                                     Introduction

Welcome to the partnership development managers’ (PDMs) Essential Information
Pack. The pack collates and summarises all of the national administrative and reporting
systems you are required to complete for your school sport partnership (SSP) in
2007/08.

The pack has been divided into sections, relating either to a distinct process (e.g.
partnership development planning) or to a national partner (e.g. the Big Lottery Fund).
Each section summarises what resources or paperwork you need to refer to, and how
and when you need to submit them. A sample of each document is also enclosed for
your reference, although you will also have, or be given, original copies from the
relevant partner.

In addition, the pack contains a calendar of key dates showing which partnerships need
to do what, by when, for which national partner. Inevitably, due to early expansion,
reconfiguration or agreed flexibility, some partnerships may be operating at variance
with their phase. If you have any queries about the phasing of your partnership or a
programme, please clarify with the relevant national partner.

The pack should be read in conjunction with the Youth Sport Trust calendar of events,
which provides information on training and networking.

We hope this pack supports you in making your partnership as effective as possible in
achieving the national vision for physical education (PE) and school sport.

                                 YST Communication

Each SSP will have a nominated Development Manager within their region who will be
your main point of contact.

In addition to this is the support that the School Support Unit gives.

Reasons to contact SSU

Central point of contact – access to information
Networking – to confirm your attendance or non-attendance
Training – to book places on training courses
Advise us of changes to PDM and contact details

Training

Dates will be advertised on the SSP Xchange website
Email shots 6-8 weeks prior to event
Booking deadline – 2 weeks prior to the event
Confirmation – as applications received
Joining details to delegates – 2 weeks prior to event

If we are unable to offer you places on the event, we will add your details to a waiting list
and notify you if places become available or we put on an additional event

A cancellation fee may be charged to partnerships if delegates cancel
unnecessarily at late notice or fail to attend the course. If a cancellation fee is
applicable, it will be clearly stated on the confirmation/joining details.

Networking

Dates will be advertised on the SSP Xchange website
Where appropriate, invites/maps/agenda will be sent to the network – 4 weeks prior to
event
Deadline for confirming attendance – 1 week prior to event

                National Monitoring and Evaluation Process


Mandatory requirements
As a condition of award, SSPs are required to report nationally through two processes:
• annual PESSCL survey
• annual review.

Discretionary requirements

In addition, the Institute of Youth Sport (IYS) has been commissioned by the Department
for Education and Skills (DfES) to evaluate the work of SSPs. In previous years, this
involved selected partnerships completing a postal questionnaire and/or being a case
study. Further details will be issued.


Annual PESSCL survey

Resources
The survey is currently administered on behalf of the DfES by TNS. All schools within
the partnership are required to complete the survey as a condition of their award and
there are two methods for doing so:

•   On line model
•   Paper model


A copy of the PESSCL survey questions is enclosed. A letter notifying PDMs of the
process for 2007/08 will be issued week commencing 14th January 2008. Results are
analysed and PDMs will receive their partnership’s summary in the autumn term 2008.

Annual review

Resources
The annual review form enables the partnership to report on its progress against its
targets and the PSA target. It should be integral to your partnership’s ongoing review
and evaluation process, but only needs to be submitted annually. PDMs may choose to
submit the annual review within the given ‘window’ but no later than the final deadline;
this enables you to link it to your PESSCL survey returns. The template, an example and
a set of prompt questions are included on the partnership development planning process
CD. A copy of the template is enclosed for your reference.

The PESSCL survey is comprised of TEN questions:

   •   Question 1 – What is the total curriculum time in minutes that all pupils in each
       year group spend taking part in PE in a typical week?

   •   Question 2 – What is the total number of pupils in each year group who
       participate in at least two hours of high quality PE and out of hours school sport in
       a typical week?

   •   Question 3 – What is the total number of pupils in each year group involved in
       intra-school competitive activities during this academic year?

   •   Question 4 – Did you hold at least one school sports day or equivalent event
       during this academic year?

   •   Question 5 – What is the total number of pupils in each year group who have
       taken part in inter-school competition during this academic year?

   •   Question 6 – Which sports or activities has your school provided this academic
       year?

