Minutes of EIFSC board meeting: 9 October 2008 Members Present: Tammie Hoover, Nancy Krutzfield, Dawn Gifford, Cari Christiansen, Neil Bernstein, Charlotte Hays, Becky LeDuc, Sandy Bodnarek, Judy Hoover Members Absent: Jen Rigdon Others: Mellisa Harrs, Bryn Hayes, Jackie Brown, Scott Schoenike, Mike Pokorny, Jeff Hoover 1. Welcome and introduction of guests: 7 PM 2. Approval of 11 and 18 September minutes: Nancy moved Sandy seconded—approved unanimously 3. Rink updates—Scott Schoenike Scott said that party rooms will not be available until 1 Jan 2009, at the earliest. Some weekends may need to be used for competitions, and that can be accomodated. Budget-wise: No money has been cut from ice rink, but budget is being re-assessed. If Learn to Skate continues to lose revenue, money needs to be allocated better. Programming director/marketing slot needs to be filled, and it will be filled in the next few months. From his standpoint, he feels that the rink should be a fun activity and less involved with upper-level skaters (our responsibility). EIFSC should be beneficiary as skaters become more serious. Scott envisions the new position to be more of a marketing person than a figure skating person. Scott said qualifications for the position would be a marketing person with figure skating understanding/experience. Salaried/full-time. Scott feels that rink controlling Learn to Skate has unclear boundaries with EIFSC. Dawn pointed out that USFS has a bridge program that we have not implimented. It was suggested that the new person be involved in USFS. Free resources are avialable. Susan Worley heads up membership resources for USFS. Ice scheduling: no perfect answer to make everyone happy. An effort is being made to standardize the schedule and try not alter the schedule erratically. He is trying to develop consistency. There is a 3 month period when ice time is in short supply, but the other 9 months are less of a problem. Keeping a sheet of ice open is expensive. More figure skating ice is needed for lessons and practice. It is hard to get students here until after school lets out. If committed to program, more opportunities for ice are needed after 5 PM. We met with Brian Varney over the summer to give him marketing ideas. We need to re-generate the list. How can we help? Rough Riders are main tennant of the rink—number one priority. Hockey and Figure Skating program are potentially equal, but hockey is growing faster. Women's hockey is growing across the US. Scheduling will become tighter. The magnitude of the 2010 Midwest/Pacific synchro competition in January was discussed in terms of what it means for the rink, the club, and city 1 revenues. No capital campaigns for buildings under Scott's jurisdiction. Need plan for capital improvements. Do you see role of EIFSC to attract major events?: Two sides—it makes ice time tighter, but it is important for the city. Rink gets no subsidy from city. Operating expense is supposed to be self-sufficient. Last year, the building lost $75,000; $50,000 year before. There was much talk back and forth about value/time/risk management/balances of commitment of club as it interacts with rink. Hotel/motel grant strategies were discussed. Scott said that he would work with us on it. How do we make our champion skaters better known to community? Rink website needs to be re-organized. 4. Officer’s Reports: President Tammie Hoover: Club Ice - Jeff is leaving our club ice on Oct 23rd and Jan 15th. He said he now only has to make up 3 CRHA practices and he is going to have one switch to another time. He also said on December 13th (in-house competition) he is moving us to the NHL rink and an early time of 10:30-11:30 (only 15 minutes earlier). Recommend continue to invest in CD‘s due to the current volatility in the investment banking industry. Farmers State Bank current CD rates are 7-10 month 3% and 15 month 3.25%. Approved along with treasurer's report. Tammie sent an e-mail soliciting input of potential financial advisors that could address the club. Neil has begun to compile a list. 5. Committee Reports: Tammie Hoover: EIFSC Invitational/Synchro; See Appendix for draft announcement There have been a few changes including registration deadline dates. The document is being updated. Charlotte/Tammie: Pac/Mid Synchro and agreement to host:The LOC Do we need to cover advertisements in the rink? Need to clarify with USFS how non-qualifying teams will be registered. How much of a grant is offered—if any? 3 Dawn moved that we approve of contract pending satisfactory resolution of questions. Nancy seconded. Approved unanimously. Housing Statement: The Eastern Iowa Figure Skating Club is placing a top priority on ensuring that all teams attending the 2010 Midwestern/Pacific Synchronized Sectionals have clean, affordable, comfortable housing during their stay in Cedar Rapids. We have personally visited each of the hotels committing blocks of rooms for the competition to confirm that the hotels meet high standards of quality and can accommodate teams of all sizes. Help us make this a pleasant stay for all teams by working with our local housing committee to fill these blocks. On July 1, 2009, on this website we will be providing information on the blocks of rooms reserved and accepting requests for reservations of rooms. Please respect this request by not trying to book rooms earlier. We will be working closely with the Cedar Rapids Area Visitors and Convention Bureau to bring you the best that our region has to offer. Sandy Bodnarek: Test Session: See Appendix Sandy stated that the test session went well. The senior plaque is ready. Sandy left for another meeting 8:20 PM Becky LeDuc: Membership/Directory: See Appendix Confidentiality Notice approved. New members Nadia and Mira Hemaiden approved. Nancy Krutzfield: Ice Show Only 20 people registered at this time. Suggested that we not cast the event at this time. Re-visit this again at next meeting, and we will have a better idea about ice costs. Our exististing hotel/motel grant says that we will do an ice show. Strategies for getting more skaters were discussed. Lisa already talked to synchro parents, but the majority of the synchro team members are new to the club. Nancy and Dawn will discuss further strategiesand will send out a notice stating that casting will be postponed. Tammie/Neil: Synchro—history of fundraising for synchro and letters reviewed. It was pointed out how fundraising was put in budget last year, but synchro this year was not going to have a line item for fundraising to be conservative. However, it was still made clear that fundraising was going to happen. Dawn pointed out that agreements between sponsors and Blue Diamonds need to be clear to the board. Tammie explained the ontogeny of how the letter came about as sponsors solicited club members. It was decided that more communication is needed if fundraising letters are sent out. Board needs to approve letters before they are sent out so that we do not go to sponsors twice or promise things that we cannot fulfill. 