Prescribed tender form along with terms and conditions can be obtained from the office of Agricultural Produce Marketing Committee, Office Complex, NFM Phase-II, Sarai Pipalthala, Delhi-110033 between 10.00 AM to 2.00 PM latest 12/08/08 on any working day on payment of Rs.500/- (Rs. Five hundred only). Tender form duly completed along with an earnest money deposit of Rs. one lac by pay order / demand draft / FDR in favour of APMC, Azadpur and other required documents should reach the undersigned latest by 3.00 PM on 12/08/08. The tenders shall be opened in the room of Secretary, APMC, Azadpur on 12/08/08 at 4.00 PM by the Tender Opening Committee in the presence of tenderers or their authorized representatives. The tendered should take care that the rate and amount should be written in such a way that interpolation is not possible. No blanks or blank columns should be left which would otherwise make the tender liable for rejection. There shall be no post tender negotiation except in case of negotiation with lowest tenderer. SECRETARY 4 A new office building has been constructed in New Fruit Market Phase- II Azadpur having an covered area of about 6600 sq. mtr. Comprising of room, halls, toilet as below: - 1. Basement For parking of vehicles 2. Ground Floor Hall below auditorium, 9 rooms, Kitchen, Dining, Lobby and corridor. 3. First Floor Conference Hall with pantry, Library, Central Computer, Photocopier, Chairman Room with rest room, Secretary Room, P.A. to Chairman & Secretary Room & Auditorium of 210 Seats capacity, Lobby & Corridor. 4. Second Floor Two Rooms for Joint Secretary, two rooms for PA to JS, Four staff halls, Lobby, Corridor. 5. Third Floor One Room for SE, 3 room for PE & EE, 6 Halls, PA to SE/PEs, Terrace over auditorium. 6. Service Block Three floor each having 175 sq. mtr. In overall there are 27 rooms, 12 Halls and 21 Nos. toilets, 4 Lobbies and 8 Corridors, about 1600 sq.mtr. area at ground floor requires scavenging work etc. At least 11 Safai-Karamcharies and one Supervisor for house keeping & 22 Security Guards & 2 Security Supervisors for security arrangement shall be provided by the contractor. Sealed Tender for Annual contract for house keeping and Security arrangement for new office building newly constructed in New Fruit Market Phase-II Azadpur, Delhi-110033 are invited from the reputed and registered firms/agencies having minimum five years experience in similar nature jobs. The general terms and conditions of the tender are as under: -. 1. The contract will initially awarded for a period of one year, which may be extended by the APMC, if the work of agency is found satisfactory. 2. The Contractor to whom the order are placed will be required to furnish by way of security deposit for the due fulfillment of contract, such sum as will amount to 10% of the value of contract. The Security deposit will be collected by deduction from running of bill of the contractor as the rate mentioned above and the amount of EMD shall be adjusted against the security. 3. The APMC holds the right to terminate the contract at any time during the period after giving one month’s notice without assigning any reason. 5 4. The staff deployed shall have police verification, which is a responsibility of Contractor. 5. The Contractor will provide the photographs, present and permanent home addresses of each person deployed in the office building within 30 days. In case of new appointments and any change, the Contractor will follow the same procedure of police verification and to provide photographs and addresses of his new employees. 6. Each of his workers will wear clean uniform and shall display the identity- card on the uniform. 7. The Contractor shall be responsible for any injury and accidents, to persons engaged by them and for damage to office furniture fixtures or equipment arising over the negligence on the part of contractor, and contractor shall indemnify the APMC for any monetary loss due to negligence on the part of its staff. 8. In the event of any of the worker not available for any reasons, the contractor shall immediately provide a substitute at no additional charges and shall ensure the same standards of cleanliness. 9. The Contractor undertakes that all labour laws enforced shall be duly observed and any liability if arises due to any default and / or an accident and consequent injury to any worker, it shall be borne by contractor and no responsibility or liability shall rest on the APMC. The contractor undertakes to indemnify all losses, damages, costs the APMC etc. and shall always keep in fully indemnified during their period of contract. 10. The Contractor shall not appoint any sub-contractor to carryout any obligation under the contract. 11. In case of dispute between the workers of the Contractor or in case of their absence from work, the contractor will make alternative arrangement for the above said job to the entire satisfaction of the APMC. 12. In case of any dispute between the parties with regard to the interpretation of any clause of agreement the matter shall be referred to the Arbitration of the Arbitrator appointment by the Secretary, APMC, Azadpur and the decision of the Arbitrator so appointed shall be conclusive and binding on both the parties. 6 13. It is also term of contract that no person other than a person appointed by the APMC would act as Arbitrator. 