   •   Question 7 – For which sports or activities do you have links to clubs?

   •   Question 8 – What is the total number of pupils in each year group who have
       participated in one or more community sports, dance or multi-skill clubs with links
       to the school during this academic year?

   •   Question 9 – What is the total number of pupils in each year group currently
       registered as gifted and talented because of their ability in PE and/or school
       sport?

   •   Question 10 – What is the total number of pupils in each year group actively
       involved in sports volunteering and leadership this academic year?

Momenta is contracted by DfES to administer SSP’s nationally. This includes:
• Administering the application and expansion process
• Managing payment of the SSPs’ awards
• Maintaining a database of the SSPs’ details
• Processing partnership development plans and annual reviews
• Administering partnership requests on behalf of the SSCo delivery board.

PLEASE NOTE:


    •    Please read the accompanying ‘Instructions for the Completion of SSC5 – Year End Report’ and the ‘SSC5 –
         Audit Procedure For PDM’ documents. If you have any enquiries relating to the completion of the form, please
         contact the SSP Helpline 0870 190 6040 or SSCO@uk.aeat.com.

    •    Momenta must receive the completed signed form no later than the 1st December 2007. If you miss this deadline
         your second payment will be delayed, even if you have informed Momenta of the delay. Payment will only be
         made when Momenta are satisfied with the expenditure recorded on your return. Photocopied, emailed and faxed
         copies will not be accepted, even if they are received before the deadline. The form must have the appropriate
         signatures from your Host Organisation, PDM and Auditor. It will not be accepted if the relevant people do not
         sign it.

        recorded on their SSC5 return.

          not include unused PDM/SSCo/PLT days, as these cannot be carried forward. Any staffing costs or
          purchases made after the 1st September will also not be accepted. Note: if you are unsure if any of

          4) Total Annual Costs: Add together the Total Project Costs (2f) and Outstanding Invoices (3).

Auditor’s Approval: This must be signed by the auditor in order for the audit to be signed and
approved by Momenta. Audits not signed by an Auditor (see approved list) will result in a
delay in your February payment.

The completed signed form must be received by Momenta no later than the 1st December
2007. If you miss this deadline you will not receive your second payment, even if you have

                                           SSC5 – Audit Procedure For PDM



              For each year of your award funding will be paid to you based on the Grant Award agreed from your application.
              The award will be paid in two equal instalments (as long as all of your award conditions are being met) in
              October and February.


While the award is based on a formula funding calculation, the grant may be used by the partnership flexibly under the
programme’s Eligible Programme Costs list, however the minimum levels of provision as detailed in your application must be
adhered to e.g. a qualified teacher designated to undertake the SSCo role for a minimum of 2 days per week.

At the end of each project year (Academic Year, September to August) you will need to account to Momenta for the award that
your Partnership has received during this period by completing a SSC5 - Year End Report which shows your actual
expenditure. (Additional copies of these forms are available from Momenta). You will have three months from the end of
each project year to provide this audited information. The ‘Instructions for the Completion of the SSC5 - Year End Report’
should aid you in this process. If you are unsure if any of your expenditure is eligible, please contact Momenta before
completing and submitting your audit.



              Once you have completed the SSC5 – Year End Report form, a qualified Auditor must audit and sign it.



              Definition of an Auditor



    An auditor must be either a member of a body that belongs to the Consultative Committee of Accountancy Bodies
    (CCAB). These are:


    •     Institute of Chartered Accountants for England & Wales (ICAEW)
    •     Institute of Chartered Accountants for Scotland (ICAS)

report back to Momenta with a breakdown of your expenditure. Please complete the relevant section on the SSC5 - Year
End Report. These grants are additions to your annual award and can be carried over to the next project year. Bikeability or

Momenta must receive your SSC5 - Year End Report form by 1 December 2007. Partnerships, who for any reason miss
this deadline, will not be paid until Momenta have received the signed form and are happy with the expenditure recorded.
Photocopied, emailed or faxed copies will not be accepted. Please contact the SSP Helpline 0870 190 6040 or
ssco@uk.aeat.com if you have any queries regarding the eligibility of the expenditure or the completion of the form.


