The Department of Defence has a requirement for the provision of Support to the Development of
Target and Warhead Models for Greyscales Terminal Effects Studies for New Air Combat Capability.
The New Air Combat Capability (NACC) is required to assess the capability of the Joint Strike Fighter
(JSF) in meeting the needs of the Australia Defence Force (ADF). Understanding Air-to-Air weapons
effectiveness and employment, enables Defence Science & Technology Organisation (DSTO) to
provide advice to the NACC Integrated Product Team (IPT).
This is required to provide a better indication of the probability of kill for air-to-air and surface-to-air
studies. In particular, this task will support Joint Strike Fighter studies for 2nd Pass and beyond using
the Air Operations Division developed Air Tactical Engagement Mission Simulator (ARTEMIS) and
Weapons Systems Division developed Standard Weapons Analysis Tool (SWAT) simulation tools.
The general requirement of this task is to develop warhead models for weapons and vulnerability
models for targets for use in various greyscale terminal effects models for a range of air-to-air and
surface-to-air missiles.

The Department of Defence has a requirement for the provision of delivery management services for
the Logistics Acquisition Program (LAP) JP2077 Phase 2B.1 Project implementation.
LAP is undertaking a significant acquisition activity with the approval of JP2077 Phase 2B.1, the
delayed JP2077 Phase 2B.2 and an expanded minors acquisition program. These three interrelated and
complex project streams require significant involvement from several external providers and key
Defence organisations to deliver required outcomes in an aggressive timeframe for their respective
projects. The start of the acquisition stage of Phase 2B.1 and the streamlining of the minors program
has shown that there is a requirement for a consistent approach to program services.
LAP has been established to address the shortcomings of the Logistics Information System (LIS)
through the management of three interrelated programs of work:
a. Joint Project 2077 Phase 2B.1 is an upgrade of the existing core Logistics System and an enabling
platform for future development.
b. Joint Project 2077 Phase 2B.2 introduces a deployable logistics capability and integrated In-Transit
Visibility.
c. Minors Program adds additional capability to the LIS not addressed through the above two programs
LAP is tasked with integrating the Mincom Enterprise Resource Planning (ERP) application into the
Australian Defence systems environment. This is a complex program management task involving the
implementation of enterprise level systems solutions.

HMAS Creswell, Jervis Bay, NSW.
The project will involve provision of refurbished and new combat survival training simulators,
stormwater, potable water, sewer, fire, gas, electricity communications, irrigation, security, road and
car park infrastructure upgrades, a new multi function building, a refurbished heritage listed building,
new and refurbished living in accommodation, new physical fitness complex inc. indoor swimming
pool, a new survival at sea training facility, an armoury upgrade, demolitions and miscellaneous minor
refurbishment work.
The project's timeframe is anticipated to be mid 2009 to mid 2011.
The total value of the project is estimated to be in the order of $80m.
The total value of the various Contractors' activities is estimated to be in the order of $65m.

The Department of Defence has a requirement for the provision of Defensive Aids Suite (DAS)
capability options and demonstrations to allow an evaluation by Defence of the suitability of the
potential DAS solutions for future integration onto the Australian Light Armoured Vehicle (ASLAV)
platform. Project LAND 112, ASLAV Phase 4, aims to provide a range of capability enhancements to the
ASLAV fleet in the areas of survivability and situational awareness.
A DAS system is one of these enhancements. The first phase of Defence's procurement is the conduct
of an RFP to seek proposals for a DAS capability for potential integration onto the ASLAV fleet, a
demonstration of potential systems, and the provision of DAS products for internal testing by Defence.
A requirement exists for the ASLAV to be capable of operating successfully in an anti-armour threat
environment. A solution would be to equip the vehicle with a DAS that is capable of countering threat
target acquisition systems and incoming anti armour munitions. A DAS is a integrated collection of
selfprotection
systems incorporating both threat warning and countering functions. These systems may be
active and/or passive. At the high end of DAS capability, the suite is managed by its own control
system, is capable of self-execution of a full cycle of actions from detection through to response, and
is integrated into its host weapon system in such a way as to complement other onboard systems.
As Defence will not know the level of DAS required until all other ASLAV survivability options are
considered, Defence is interested in obtaining information on a range of DAS capability options, from
high end systems to low end solutions. Therefore, Respondents should offer multiple DAS solutions
ranging in capability level. Any chosen solution must be capable of further upgrade, without
subsequent physical and functional architecture redesign to be ultimately capable of providing the
fullspectrum
(ie high-end) level of protection for the ASLAV. To enable this to occur, the DAS should be
built from open architecture standards and be modular and scalable in design.

Vehicles (RPV) robots for Improvised Explosive Device Disposal (IEDD).
The support of the RPV shall include repair services and support network, with emphasis on
maintaining operational RPV while deployed on military operations in other countries as described in
the Draft Statement of Requirement.
The RPV will assist with the preservation of life of Explosive Ordnance Disposal (EOD) operators by
providing the ability to search for, view, manipulate and defeat explosive hazards from a safe distance.

The Department of Defence has a requirement for the supply of tank and pump assembly (TPA)
upgrade modifications.The Australian Defence Force (ADF) has a mature and deployable, bulk liquid
distribution (BLD) capability in service, based around fleets of vehicles, tankers and portable ground
storage and distribution systems. The in-service BLD capability has some deficiencies, primarily in the
capacity to distribute fuel to force elements during lodgement. Some systems are obsolescent and
require modification or replacement in order to meet emerging requirements. The TPA has been
inservice
with the ADF since the late 1980s, and is a first line demountable, bulk storage and dispensing
unit for vehicle and aircraft refuelling. It is based on National Valve and Engineering Company‟s
commercial bulk storage and dispensing units, with modifications to meet operational requirements.
It is intended to modify the entire TPA fleet consisting of 124 diesel fuel, 10 aviation turbine fuel
(AVTUR)
and 7 unleaded petroleum (ULP) to address some OH&S matters and to extend the Life of Type (LOT)
by improving the sustainability of the TPA. The in-service TPA provides a good fuel distribution
capability and remains suitable for unit level distribution and storage of fuel. The TPA fleet, was
however, identified for upgrade modifications to provide an improved overall functionality of the
capability by providing modifications to extend the Life-Of-Type by 15 years, and at the same time,
address OH&S matters regarding operator accessibility and safety when working at heights in excess
of 2 metres.

Treatment Plant at Devonport Naval Base, Auckland.
The scope of work required comprises civil, mechanical and ICA upgrades to implement process
improvements, and repair/refurbishment/replacement of structures, mechanical plant and
electrical/ICA components.
The successful tenderer is also requested to provide all necessary maintenance of mechanical
equipment for a period of 12 months following completion.
