DEVELOPMENTAL OPPORTUNITY A developmental opportunity is a temporary job assignment provided to a classified or unclassified employee. It provides the employee an opportunity to gain new skills and experience relevant to his/her career goals. Before initiating the recruitment/search process, please contact the Office of Human Resources. The job duties will be reviewed by an OHR representative in order to determine whether the position is classified or unclassified. The recruitment/search process must include posting and circulating a written announcement to potential applicants within the university. At a minimum, the opportunity must be offered to all potential applicants at the department level. The supervisor will need to provide the following information at the time a request to appoint an employee into a developmental opportunity temporary job assignment is submitted to the Office of Human Resources:      How and where the opportunity was advertised to potential applicants; A copy of the developmental opportunity announcement (see sample below); The length of the recruitment period; The name of each candidate who expressed an interest in the opportunity, and their current department(s); and The specific job-related reasons for selecting the employee selected to work in the developmental opportunity. NOTE: If this developmental opportunity is unclassified, the employee must be appointed to an academic wage appointment for the duration of the assignment (Eclass is UV). The employee cannot be given a fixed-term unclassified appointment. When completing the agreement, please insert or select the appropriate name or term in those areas that are bolded and in italics. Please submit a copy of the development opportunity agreement with the academic wage appointment paperwork to the Employment Services unit in the Office of Human Resources. If a regular classified employee is selected to complete a classified developmental opportunity, salary must be in compliance with the provisions of the Collective Bargaining Agreement. Sample Announcement I am pleased to announce a developmental opportunity that is open to all classified (department/campus/unit) employees. This is an (academic wage appointment faculty/classified) position with a working title of (title or job classification). Major duties and responsibilities assigned to this developmental opportunity are outlined in the document attached to this announcement (attach a summary page describing the job duties; please be specific). The appointment dates are anticipated to be (beginning date) through (ending date). The salary for this assignment is $(XXX per hour or month). Application packets can be obtained from (name of contact) in the office of (XXX). The closing date for submitting applications is (date). A developmental opportunity is a work assignment in the same or different work unit that provides the opportunity for an employee to gain new skills and experience. A developmental opportunity is a temporary job assignment. During the duration of the developmental opportunity, the employee will take a leave of absence from his/her (classified/unclassified) position. All rights afforded to the employee consistent with the development opportunity appointment type. At the end of the developmental opportunity, the employee will be returned to, and receive all rights afforded to, his/her former classified position. microfilm: DEVEL 1 DEVELOPMENTAL OPPORTUNITY AGREEMENT General Information A developmental opportunity is a temporary work assignment in the same or different work unit that provides the opportunity for an employee to gain new skills and experience, relevant to (his/her) career goals. EMPLOYEE is a (classified/unclassified) employee currently employed by the (college/department) at Oregon State University as (job title/classification). EMPLOYEE seeks to take advantage of a developmental opportunity that provides (him/her) increased (describe the knowledge/skills to be gained through this experience). EMPLOYEE’S home department supervisor, (name), and the developmental opportunity supervisor, (name), agree that the developmental opportunity outlined below will provide EMPLOYEE an opportunity to gain new skills and job experience. Each party voluntarily agrees to the following: Employee Status EMPLOYEE voluntarily agrees to take a leave of absence from (his/her) (classified/unclassified) position as (classification/title) at (XX.X) FTE for the duration of this agreement. EMPLOYEE voluntarily agrees to accept a (unclassified academic wage appointment/another classified position) as (job title/classification) at (XX.X) FTE in the (department/unit). (Use the following statement if the employee is moving from a classified to an unclassified position) EMPLOYEE understands and agrees that the rights afforded to (him/her) as a classified employee will not accrue or be accessible during the duration of the developmental opportunity. Rather, EMPLOYEE will be afforded the rights of an unclassified academic