14. The Agency shall comply with all the legal requirement for obtaining licence under contract Labour (R&A) Act, 1970 at its own cost. 15. The APMC shall have all the rights to ask for removal of any employee of the agency, who is not considered to be of a good conduct, well behaved, competent, disciplined and orderly in discharged of his duties assigned to him. 16. If at any point of time, the information submitted by the Agency found to be incorrect, then the contract is liable to be cancelled without notice. 17. The Contractor will also pay the income tax, service tax, VAT as per rules. 18. The Contractor shall provide a non-judicial stamp paper of Rs.50/- for preparing a Rate Contract Agreement. 19. In case of uncleanness of any area or breach of any terms & condition of agreement a fine of Rs.2000/- per day would be levied or contract shall be cancelled on subsequently repetition of the panelize. 20. On termination/expiry of the contract the contractor will be required to vacate the office building within 24 hours. 21. Other conditions apart from these can be incorporated in the agreement as deem fit. 22. The skilled staff such as operator, electricians shall be provided on the day of function in the auditorium. 23. The boundary wall and compound wall lighting shall be maintained neat and clean. 24. Leakage in taps, cisterns, traps, tanks etc shall be checked & rectified as routine matter. 25. Any conditions which is found not deemed fit can be deleted. (A) TERMS & CONDITION FOR SWEEPING, SCAVANGING AND UPKEEEPMENT OF OFFICE BUILDING 1. The Contractor shall comply with all the legal requirements and for obtaining licence under the Contract Labour (R&A) Act, 1970. 2. The Tenderer shall abide by the provisions of the minimum Wages Act, 1948, the Contract Labour (R&A) Act, 1970 and other Labour Laws applicable to him. 7 3. The Tenderer shall provide Safai Karamcharies whose age shall be between 18 to 40 years. 4. The Contractor’s staff shall be available from 8.00 AM to 4.00 PM except on National Holidays and they shall not leave their place of duty without prior permission. 5. The Contractor shall be responsible to provide immediate replacement to take place of any Safai Karamchari, who is not available for duty at the place of posting and such other additional staff as may be required for additional area for which prior information has been given. 6. The Contractor staff shall work under the overall supervision and direction of APMC, Azadpur Delhi. 7. The Contractor shall also be responsible to provide all the benefits viz the Provident Fund, ESI, Bonus, Gratuity, Leave etc. to eligible staff engaged by the Contractor. 8. The Contractor shall have to produce documentary proof i.e. Voter Card, Ration Card/Telephone Bill/Electricity Bill/PAN No. issued by the Income Tax Department in support of identity. 9. The Contractor’s staff shall carry out such other duties as are entrusted to them from time to time. 10. The tenders not confirming to these requirements will be rejected and no correspondence thereof shall be entertained whatsoever. 11. The waste papers / garbage would be kept inside the complex and it shall be immediately deposited at the Municipal collection centre / APMC Dhalow 12. Paste control treatment as and when necessary. 13. Washing charges of lines to be born by the Contractor. 14. SCAVANGING OF TOILETS All toilets including pantries shall be constantly manned for scavenging purpose, which would include: - (a) Scanning of closets, urinals pots and its fittings i.e. waste pipes, wash basin the open surface channel and floor shall be kept stain cleaned through out the day. (b) The Urinal pots would always contain sufficient quantity of deodorant/disinfectant like Naphthalene balls so that the toilets 8 blocks are kept free from foul smell. The mopping of the floor by using detergents, deodorant / disinfectant like phenyl, cleanse etc. would be a continuous process. (c) The urinal pots and traps would always be kept free from any type of blockage. (d) The wall tiles, doors, floors of the toilets wash basin etc would always be kept unstained and dust free. (e) Washing and Scrubbing of floor areas, stair, gangways with detergents and dirt removing chemicals. 15. PERFORMANCE EVALUATION: - (a) The quality assurance of the sanitary services should be ensured regularly (daily, weekly, fortnightly or monthly) on the basis of the periodical reports furnished by the Contractor. (b) The Contractor and all his staff deployed for sanitation work will work under the supervision of the APMC, Azadpur, Delhi. (c) Appropriate records in reference to above shall be maintained by the Contractor at his own cost. 16. The Contractor shall have to provide any additional personnel for allocating any additional duty arising out as per the circumstances directed by the APMC, Azadpur, Delhi or any officer authorized by it, in addition to the duties of the personnel covered in this contract. 17. The Contractor has to use proper insecticides as per requirement like acid, phenol, melathion powder, lime powder, etc. regularly. 18. All tools and other equipment shall be arranged by the Contractor at his own cost. 19. In the event of any breach/violation or contravention of any of the terms and conditions contained herein by the Contractor, the said security deposit shall liable to be forfeited by the APMC, Azadpur, Delhi. The earnest money will be adjusted against security money. No interest shall be paid by the APMC, Azadpur, Delhi on the earnest money.. 