire District Council, as Housing Authority, will specify the type and
       tenure of housing to be developed. Broadacres Housing Association have
       been appointed as the preferred housing provider and a planning application
       has been submitted for the refurbishment of High Hall for 10 housing units,
       the remainder of the Depot site being developed for seven new build
       dwellings.

2.6    The proposal based on the 2004 discussions, and within the overall context of
       the scheme, is that NYCC will sell High Hall and the remainder of the Depot
       excluding the area cross hatched to Broadacres Housing Association for
       £250,000.

2.7    The former garage site shown cross hatched on the plan has been identified
       as a possible site for a community garden for use in connection with the
       Housing 21 Development. Whilst this land is of little value in relation to the
       overall costs of the development it will provide a valuable benefit to the
       residents of the extra care facility, and the community, and could be
       transferred for a nominal sum. The Parish Council and Bainbridge League of
       Friends are considering the development of a local partnership with Housing
       21 support to develop the garden in addition to the scheme.

3.0    ISSUES AND DISCUSSIONS

3.1    The County Council is being requested to dispose of High Hall and the
       remaining Depot land at less than best consideration, and in this connection
       Mouchelparkman have assessed the site values for High Hall and for the
       remaining part of the former offices and depot site, on both a restricted and
       unrestricted basis as set out in the table below. The proposed sale price of
       £250,000 compared with a total restricted value of £470,000, and a total
       unrestricted value of £709,000.

3.2    MouchelParkman have assessed the unrestricted value of the garage site
       shown cross hatched on the plan in the sum of £20,000.

4.0    RESOURCE CONSIDERATIONS

4.1    There are no resource considerations other than the generation of a capital
       receipt at less than best consideration. The sum proposed for the sale, will
       assist the funding package for the Highway Depot review, and taken together
       with the capital receipt already obtained from the sale of that part of the Depot
       for the National Park office, means that a figure of £300k is available
       consistent with the Depot review funding package.

      No specific assumption has been made in any other plans on the use of any
      receipt arising from the High Hall site including the garage site.

5.0   CONSULTATION AND COMMUNICATION

5.1   Consultation has been undertaken with Richmondshire District Council,
      Bainbridge Parish Council and Housing 21.

6.0   CONCLUSION

6.1   The sale of the land identified in the report at less than best consideration will
      enable the provision of much needed social housing and community facilities
      in Upper Wensleydale.

7.0   RECOMMENDATION

7.1   That the Executive agrees to transfer the land shown verged black and
      shaded grey on the attached plan, at less than best consideration to
      Broadacres Housing Association for the provision of social housing at a figure
      of £250,000 (Two Hundred and Fifty Thousand Pounds) on terms to be
      agreed by the Corporate Director, Business and Environmental Services.

7.2   That the Executive agrees to sell the land shown cross hatched on the plan
      for £1 to Housing 21 for the development of a community garden. on terms to
      be agreed by the Corporate Director, Business and Environmental Services.