Due to feedback received from auditors and PDMs, the forms have again been amended slightly this year. The term
“accruals” has been replaced with “outstanding invoices”, however we have still asked PDMs to account for their accruals
from the 05/06 period, as this is how it was recorded on the 05/06 SSC5. Please note: under section one on the SSC5,
partnerships are required to record as “Total Annual Income” both the payments by Momenta and their accruals from
05/06. The reason for this is that Momenta need to see that partnerships have received all of the invoices for the accruals
that they had recorded as outstanding from 05/06. Under section 2e, partnerships are asked to record the “total amount of
accruals that were finally invoiced”. Any outstanding invoices or days still unclaimed from the 05/06 period, will be taken
way from your award funding.


Please read / check the following documents:


     •   ‘Instructions for the completion of the SSC5 Year End Report’ document.
     •   ‘SSC5 - Audit Procedure For PDM’ document.
     •   Ensure the SSC5 - Year End Report is for the correct grant recipient and funding period. The partnership award

The School Sport Partnership grant is merely calculated via the simple formula above giving suggested costs for
staffing. However, funding can be varied between spending lines as long as all expenditure is in line with the eligible
items.

You have the flexibility to deploy the funds as you see best. For example, the specialist link teacher costs could be
below formula allowance and the surplus utilised elsewhere within the partnership, for example to contribute towards
a discretionary award.

There are three caveats:
   • all funds must be used on eligible expenditure only;
   • you must not exceed the overall award value;
   • and all infrastructure posts must be delivered.

Database
In addition to its use by Momenta, the DfES and the Department for Culture, Media and
Sport (DCMS), the database is shared with the Youth Sport Trust and the Big Lottery
Fund. It is essential, therefore, that you inform Momenta of any changes to partnership,
PDM, school sport co-ordinator (SSCo) or primary link teacher (PLT) details so that
resources and funding can be distributed appropriately.

               Big Lottery Fund & Out of School Hours Learning (oshl)

Big Lottery Fund (BIG) distributes national lottery good cause funding across the UK. It
manages the targeted, out-of-school-hours learning (oshl) programme for SSP’s.

Oshl activity also known as Study Support not only makes an important contribution to
the 2008 PSA target; it can play an important role in whole school improvement &
raising standards. Oshl can make a significant contribution to the five outcomes of Every
Child Matters & furthermore forms part of the core offer of Extended Services. OSHL
opportunities have been placed at the fore of the recently launched policy ‘Positive
Activities for Young People’ through the Youth Matters agenda & can act as a key driver
towards the delivery of personalised learning. Oshl is not just another initiative but
should be embedded within the ethos & practice of schools & partnerships to support
young people in becoming more effective learners & to raise achievement. Find out

During the last academic year, Phase 10 SSP’s were given the opportunity to apply for
grant funding whilst partnerships within previous phases were given the opportunity to
apply for expansion funding for any new schools configured to their partnership prior to
September 2006. These grants were assessed over the summer period with the majority
of activities & grants due to commence from September 2007.
During the academic year 2007/08, SSP’s will therefore continue to be required to
undertake grant management of both their original & expansion grants. In addition to
running the proposed activities & ensuring these are compliant with BIG’s terms &
conditions.


Grant Management
Please note that, further to the transfer of BIG grants to a new database, all phase 1-9
SSP’s were issued with a new BIG URN from April 2007. It begins: EOO/1/000321 –
with a further 3 digits unique to your project. Please always quote this new URN in
correspondence and phone conversations with BIG.
Your grant offer letter from BIG will set out a monitoring timeline with key dates.
Important dates for SSP action during 2007 /08 are also listed below. Grant
management will require the completion & submission of the following forms:
Early Project Review – for new & expansion grants, to report upon the first term of
activity (Sept – Dec)
Annual Monitoring Review (GM08) – to be submitted to BIG in December to report upon
the previous year of activity (Sept – Aug). This includes financial reporting on the
previous year.
Sustainability Questionnaire – to be submitted to BIG in the penultimate year of the
original grant and the expanded grant to detail how activities are either being sustained
or exit routes provided for target groups
First payment, Revenue & Capital Claim Forms (GM03/04/05) – to be submitted to BIG
in accordance with dates below in order to draw down future tranches of your grant.