20. Naphthalene balls/de-odorant shall be provided in all urinal pots. 21. Odonil shall be provided in all w.c.’s & toilets and shall be replaced every week. 9 22. The roof traps shall be cleaned daily and khuras shall be maintained neat and clean. 23. The floor traps shall be cleaned daily and any blockage if noticed shall be removed immediately. 24. The stonework of dado shall be cleaned daily. 25. The doors and windows frames shutter including sills shall be cleaned daily. 26. External structural glazing & Alucobond shall be cleaned & Maintained by other specialized Agency i.e. this is not in the scope of this work. 27. The corridor shall be mopped at least four times a day. 28. The room shall be mopped at least two times a day. 29. The external sweeping & cleaning shall be cared out daily. 30. The Auditorium of 200 capacity shall be maintained neat and clean. 31. All the washbasins shall be provided with liquid soap of Detol or equivalent brand. 32. Cleaning of floor carpet in Auditorium shall be carried out daily. Vacuums cleaning of carpet shall be carried out after and before every function in the auditorium. 33. The basement shall be maintained neat and clean. All the ceiling shall be cleaned daily for dust, web-cob etc. 34. External and internal Sewer lines, Manholes, road Gully chamber, storm water drain shall be maintained neat and clean. 35. The stair case i/c railing shall be kept neat & clean. Mopping shall be carried out at least four times a day. 36. The Contractor should be responsible to keep clean the all glasses fixed in the office building. TERMS AND CONDITIONS FOR SECURITY ARRANGEMENT 1. That the contractor shall comply with all the legal requirement for obtaining licence under contract labour (R&A) Act 1970. 2. The tenderer shall abide by the provision of the Minimum Wage Act 1948. The Contract Labour Act, Finance Act for Service Tax and other relevant laws applicable form time to time. 10 3. Every guard so appointed by the contractor shall wear the prescribed uniform i.e. summer uniform in summer and winter uniform in winter season and a badge bearing his name and designation, while on duty. The said uniform and badges shall be provided by the contractor at his own cost. 4. That the agency staff shall be available all the time as per their duty roster and they shall not leave their place of duty without prior permission. 5. That the agency shall be responsible to provide immediate replacement to take place of any security personnel who is not available for duty at the place of posting and such other additional staff as may be required by the APMC from time to time. 6. The contractor shall deploy at least 75% of the staff from amongst the categories of ex-serviceman/ex-para military force personnel not more than 50 years of age in sound health. The Civilian personnel should be sound health and should also be not more than 50 years of age. 7. That the staff deployed by the contractor shall work under overall supervision and direction of the Asstt. Security Officer/Security Officer / other officers of the APMC, Azadpur. 8. That the agency shall also be responsible to provide all the benefits such as PF, ESI, Bonus, Gratuity, leave etc. to the security staff engaged by the contractor. 9. The tenderer should submit details showing the ESI/PF deposited by them with the concerned authority during the last 3 years. 10. The Contractor shall have to produce documentary proof i.e. Ration Card/Telephone Bill/Electricity Bill/PAN No. issued by the Income Tax Department in support of identity. 11. The department shall have right to ask for the removal of any person of the agency who is not found to be competent in discharge of his duties. 12. The agency shall carry out such other duties in the event of fire or any other natural calamities. 13. Tender not confirming to above requirements will be rejected and no correspondence thereof shall be entertained. 14. The antecedent of the staff deployed by private security agency should be got verified from Delhi Police by the contractor. 11 15. In case of any dispute or difference the matter shall be referred for arbitration to the sole Arbitrator to be appointed by the Secretary, APMC, Azadpur whose decision shall be binding upon both the parties. 16. Only the Security Agencies with similar work experience of having deployed 100 (including 75% ex-servicemen) or more security personnel in Govt/ Semi Govt. Organization during the last 3 years shall be considered. 17. The Security Agencies should have the annual turnover of Rs.30 lacs for the last 3 years. As a proof of this the Agency should enclosed a copy of Balance Sheet duly certified by the Chartered Accountant. 18. The Contractor’s staff shall be available round the clock on all the days and they shall not leave their place of duty without prior permission. 19. The tenderer should also keep watch and ward of the plants and planters. 20. The contractor will be responsible for pilferage, loss/ theft of furniture, electrical equipments fixtures or any other article from the premises. Normal usage of equipments including T.V., V.C.R., A.C. Units to be supervised by the contractor round the clock. 21. Additional Security staff shall be provided on the day of function in the Auditorium. 22. The Entry Gate and exit Gate shall be provided with dressed Security persons. 23. Staff for locking and unlocking of room, on and off of lighting shall be provided round the clock.