4 Synchro club is have more regular mettings and have regular reports to the board. Melissa Harrs will be the board representative. 6. Old Business: Music Equipment: Dawn is still looking into warranty because repairs are almost $175 for a $299 piece of equipment. Harness: The harness was inspected. Jeff got the lift from the Kernels so our only charge will be the $185 dollars, and it will be billed with our October ice bill. The harness can be used. 7. New Business Carrie Christiansen is the new coach liason. Hotel/Motel Tax Grant Application: See attached proposal in the Appendix. Conditionally approved with modifications. The proposal will be split to apply Operating Category and the other part will be for the Event Category. Neil moved and Becky seconded---approved unanimously. To help skaters defer the cost of registrations and travel expenses that is incurred by participating in such qualifying competitions. Eligibility: To qualify to participate in the EIFSC sponsorship program a skater must be a primary club member in good standing of the Eastern Iowa FSC for 3 or more consecutive years as of July 1st of the year of the qualifying competition. The family receiving the grant must also complete the volunteer requirements for the previous membership year to qualify for this sponsorship program. All members of a synchronized skating team must also be members in good standing of the Eastern Iowa FSC, but do not all have to meet the 3 year membership requirement for the team to be eligible. Grant Program Detail Description:  The EIFSC Athlete Grant Program is from February 1st 2008 – February 1st 2009. The 2008 plan is capped at $10,000 total award and will be distributed in the following manner.  Tier One o A single maximum $250 grant will be awarded to each skater that completes all required skates for their level in the Upper Great Lakes Regional Qualifying Competition for that competition year. This includes Juvenile, Intermediate, Novice, Junior and Senior level singles participants, each pair participant and each dance participant. This grant will cap at $2,000 and will be divided equally between the eligible participants, but not to exceed $250 per participant.  Tier Two o A single maximum $500 grant will be awarded to each skater that completes all required skates for their level in the Midwestern Sectional Qualifying Competition or the US Junior National Championship or USFS National Showcase or USFS National State Games for that competition year. This includes Juvenile, Intermediate, Novice, Junior and Senior level singles participants, each pair participant and each dance participant. National Showcase Group Ensembles will not be eligible for this grant due to other club support opportunities in the 2008/2009 budget. This grant will cap at $4,500 and will be divided equally between the eligible participants, but not to exceed $500 per participant.  Tier Three o A single maximum $1000 grant will be awarded to each skater that qualifies and completes his or her required skates at the USFS National Championships. This includes Novice, Junior and Senior level singles participants, each pair participant and each dance participant. This grant will cap at $4,000 and will be divided evenly between the eligible participants, but not to exceed $1000 per participant.  A single maximum $500 competition expense grant for the registration fee will be awarded to the synchronized skating team that completes all required skates for their level in a USFS Qualifying Competition for that competition year. This includes Juvenile, Intermediate, Novice, Junior and Senior level. This grant will cap at $1,000 and will be divided equally between the eligible teams, but will not to exceed the event registration 9 amount.  The competition expense grants are to be paid upon the completion of the required skates. No grants will be awarded if a skater should withdraw APPENDIX 1 0 April 17-19, 2009 Chief Referee: DG Garrity Entries must be postmarked by: March 25th, 2009 Sanctioned by United States Figure Skating Hosted by the Eastern Iowa Figure Skating Club 2009 Eastern Iowa Invitational April 17-19, 2009 This is a sanctioned, non-qualifying competition conducted under the rules set at the 2008 U. S. Figure Skating Governing Council and in the 2009 USFS Rulebook. It is anticipated that events will begin on Friday afternoon, April 17th, with a test session Friday evening and practice ice beginning on Friday morning. LOCATION OF ALL EVENTS: Cedar Rapids Ice Arena, 1100 Rockford Rd SW, Cedar Rapids, IA 52404 EVENTS This competition will include the following ladies and men‘s events: Free Skating: Limited Beginner-Senior, Adult Artistic: Limited Beginner – Senior, Adult Short Program: Juvenile through Senior Spins: Limited Beginner-Senior, Adult Championship Events: Juvenile-Senior Jumps: Beginner-Senior Compulsory Moves: Limited Beginner-Juvenile/Open Juvenile Pairs: Pre-Juvenile -Senior, Adult 1 1 ELIGIBILITY Skaters must be eligible persons registered as members of U. Practice Ice: Skaters will be able to reserve practice sessions before their events; practice ice is available in 30-minute sessions at a cost of $12/session, with a limit of 2 sessions per event. Requests for reserved practice ice received after the postmark deadline of March 25th, 2009 will not be accepted. Keeping the safety of the skaters in mind, attempts are made to keep sessions separate by skating level. Practice sessions are expected to begin no earlier than 6:00 am on Friday, April 17th, 2009. Practice ice confirmation and times will be returned with your event confirmation. Additional practice ice: Remaining practice ice at Cedar Rapids Ice Arena will be available at the Registration