            Dear Colleague

            Appointment of Foreign Language Assistants in Primary Schools for 2007 / 2008

            All primary schools have received details from the British Council about the advantages of
            employing a foreign language assistant. These details can also be found at
            www.languageassistant.co.uk . Until now, FLAs have been employed mainly in secondary
            schools, but primary schools are now being encouraged to participate in the programme as
            we move towards providing an entitlement for all pupils at KS2 to learn a foreign language by
            2010. As the local co-ordinator for the programme, I have been asked by the British Council
            to provide requirements for Foreign Language Assistants in Devon, Torbay and Plymouth
            schools for 2007/2008. If you would like to employ a FLA, please complete the attached
            application with details of your requirements for next year and return it to me by Friday 2
            March 2007.

            Your attention is drawn to the following details:
               • FLAs work a 12 hour week. The core period of appointment is 8 months (October 1st
                   to May 31st). However, this period may be extended by up to one month in either or
                   both directions provided that all parties are agreeable and that additional pro rata
                   payments are made;
               • FLAs must be guaranteed a 12 hour working week;
               • The allowance paid to assistants in England is fixed annually by the DfES. The rate
                   is based on a 12 hour working week. It is anticipated that the current gross annual
                   allowance of £6,396 (exclusive of the employer's National Insurance contribution) will
                   not rise significantly. The new rate will be announced in April. Please note that the
                   foreign language assistants must be guaranteed the minimum payment by their
                   employer(s) irrespective of whether or not a 12-hour timetable can be offered;
               • FLAs may be shared between up to three schools. However, one school must be
                   designated the employing school, issue the contract of employment and make
                   arrangements with other schools with respect to timetables and payment. Schools
                   must make their own sharing arrangements and only the employing school should
                   apply for the assistant;
   •   FLAs are not qualified teachers. They are not allowed to teach whole classes on their
       own. Typically they work with small groups, share teaching with the class teacher or
       teach with the class teacher in the room.
   •   Schools are expected to make initial arrangements for accommodation to support
       their FLA.

Every effort will is made to service schools' special requests (eg for assistants with particular
skills or from particular geographical areas). Preference for a named individual to serve in a
particular establishment will be considered as long as schools supply the full name,
sponsoring university and country of origin on the application form.

The administration of the Foreign Language Assistants' programme is being made this year
through dcs. Each employing school is charged an administrative fee of £60. Dcs will liaise
with British Council to identify a suitable assistant for your school. Details will be sent in early
June, enabling schools to make contact direct with their assistants.

Support for assistants and induction programmes are arranged by dcs as in previous years.
FLAs attend an induction day in Exeter at the start of their employment in Ocotber. They are
then invited to participate in weekly training that takes place in Exeter on Fridays throughout
the year. This training combines MFL pedagogy with the opportunity for each FLA to study
for and complete the Cambridge proficiency in English. Further details will be available early
in the Autumn term.

If your school is unable to make a firm decision at this stage, please return a completed form
indication that your request is provisional. Normally, we can accommodate late applications
into the summer term. However, the advantage in applying earlier is that the Assistants are
all graded according to quality and suitability. The best are allocated first.
