PROPERTY APPRAISER
NATURE OF WORK
This is responsible technical work supervising, coordinating and implementing the County’s real
estate appraisal process.
Work involves responsibility for the appraisal and assessment of residential, commercial and
agricultural property; reviewing and determining property value through the application of established
procedures and standards including physical inspection of the property; researching appropriate data;
interviewing property owners; preparing field sketches; determining property classifications; and utilizing a
variety of statistical analysis and valuation techniques. An employee in this classification uses considerable
independent judgment with work decisions made in accordance with local, State and Federal statutes and
requirements. General supervision is received from the County Assessor with work reviewed through
conferences, reports and results achieved. Supervision may be exercised over subordinate appraisal and
clerical employees.
EXAMPLES OF WORK PERFORMED
Train, supervise and evaluate the work of subordinate appraisal staff; establish and maintain
written documentation and computer appraisal records and reports; provide computer hardware and software
support to County personnel and the general public; ensure system security and backup measures.
Review and determine residential, commercial and agricultural land values through the consistent
application of established procedures and standards; develop estimates of property value through the
application of a variety of appraisal principles and techniques and statistical analysis; prepare benchmark
appraisals utilizing market values, comparative sales, and income approach; establish and implement appraisal
review system for all land parcels in Scotts Bluff County including commercial, agricultural and residential
properties.
Read and interpret legal descriptions, plat maps, and cadastral maps to determine ownership of
land or location of properties; perform physical inspections of real property; obtain digital and 35mm
photographs of property; record type, class and quality of property including improvements, area
measurements and other related information; prepare field sketches of buildings, structures and real estate
improvements; and determine property classifications of a variety of structures.
Answer questions and complaints from property owners and the general public; explain department
policies and procedures and related legal requirements and restrictions.
DESIRABLE KNOWLEDGES, ABILITIES, AND SKILLS
Considerable knowledge of the principles, methods, practices and techniques of real property
assessment and valuation.
Considerable knowledge of the statutes and ordinances governing real property assessment and
valuation.

Knowledge of surveying, mapping, zoning, and building architecture.
Knowledge of computer systems and applications related to property assessment and valuation.
Ability to assign, supervise and evaluate the work of technical and clerical subordinates.
Ability to establish and maintain effective working relationships with property owners, public
officials, other employees and the general public.
Ability to analyze and interpret technical data and maintain written and computerized records.
Ability to interact tactfully and courteously with the general public under adverse circumstances.
Ability to communicate effectively both orally and in writing.
Ability to accurately perform mathematical calculations and take accurate measurements.
Skill in the operation of a computer terminal, printer and related peripherals, calculator, digital
camera and other common office equipment.
DESIRABLE TRAINING AND EXPERIENCE
Graduation from an accredited four year college or university with coursework in real estate,
business administration, public administration or related field and considerable experience in appraising real
property.
MINIMUM QUALIFICATIONS
Graduation from a senior high school or equivalent supplemented by college level coursework in
real estate, business administration, public administration or related field and considerable experience
appraising real property or any equivalent combination of training and experience which provides the desirable
knowledges, abilities, and skills.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid State of Nebraska driver's license.
Possession of a valid Nebraska Appraiser's license.