Financial Management – Advice for SSP’s

   •   Ensure that BIG money is being paid into a separate cost centre within the school
       budget – this is a requirement of the grant. Keep original & expansion grants
       separate so the money does not get confused
   •   Discuss the grant & reporting requirements with your school bursar to ensure
       they are clear on what is required for reporting purposes
   •   Ask the bursar if they can set up the same cost headings (staffing, volunteering,
       pitch hire etc) as laid out in the financial reporting spreadsheet by BIG
   •   Don’t always rely on the bursar, PDM’s must also keep their own records of how
       much an activity is costing as it progresses (it will then be easier to detect any
       likely over or under spend) & plan future spend accordingly
   •   If delegating activities to other schools & SSCo’s, PDM’s must ensure those
       responsible keep financial records & invoices & these are reported back to the
       PDM within a specified deadline. This is also key for the monitoring & evaluation
       of the activities

Under Spends
SSP’s must liaise with BIG over any foreseeable under spends & ensure the grant is
committed to an activity. SSP’s risk losing funding, if under spends remain uncommitted.
PDM’s should ensure they have a regular handle on the financial progression of the
grant. Upon review BIG may be able to allocate additional time for SSP’s to utilise any
under spend. Please contact your Grant Officer immediately if you feel this may be
applicable to your partnership.

Service Level Agreements (SLA)
SLA’s are set up as a result of SSP reconfiguration. Where there is a misallocation of
funding arising from reconfiguration there may be a need to move the funding back to
the partnership where the funding is actually needed. Contact your BIG Grant Officer if
you feel this may be applicable to you & an SLA is required.

      Grant Dispute & Suspension - Important!
      BIG expects SSP’s to comply with the terms & conditions of the grant, the monitoring
      timeline sent with the grant offer & the deadlines specified above. BIG will try to remind
      you of deadlines, will include updates of deadlines in YST Team Talk and will chase for
      information using chase letters and pre-formal warnings, but it is your SSP’s
      responsibility to provide information before the deadline date. If an SSP fails to submit
      the necessary information to BIG within the deadlines specified, the partnership risks
      their grant being suspended through BIG’s dispute procedure.

      A formal warning will be issued if the dispute lasts longer than a week. A formal
      warning is issued where a project is shown to be demonstrably non-compliant with the
      terms of its contract. It will be held on record not only by BIG but is shared with other
      grant making organisations. It may affect the SSP’s ability to apply successfully for
      grants in the future.

      Failure to respond to the Formal Warning process could result in the SSP’s grant being
      reduced, clawed back or terminated. Don’t let your grant get to this stage!

Guidance & Support

SSP’s should communicate any issues, difficulties with meeting deadlines, possible
under spends, changes to their programmes etc with their BIG Grant Officer. BIG have
notified all phase 1-9 partnerships of the name of your grants officer. Phase 10
partnerships will be advised of the name of their grants officer for grant management
when their awards are offered. As far as possible BIG try to avoid changing grants
officer, but occasionally grant volumes and changes in staffing necessitate changes. If
you are unsure of who your grants officer is, then please contact the programme
administrator, Louise Purdy - 0191-376-1911. (Louise.Purdy@biglotteryfund.org.uk).

Work in the BIG OSHL/SSCo team is generally allocated on a regional basis. If you can’t
obtain information on other project via network meetings and other contacts, then your
grants officer may be able to help steer you towards good practice undertaken by other

BIG Visits
BIG will visit SSP’s / projects where:
   • The project is deemed to need additional support
   • The BIG database comes up with a random management visit.
   • The project is selected by programme management for a compliance review
   • The project appears to be at risk of needing additional support or compliance
      review and a visit is deemed a way of supporting the project in avoiding either of
      these outcomes.

              Youth Sport Trust Core Programme Information

In addition to the PESSCL-funded programmes that are available to all partnerships,
there are some national programmes that are offered to a limited number of SSPs. This
may be due to funding conditions (e.g. sponsors wishing to target specific geographical
areas), the wish to pilot programmes before general release or because of targeting
related to specific issues.