Desk, and sold on a first come, first served basis only, at a cost of $15 per session. No phone calls will be accepted for additional practice ice. Coaches, parents and skaters may purchase practice ice for only one skater at a time, unless for members of the same family. Additional sessions beyond the two per event allowed during pre-registration may be purchased at the registration desk also. Registration Desk The Registration Desk at the Cedar Rapids Ice Arena will be open 1 hour prior to the first event each day and will remain open through the last event of each day. Each skater must check in upon arrival, at least 45 minutes before each event. BULLETINS AND NOTICES Prior to the event, updated schedules and information will be available at www.eifsc.org. During the competition, a bulletin board displaying official information will be located in the lobby of Cedar Rapids Ice Arena where any important information regarding this competition will be posted. Posting on this board will be considered sufficient notice to all competitors. AWARDS All Limited Beginner, Beginner and Pre-Preliminary event skaters will receive an award for participation. In all other events, awards will be presented to at least the top five placers in each event. Awards will also be given to the top five skaters for the combined short and long programs in initial rounds of Championship events. Award recipients are encouraged to participate in the awards presentation and photography regardless of placement. MUSIC Music will be played from CD‘s only. The CD must contain only the selection for the event. Music must be clearly marked with the skater's name, event, group, and correct playing time in minutes and seconds. Skaters must have back-up CD of their music at rink side during their event. Music may be picked up at the registration desk within an hour of the completion of the skater‘s event. The Eastern Iowa Figure Skating Club cannot accept responsibility for unclaimed music. RINK Cedar Rapids Ice Arena has an Olympic and NHL sized rink. We expect events to be held in each rink. Locker rooms and concession facilities are available. ACCOMMODATIONS Cedar Rapids Ice Area is located on Cedar Rapid‘s Southwest side. There are many choices for accommodations in the surrounding area. Information on hotels will be listed on our website at www.eifsc.org . Even though you won‘t know your exact plans/schedule until closer to the event, please consider booking as early as possible to secure room. 1 4 MISCELLANEOUS T-shirts and sweatshirts will be available at the competition. If you are interested in placing an ad, for your skater, or upcoming competition in the competition program, details are available on the final page of the announcement. CRITIQUES: Critiques will be offered only for Juvenile through Senior events. A schedule will be available at registration. Events to be critiqued will be listed on this schedule. An attempt will be made to include both short and long programs depending on the number of entrants. Critiques will be open only to skaters and their coaches. The Championship Event is a combined event consisting of the Short and Long Program. Should entries call for an initial round, it will include both the Short and Long Program; the final round will include only the Long Program. The number of skaters moving from initial rounds to the championship round will be posted at the competition. Skaters are allowed to enter both the Championship events and separate Short Program and Free Skate events. PAIR EVENTS Pair Free Skate events will be offered at the Pre-Juvenile, Juvenile, and Intermediate. The Pair Event is a combined event consisting of the Short and Long Program for Novice, Junior and Senior levels. Test requirements apply to both partners. Program requirements are based on the current US Figure Skating Rulebook for the 2008-2009 season as per 4020-4101. Pairs may compete at one level higher than their test level. Skaters will be given two opportunities to perform each jump and will be judged on the best one. Each skater will perform all of her/his jumps in sequence. For example, if the two jumps to be performed are the double flip and the double loop, Skater #1 will take the ice individually and be given two attempts at the double flip. Skater #1 will then be given two attempts for the double loop. The process will then be repeated for Skater #2, and the rest of the skaters. An axel will be considered a single jump. In 2 2 situations where the skater is given the choice of the jumps to be performed, the first attempt will determine the jumps to be judged and the skater will not be allowed to change jumps on the second attempt. S. Figure Skating. To be eligible, skaters must have submitted a membership application or be a member in good standing. Initials 1 _____________ U.S. FIGURE SKATING AGREEMENT TO HOST 2010 Midwestern & Pacific Coast Synchronized Skating Sectional Championships This AGREEMENT TO HOST (―Agreement‖) the 2010 Midwestern and Pacific Coast 41 Synchronized Skating Sectional Championships made this 1st day of October 2008, by and between the United States Figure Skating Association, a Colorado non-profit corporation (―U.S. Figure Skating‖), and the Eastern Iowa FSC (―LOC‖). In consideration of the mutual covenants contained in this Agreement, U.S. Figure Skating and the LOC agree as follows: A. U.S. Figure Skating is the national governing body of the sport of figure skating as recognized by the United States Olympic Committee (USOC) and has jurisdiction and authority over the sanctioning and regulation of eligible figure skating competitions in the United States. B. LOC desires to host a U.S. Figure Skating-sanctioned, qualifying competition. C. All commercial rights to the 2010 Midwestern and Pacific Coast Synchronized Skating Sectional Championships (―Championships‖) and all rights relating to television, radio, internet, broadcasting, video recording, webcasting, internet hosting, and photographing of the Championships and all advertising and commercial sponsorship of figure skating teams and events of U.S. Figure Skating are the sole and exclusive property of U.S. Figure Skating, except as assigned to the LOC under this Agreement. I. THE CHAMPIONSHIPS a. The Championships are scheduled to be held January 28-30, 2010 in Cedar Rapids, Iowa b. In August 2008 (―Date of Bid‖), the LOC submitted