Major Scheme Business Case – Application for Full Approval

1. Introduction
1.1 This document is the Application for Full Approval for Department for Transport (DfT) funding of
the Hall Lane Strategic Gateway. This is a project for a restructuring of the highway network
where the main road route into the city from the M62 (and most of the rest of the country) enters
the central areas of the city.
1.2 The Scheme has completed the statutory procedures and the Compulsory Purchase Order and
the Side Roads Order were confirmed by the First Secretary of State on 15 October 2008 (see
            Appendix A).
1.3 It was first accepted for programme entry into the regional programme, for DfT funding through the
Regional Funding Allocation, in 2000 at a total scheme cost of £12.2m.