A number of Youth Sport Trust programmes are also available through the national
professional development programme. Access to training and resources should be
discussed with your local delivery agency (LDA)

Step into Sport
Step into Sport is one of the strands of the PESSCL Strategy. The school-led strands,
i.e. Sport Education, TOP Link and Community Volunteering, are managed, on behalf of
the DCMS, by the Youth Sport Trust. All SSPs are invited to join the Step into Sport
programme and, usually, commence delivery at the start of their second year.

Resources
Comprehensive resources are provided for each element of the programme and include
registration forms for TOP Link and the one-day leadership conferences and for the
community volunteers’ camp, these are all included in the Step into Sport Guidance
Pack which will be distributed by email and post to all PDM’s in September 07. In
addition, national training dates for Sport Education are advertised in Team Talk or sent
direct to PDM’s.

Multi-skill Clubs

Multi-skill Clubs are funded through the PESSCL Strategy as part of the school – club
links strand and form a key step in the player pathway for 7-11 year olds.

In 2007-08 all phase 1-9 SSP’s can access £200, as a contribution towards helping to
sustain a minimum of four Multi-skill Clubs. In addition to this, SSP’s can apply for one of
300 Multi-skill Club innovation grants, to support targeted work in one of the following
focus areas:
    • Increasing the involvement of young disabled people in Multi-skill Clubs
    • Extending high quality links with community sports clubs
Each partnership can apply for one innovation grant of up to £500 towards a project
targeting one of the focus areas.

Phase 10 SSP’s will be offered a slightly different funding package in October 2007.

Multi Skill Academies
This programme was launched in 2003 with the aim of creating a multi-skill environment
and developing FUNdamental movement skills among all gifted & talented young
sportspeople. The MSA’s are predominately held in Sports Colleges either over
consecutive full days in school holidays and/or as part of an after school programme.
Multi Skill Academies (‘MSA’s’) aim to bridge the transition between primary and
secondary education and reduce the drop out in this key age group. MSA’s assist gifted
& talented year 6 and 7 pupils to develop core skills, including agility, balance, co-
ordination, body awareness and thinking.

Development of case studies and examples of practice
Critical to the process of sharing effective practice across the network of SSPs is the
collation and development of case studies which are showcased on the School Sport
Xchange. Examples will often emerge from the targeted work described above, and
case study submissions are welcomed and encouraged. This is an optional process, but
helps you and us evidence the impact of PE and school sport.

The SSP development awards are key to identifying and disseminating examples of
innovative practice. The application process mirrors the timescale for the annual School
and Sport Partnerships Conference and the awards are made at the conference. Award
winners, and runners-up, are expected to work with the Youth Sport Trust in developing
their example into a case study that will be shared with other partnerships.

            Other DfES or DCMS Targeted or Pilot Programmes

As the PESSCL Strategy continues to develop, the DfES and DCMS are supporting the
roll out of additional resources to the infrastructure of SSPs. Usually these additional
elements are piloted with a limited number of partnerships before general roll out
commences. This enables practitioners to influence and inform future development and
builds effective local practice into the national network. PDMs in these partnerships may
have some administrative tasks relating to the development of, and reporting on, the
pilot stage. Wherever possible, reporting is built into existing partnership requirements.

Current elements include:
• community sports coaches
• competition managers
• Top up swimming.


Community sports coaches
DfES-funded community sports coaches are deployed within partnerships to increase
levels of participation by targeted groups of young people. Roll out of the programme is
determined by DfES, according to need as highlighted by the annual PESSCL survey.
Targeted partnerships will be contacted direct and supported through the Youth Sport
Trust.

Competition managers
Competition managers work across partnerships and are funded to increase and
improve young people’s participation in high quality competition. Roll out of the
programme is determined by DCMS, according to need as highlighted by the annual
PESSCL survey. Targeted partnerships will be contacted direct and supported through
the Youth Sport Trust.

Top Up Swimming
The scheme is being rolled out to all SSPs in two phases with total coverage over the
next two years and all partnerships should have received a letter informing them of the
next steps. Regional Amateur Swimming Association (ASA) co-ordinators are in place
to provide help and support on the scheme.