an ―Application for Organizing and Hosting the Championships (―Application to Bid‖). On August 21, 2008 U.S. Figure Skating awarded the bid to host the Championships to the LOC. c. Based on the terms in the Application to Bid, U.S. Figure Skating sanctioned the award of the Championships to the LOC. By that award, U.S. Figure Skating has delegated certain responsibilities and assigned certain rights regarding the planning and conduct of the Championships to the LOC as outlined in this Agreement and in the terms of the Application to Bid which are adopted and incorporated in this Agreement. II. U.S. FIGURE SKATING RESPONSIBILITIES a. U.S. Figure Skating Entry Fees Pursuant to the U.S. Figure Skating Rulebook, U.S. Figure Skating will pay entry fees to the LOC based on the number of registered competing teams, which is determined as of the close of entries, excluding the following: Initials 2 _____________ i) Teams receiving a bye based on international or open-type assignments as 42 outlined in the applicable Competition Rule ii) Teams receiving a bye as outlined in the applicable Competition Rule. v) All administration/processing fees will be retained by U.S. Figure Skating. (LOC will receive $500 / qualifying level team and $250 / nonqualifying level team. U.S. Figure Skating will retain the $10 processing fee / team.) c. Registration for the Championships U.S. Figure Skating will process all entries for the Championships. This includes the following: i) Processing of all entry fees. ii) Providing entry reports to the LOC Chair for the Championships, the Chief Referee and the Chief Accountant. d. Assignment of Competition Officials for the Championships U.S. Figure Skating shall assign the Chief Referee and other officials, including but not limited to, the following: judges, technical panel and accountants whose duties and responsibilities are outlined in the Competition Rules (―CR‖) of the most recent edition of the U.S. Figure Skating Rulebook. The LOC is responsible for all assigned officials‘ expenses as outlined in the terms of the Bid Application and the U.S. Figure Skating Rulebook. e. U.S. Figure Skating Approval of Technical Aspects, Schedule and Arrangements of the Championships. The Chief Referee, whose duties and responsibilities are outlined in the CR of the most recent edition of the U.S. Figure Skating Rule Book, in conjunction with the U.S. Figure Skating Competitions Committee Chair, shall be responsible for the coordination and final approval of all technical aspects of the Championships. The final competition and practice schedules shall be subject to the approval of the Chief Referee with input from and in consultation with the LOC. f. U.S. Figure Skating Signage The LOC agrees and acknowledges that U.S. Figure Skating will determine whether the existing rink boards in the main and secondary arenas will be covered to accommodate U.S. Figure Skating signage at the Championships. The LOC warrants that, if requested by U.S. Figure Skating, it will provide U.S. Figure Skating with clean rink boards at the main arena and any secondary arenas used for the Championships on which to affix its signage system. In addition, (i) any scrolling signs, matrix boards, LED signs and the videoboards in the main and secondary arenas in camera-view of the broadcaster at the arenas will not be illuminated/operational during the Championships, and (ii) any back-lit signs in the main and secondary arenas in camera-view of the broadcaster will not be illuminated. The LOC is 43 additionally responsible to hang U.S. Figure Skating supplied signage during the Championships, Initials 3 _____________ the placement of which will be determined by U.S. Figure Skating. After the conclusion of the Championships, the LOC will return such signage to U.S. Figure Skating in substantially the same condition. U.S. Figure Skating will supply and pay for the costs associated with the production and shipping of any applicable signage to be placed in the main and secondary competition arenas for the Championships. g. U.S. Figure Skating Advertisements U.S. Figure Skating will supply up to eight (8) pages of national sponsor advertising, promotional ads and/or editorial content regarding U.S. Figure Skating activities to the LOC to be placed in the Championships Event Program. In addition, an event welcome letter from the President of U.S. Figure Skating will be provided for inclusion in the Championships Event Program. These pages will be provided as high resolution .pdf documents (or mutually agreed upon format) on a CD in both four-color and black and white versions. The design of these pages will be an expense of U.S. Figure Skating. The program production, ad placement (welcome letter to appear in the first four pages) and selection of ad version, color or black and white, is to be determined by and at the expense of the LOC. The LOC will provide U.S. Figure Skating with written submission deadlines for event program artwork and editorial at least thirty (30) days prior to the deadline date. h. U.S. Figure Skating Vendor Concourse Booths U.S. Figure Skating Reserves the rights to place up to five (5) vendor booths on the concourse of the main event area at no cost to U.S. Figure Skating or the vendor. These vendors may include, but are not limited to, U.S. Figure Skating information, U.S. Figure Skating merchandise sales (no official event merchandise), U.S. Figure Skating national sponsor, competition DVD sales, etc. These booth spaces must include access to power, internet, one (1) 8‘ table, two (2) chairs and have a minimum footprint of 10‘x10‘. Additional services may be required. III. LOC RESPONSIBILITIES a. Expenses of the Championships The LOC agrees to pay all expenses involved with organizing and conducting the 44 Championships (unless otherwise specifically provided in this Agreement) including, but not limited to expenses for the following: competition arena and ice rental; officials‘ transportation, lodging, meals, officials‘ dinner and gifts (if provided by LOC); advertising/promotion/publicity; competitors‘ gifts and competitors‘ party; local transportation; event specific merchandise/souvenir/pins; telephone; volunteer expenses; music equipment and coordinators; sanction fees, if any; necessary competition forms; computer costs; and shipping expenses to and from headquarters of items required to host