wage appointment employee. Duration of Agreement It is anticipated that the duration of the developmental opportunity will extend from (beginning date) through (ending date). EMPLOYEE acknowledges that at the end of the developmental opportunity (he/she) will be returned to (his/her) former position in the (department/unit), and will receive the rights afforded in (his/her) former classified position. Should the duties of this temporary job assignment become permanent, creating the need to establish a regular permanent position, a standard recruitment will be conducted to fill the position. In general, an Unclassified Waiver of Search will not be approved as a method of filling the position. If this temporary developmental opportunity becomes a regular classified or unclassified position, EMPLOYEE understands that (he/she) would have the option of applying and competing for the position during an open recruitment period, provided (he/she) meets the minimum qualifications for the position. Assignment Description Major duties and responsibilities assigned to this developmental opportunity are outlined in Attachment A of this agreement. Evaluation Process The parties agree that an established and clear evaluation process is essential to the success of a developmental opportunity. Therefore, each party agrees to the following:    (Developmental opportunity supervisor) will complete an evaluation of EMPLOYEE’S performance at the completion of this assignment. EMPLOYEE will complete an evaluation of the skills and job experience gained during (his/her) time in this position. These evaluations will be reviewed and discussed between (developmental opportunity supervisor) and EMPLOYEE. Both evaluations will be forwarded to the EMPLOYEE’S home department supervisor. microfilm: DEVEL 2 (Use choose one of the following two options as appropriate) FLSA Status This job assignment does not meet the criteria for exemption from the provisions of the Fair Labor Standards Act, thus EMPLOYEE will be eligible to receive overtime compensation, as appropriate, while working in this developmental opportunity. Overtime will require prior approval of (his/her) supervisor, and if pre-authorized, will be paid as overtime pay or compensatory time off. If this temporary job assignment is filled with a classified employee, (he/she) has the option to elect overtime pay or compensatory time off. This position meets the criteria for exemption from the provisions of the Fair Labor Standards Act, thus EMPLOYEE will not be eligible to receive overtime compensation while working in this developmental opportunity. OR Work Schedule Both parties understand that this developmental opportunity requires EMPLOYEE to perform (his/her) assigned duties as directed by(his/her) supervisor. (Add here any information relevant to the work schedule for the developmental opportunity.)    Compensation and Benefits The salary for this developmental opportunity will be $_____ / (hour/month). Benefit costs will be covered by (department/unit). Vacation Leave Accrual: (choose one of the following as appropriate) Classified: 8 hours per month at 1.0 FTE, prorated as appropriate Unclassified: Sick Leave Accrual: 15 hours per month at 1.0 FTE, prorated as appropriate 8 hours per month at 1.0 FTE, prorated as appropriate or  (Use the following paragraph if the employee is moving from a classified to an unclassified academic wage appointment:) EMPLOYEE will be eligible for any salary adjustments provided to academic wage appointment employees that occur during the period of this developmental opportunity. During the time EMPLOYEE is in the developmental opportunity, (he/she) will not accrue vacation or sick leave as a classified employee, nor will (he/she) be able to use any vacation and personal leave balances or other such benefits that (he/she) accrued as a classified employee. Exceptions must be reviewed and approved on a case-by-case by (department head/manager) and the Director, Office of Human Resources. EMPLOYEE must contact the Benefits Manager, at 7-2806, for an explanation of changes in benefits, if any, and the Employee Records and Information Coordinator, at 7-3609, for an explanation of use and accrual of leave. EMPLOYEE’S current Technology Transfer Agreement will remain in effect. Discontinuation of the Developmental Opportunity At any time, either or both (name), developmental opportunity supervisor, EMPLOYEE, and (name), home department supervisor, may determine it is necessary to terminate this developmental opportunity agreement prior to the ending date stated above. Should it be necessary to do so, the parties agree to meet with the Employment Services Manager prior to the termination of this agreement to discuss early termination of the agreement and develop an effective transaction which returns EMPLOYEE to (his/her) classified position. I have read and voluntarily agree to the terms and conditions of this developmental opportunity temporary job assignment as described in this agreement.