the Championships including, but not limited to trophies, medals and participation certificates for competitors, music mini kits, IJS equipment; and for any other expenses incurred in connection with the organization and conduct of the Championships. Compliance with U.S. Figure Skating Rules The LOC agrees it will comply with all applicable rules as outlined in the most recent edition of the U.S. Figure Skating Rulebook. The LOC also agrees to comply with any subsequent U.S. Figure Skating rule changes and policies affecting the Championships. If additional expenses are incurred by the LOC as a result of changes in applicable Rules and/or U.S. Figure Skating policies governing the Championships that went into effect after the Championships were awarded, U.S. Figure Skating at its sole discretion may direct that the change be implemented, provided that U.S. Figure Skating shall be solely responsible for all additional costs directly resulting from any such rule and/or change. c. Staffing/Scheduling of the Event The LOC shall appoint a local Chair of the Championships who shall be responsible for coordinating the activities of the LOC with the efforts of the Chief Referee and of all assigned personnel of the Championships. All venues identified in the Bid Application will be scheduled at the discretion of the Chief Referee. The local Chair is also responsible for communication of all information required under this Agreement with U.S. Figure Skating. d. Official Announcement The LOC is responsible to adhere to the requirements provided by U.S. Figure Skating in the creation of its official announcements. The LOC is required to submit their completed announcement to U.S. Figure Skating for approval no later than October 10, 2008. e. Competition Sanction The LOC is responsible to submit the final competition sanction application (which must 45 be accompanied by the approved announcement) to the appropriate U.S. Figure Skating Sectional Vice Chair no later than five (5) business days of final approval by U.S. Figure Skating of the Championships announcement. f. Competition Website The LOC is responsible for developing a website that is dedicated to the Championships and should cover those topic areas recommended by U.S. Figure Skating. The website must be submitted to U.S. Figure Skating for approval prior to being made public. Once approved, any subsequent changes must be approved by U.S. Figure Skating. The competition website will serve as a pre-event source for information about the Championships; however, official results may only be posted by U.S. Figure Skating. The competition website will have a direct link to the U.S. Figure Skating designated URL for official results. g. Arena Contracts i. The LOC shall arrange for a suitable rental agreement with the main arena venue, and shall arrange for suitable rental agreements with all other necessary arenas as practice and/or competition facilities subject to prior approval of all such agreements by U.S. Figure Skating, which approval Initials 5 _____________ shall not be unreasonably withheld. A list of estimated arena expenses should be included in the rental agreement. U.S. Figure Skating shall have ten (10) business days after receipt of such proposed arena rental agreements to approve or object to the proposed agreements. ii. If the LOC desires to change the existing arena agreement or the location of any competition or practice venue, it must be communicated to and approved by U.S. Figure Skating prior to any final decision being made by the LOC to change the arena agreement or the location of any competition or practice venue. iii. The arena/LOC shall arrange for a dedicated high speed internet line and phone line used solely by the assigned accountants for the uploading and sending of results. Wireless high speed internet is also recommended throughout the competition arena. h. Hotel Contracts The LOC shall arrange for a suitable housing plan for the Championships to accommodate the expected number of athletes. This plan should be submitted to U.S. Figure Skating for approval. The LOC agrees to first contact any U.S. Figure Skating hotel sponsor to serve as the official hotel of the Championships whenever possible. IV. COMMERCIAL RIGHTS U.S. Figure Skating owns all commercial rights to the Championships and such rights 46 shall be the sole property of U.S. Figure Skating, except as assigned to the LOC under this Agreement. a. Media Rights U.S. Figure Skating owns all rights for any media in any form for the Championships, including but not limited to television, radio, internet, broadcasting, video recording, webcasting, internet hosting, and photography. Any footage recorded may not be broadcast or webcast without prior written approval of U.S. Figure Skating and is subject to the terms and conditions set forth by U.S. Figure Skating. b. Videographer U.S. Figure Skating shall retain all videographer rights in any form for the Championships. U.S. Figure Skating will contract with and assign a videographer to the Championships. All footage recorded may not be broadcast without prior written approval of U.S FIGURE SKATING and is subject to the terms and conditions set forth by U.S. Figure Skating. Initials 6 _____________ c. Photographer U.S. Figure Skating shall retain the right to contract with and assign the official photographer to the Championships. The LOC also has the right to select an LOC photographer for the Championships; provided, the LOC photographer and the LOC agree that any photographs taken by the LOC photographer are the joint property of the LOC and U.S. Figure Skating and may be used solely for internal file and reference purposes by the LOC and may not be re-sold or used for any commercial purposes without the express prior written permission of U.S. Figure Skating. The LOC and the LOC photographer must sign the U.S. Figure Skating photographer‘s agreement required to be signed by all photographers of the Championships. The LOC agrees to provide U.S. Figure Skating with a complete set of photographs of the Championships produced by the LOC photographer at no cost within sixty (60) days after completion of the Championships. d. Merchandise U.S. Figure Skating retains the rights to sell U.S. Figure Skating branded merchandise at all sanctioned championship competitions. The LOC retains the right to sell event specific merchandise at the Championships. e. Event Name/Logo/Service Marks/Trademarks (the ―Marks‖) i. U.S. Figure Skating owns all commercial rights to the Marks and the LOC 47 may not assign any rights to use U.S. Figure Skating Marks without the prior written approval of U.S. Figure Skating. ii. The U.S. Figure Skating logo must be an integral part of the Championships‘ logo design. iii. The logo may ―personalize‖ the Championships by adding elements specific to the location of the Championships, but the U.S. Figure Skating logo must still be an integral part of the logo design. iv. The logo for the Championships may use the two-color version of the U.S. Figure Skating logo (blue/red) or a one-color version (blue or red or black/white). v. All ―Marks‖ concepts must be approved in advance by the U.S. Figure Skating Corporate Relations and Marketing Department. It is strongly recommended the the LOC use U.S. Figure Skating‘s Graphic Design Specialist to create the logo for the Championships. There is no charge to the LOC to use this service. vi. No third-party logos, company names or trademarks may be incorporated into the Championships‘ logo design. Initials 7 _____________ f. LOC Sponsorship Rights Notwithstanding the sponsorship rights of U.S. Figure Skating as set forth in this Agreement, the LOC has the right to solicit local sponsors for the Championships in order to offset its expenses for staging the Championships, subject to the following conditions: i. No local sponsor may be in competition or conflict with U.S. Figure Skating national sponsors or suppliers, unless such local sponsor is preapproved in writing by U.S. Figure Skating. ii. Any local sponsor may only be recognized as a ―local sponsor‖ of the Championships and not as a sponsor of U.S. Figure Skating. iii. The placement of any in-arena signage for local sponsors must be approved by U.S. Figure Skating in advance to avoid any potential sponsor or broadcast conflicts. g. Official Press Release Prior to the Championships, the LOC will designate a media/public relations contact and provide their name and information to U.S. Figure Skating‘s Director of Media and Public Relations. The LOC has the right to create press releases announcing the hosting of the Championships as well as any special events or news items leading up to the Championships. However, all press releases must be approved by the Director of Media and Public Relations at U.S. Figure Skating prior to their distribution to any media outlets. V. ADVERTISING/PROMOTION The LOC shall provide for all promotion and publicity for the Championships (using the official title of the Championships as defined above), including, without limitation, all advertising and marketing of the event. The LOC agrees to include the phrase ―Sanctioned by 48 U.S. Figure Skating‖ along with the approved Championships logo on all promotional materials produced for the event. U.S. Figure Skating retains rights of prior approval (which approval shall not be unreasonably withheld) for all such promotion and publicity efforts, and shall respond in writing to LOC promotion and publicity proposals within ten (10) business days of confirmation of receipt; failure to respond in writing within ten (10) business days shall be deemed an approval by U.S. Figure Skating. The LOC agrees to work with U.S. Figure Skating‘s Sponsorship and Communications Department for the production of media kits, media conferences, media releases, generation of local radio and television news coverage, and public service announcements. Initials 8 _____________ VI. SECURITY AND MEDICAL SERVICES a. Security The LOC is required to follow the security guidelines as set forth by the host arena and is strongly recommended to implement further security measures following the U.S. Figure Skating Event Security Policy and Guidelines. (See attached Appendix A.) Implementation of security is the responsibility of the LOC and is a cost of the LOC. b. Medical The LOC shall provide licensed medical personnel and medical services at the Championships in accordance with the Guidelines for Medical Services provided by U.S. Figure Skating. (See attached Appendix B.) First aid facilities must be available at all events. Implementation of the medical plan is the responsibility of the LOC and is a cost of the LOC. VII. POST-EVENT SUMMARY REPORTS a. Final Financial Report The LOC shall submit a detailed financial analysis within ninety (90) days following the conclusion of the Championships. (See attached Appendix C.) The final financial report is subject to review and acceptance by U.S. Figure Skating and U.S. Figure Skating reserves the right to review the LOC‘s accounting books, including any applicable income tax return, and other records pertaining to the financial report. This report shall be certified by a financial officer or treasurer of the LOC stating that this is a true and correct copy of the financials of the Championships. b. Event Summary Report The LOC Chair is required to submit a detailed event summary report within ninety (90) 49 days following the conclusion of the Championships. This report should include but is not limited to the daily run of the Championships on and off site, the LOC‘s working relationship with U.S. Figure Skating, ongoing communication and dissemination of information with U.S. Figure Skating leading up to the Championships, and any other pertinent information relating to the administration of the Championships. VIII. GENERAL TERMS a. All disputes between the parties involving the technical organization and conduct of the Championships and related events which are not resolved by the parties in a timely fashion shall be submitted by the parties for final resolution by decision of the Chair of the Competition Committee of U.S. Figure Skating, whose decision shall be final and binding upon the parties. Any other disputes between the parties, including disputes involving the terms of this Agreement not related to the technical organization and conduct of the Championships, disputes involving financial arrangements between the parties, and disputes involving liability of the parties, shall be arbitrated in accordance with the Commercial Rules of Arbitration of the American Arbitration Association, whose decision shall be final and binding upon the parties. This Agreement shall be governed by and construed in accordance with the laws of the State of Colorado. d. The captions given for the sections of this Agreement are given for purposes of convenience only and shall not operate or be construed to limit any of the substantive terms of this Agreement. e. This Agreement contains the entire understanding of the parties relating to the Championships and this Agreement may not be modified or supplemented except in writing signed by both parties. f. No member, trustee, officer, director, agent, representative or volunteer of either U.S. Figure Skating or the LOC shall be personally liable by reason of representations, warranties, covenants, agreements or obligations of U.S. Figure Skating or the LOC under this Agreement, provided that each party obtains the appropriate amounts of directors and officers liability insurance coverage to cover any such claim. U.S. Figure Skating acknowledges that 50 One Million Dollars ($1,000,000) of directors and officers liability insurance coverage is an appropriate amount. EIFSC conducts ice show performances, an annual figure skating championship and a large sanctioned United States Figure Skating championship approximately every 2-3 years. - EIFSC was recently awarded one of the largest figure skating events in the nation planned for January of 2010. This event will host 2,500 skaters, their families and coaching professionals. - EIFSC hosted approximately 2700 attendees at the regional events in 2007. - EIFSC has 125 active club members and serves the Cedar Rapids, Iowa City and surrounding areas. - EIFSC events are attended by Cedar Rapids and the Iowa City public. We host a National Skating Month event with the CR Ice Arena annually to promote general information and figure skating to the general public. - EIFSC hosts large US Figure Skating events approximately every 2-3 years which is attended by skaters, family, coaching professionals and the public from the following 7 state region: IA, WI, IL, MN, MO, ND and SD. We estimate approximately 1,035 visitors to Cedar Rapids due to this event alone. - EIFSC supports approximately 50 local figure skaters by providing practice sessions, sponsorships and performance opportunities throughout the year. - EIFSC supports two synchronized skating teams by providing practice sessions, coaching fees and uniforms. - EIFSC implemented a new program to support the artistic performance venue for figure skating. By sponsoring 15 athletes to participate in US Figure Skatings National Showcase event in Aug. 2008. - EIFSC supports approximately 12 local Professional Skaters Association member by providing practice sessions and educational grants that allow them to enhance their teaching skills and support their continued education requirements for rating certifications. - EIFSC supports ice show performance which are attended by 1000 – 1500 spectators per year. The 2008 show was scheduled as a Freedom Festival event and was cancelled due to the flood. The club has planned a February 2009 show. - EIFSC supports the special needs population by providing volunteers for specific special needs skating events, reduced membership, and reduced fees for club programs. - The following economic impact estimated by the Cedar Rapids Cedar Rapids Area Convention & Visitors Bureau on two of the events hosted in 2007. By organizing figure skating events, activities, ice shows and 67 competition venues for the public cultural experience and recreational enrichment. 2. Promote figure skating as a lifetime sport and recreational activity for the public. To attaining full participation in figure skating by individuals, groups, clubs, schools, colleges and universities throughout Cedar Rapids community that enrich the educational opportunities with in our city. 3. To organize and sponsor competitions and exhibitions for the purpose of stimulating interest in figure skating on the part of all persons, and to assist financially or otherwise, in accordance with the rules of U.S. Figure Skating, participants traveling to and from and attending such competitions and exhibitions, who would otherwise be unable to participate therein. Part 2: Qualitative Section (40 points): 1. Describe cultural, educational, recreational, or tourism value your hotel-motel funding request will provide in meeting your organization‘s mission statement and/or current strategic plan (up to 150 words; 10 points): The hotel-motel funding if granted would be used in the following manner and priority to support the general operations of the Eastern Iowa Figure Skating Club: - To provide seed monies to start the bidding process to host another large US Figure Skating event, which is attended by 550 skaters, family, coaching professionals and the public, for the 2011 or 2012 season. - To provide funding to host the recently awarded of the 2010 Midwestern Synchronized Skating Sectionals which will be attended by 2500 skaters from the Midwest regions in January of 2010. - The support of the annual ice show. These funds are used for ice time, coaching fees, lighting and costumes. These expenses have varied from year to year between $5,000 – $10,000. - The purchase of practice ice time for all club members, competitive skaters and Synchronized Skating Team twice a week. This expense is $26,800 per year. 68 2. Identify special and/or unique opportunities your organization‘s hotel-motel funding request provides residents and tourists in such areas as leisure opportunities, educational opportunities, programs that promote diversity and cultural awareness, special programs or collections, etc. (200 words or less; 10 points) The hotel-motel funding would provide the following unique opportunities for the Cedar Rapids residents and tourists in the following manner and priority: - The cultural opportunity from ice show performances. This ice show features talented local skaters and procures championship level skaters as the featured guests. This offers the Cedar Rapids community opportunity to experience the highest level of figure skating in a live venue. - The educational and recreational opportunities for our community in the following manner:  Support 45 local competitive figure skaters and two Sychronized Skating teams by providing practice sessions, sponsorships and performance opportunities.  Support 12 local PSA member professional staff by providing a grant program for educational expenses to support their continued education requirements for rating certifications. - To enahnce the local tourism for our community in the following manner:  To start the bidding process to host another large US Figure Skating event, which is attended by 550 skaters, family, coaching professionals and the public, for the 2011 or 2012 season.  To host the recently awarded of the 2010 Midwestern Synchronized Skating Sectionals which will be attended by 2500 skaters from the Midwest region in January of 2010. 3. Identify ways in which your organization works with other organizations to bring visitors to Cedar Rapids. Address any of the following that occurred during the previous year: partnerships, collaborations, joint marketing, etc. (150 words or less; 10 points): The Eastern Iowa FSC works principally with US Figure Skating to bring visitors to Cedar Rapids. EIFSC partnered with US Figure Skating to bring the Upper Great Lakes Regional Championships to Cedar Rapids in 2004 and 2007, in which US Figure Skating provided $36,000 in grants towards the expenses of hosting such events. The EIFSC will again bid U.S. Figure Skating for the Upper Great Lake Regional Championships in 2011 or 2012. U.S. Figure Skating is the official governing body for the sport of figure skating in the United States, recognized as such by both the United States Olympic Committee (USOC) and the International Skating Union (ISU). As the governing body, U.S. Figure Skating's mission is to provide programs to encourage participation and achievement in the sport of figure skating. 4. Identify anything your organization did outside the Cedar Rapids area (more than 100 miles) to promote tourism to Cedar Rapids, such as: regional or national distribution of brochures or placement of ads, traveling exhibitions, media advertisements, events brought to Cedar Rapids, etc. (150 words or less; 10 points): Eastern Iowa FSC was very active in promoting the 2008 Upper Great Lakes Regional Championships outside of the Cedar Rapids area. Competition announcements were posted on the US Figure Skating Website, advertising in regional non-qualifying competition programs and press releases were distributed. Eastern Iowa FSC board 69 members traveled to prior Upper Great Lakes Championships, they were guest speakers on regional conference calls, and provided skaters to exhibit at regional ice shows to promote the Upper Great Lakes Regional Championship event in Cedar Rapids. The 2008 Upper Great Lakes Championships hosted 450 skaters, their coaching staff and families in Cedar Rapids in October 2007 and supported an additional Direct spend of $400,323. Eastern Iowa FSC will be very active to promote the 2010 Midwestern Sectional Synchronized Skating Championships in January of 2010. 5. Detail what your organization has done in the past year to increase hotel-motel revenue and/or reduce your organization‘s need for hotel-motel funding. Examples include the growth of Basic Skills, Competitive Skating, Recreational Skating and Synchronized Skating. Initiatives must be defined to reflect and integrate both realized and anticipated changes into a strategic plan. This document represents the strategic plan for Eastern Iowa FSC through 2012. This plan describes the critical initiatives for Eastern Iowa FSC to focus on through 2012 and defines a blueprint for achieving that vision. This plan is based upon the following guiding principles: 1 • The critical outcome of the strategic planning process is not the strategic planning document; rather it is the process of actively and aggressively planning our future; 2 • The strategic plan must be adopted and integrated into the planning and decision processes at all levels of the organization in order to be successful; 3 • And finally, the strategic plan sets forth the expectations for which Eastern Iowa FSC volunteer leadership will be accountable. This plan focuses on five strategic initiatives and goals to be accomplished by 2012 as follows: 75 1. Develop strategies for athlete success in all disciplines Programs will be developed that will support preparation of our athletes to be successful 2. Create programs to attract new member and increase retention rates while leveraging the existing club infrastructure a. Develop a New Member Mentor Program. To increase to 200 Eastern Iowa FSC members enrolled by 2012 b. Programs to be developed to support a ‗skate for life‘ strategy to promote figure skating as a healthy activity for people of all ages c. Create a focus group to develop a proposal for starting an adult skating program and enhance the special needs population programming. d. Create a bridge program following the US Figure Skating model to bridge the Basic Skills skater to active Eastern Iowa FSC club member. e. Invest in the cultural performances by increasing the Ice Show budget for 2009 and building support for the Artistic/Theater on Ice Programming, and support of National Showcase participants. 3. Diversify revenue streams by 2012 a. Alternatives to traditional fund raising activities b. Investment of current assest to self fund the atheletic grant program 4. Bid and Secure the Award Another Large US Figure Skating Events by 2012 a. Bid and Secure the Award of the 2011 or 2012 Upper Great Lakes Regional Championships to be held in October 2011 or 2012. f. 5. Recruit, train and retain top caliber leaders, coaches and officials a. Retention and support of accomplished leaders and coaches will be a high priority b. Build the next generation of accomplished athletes, coaches and officials Each initiative will significantly enhance the efforts and actions of Eastern Iowa FSC in the achievement of its mission. The goals for each initiative are designed to compel all areas of Eastern Iowa FSC (staff, volunteer leadership, etc.) to commit to and work together as a team. While these goals are aspirations, they are also realistic and encompassing of all areas of our organization. These initiatives can be achieved independently with different or concurrent timelines depending on priorities, budget and resources available. The highest priority goal, however, will always be promoting figure skating within the Eastern Iowa community; encouraging the instruction, practice and advancement of its members in any or all of the disciplines and levels of figure skating.Verify 501(c)(3) status – 76 No Annual Financial Audit is Available.
