AGREEMENT BETWEEN THE DEPARTMENT OF ENERGY OF THE UNITED STATES OF AMERICA AND THE UNITED STATES CIVILIAN RESEARCH AND DEVELOPMENT FOUNDATION FOR THE INDEPENDENT STATES OF THE FORMER SOVIET UNION CONCERNING THE MICROFILMING OF RECORDS AT THE URALS RESEARCH CENTER FOR RADIATION MEDICINE
This Agreement is entered into by and between the Department of Energy of the United States of America (“DOE”) and the United States Civil Research and Development Foundation for the Independent States of the Former Soviet Union (“CRDF”) (collectively the “Parties”). WHEREAS, DOE is sponsoring an effort to preserve health and epidemiological records associated with the Mayak production facility in the southern Urals, in order to ensure the availability of those records for scientific research on the health efiects of ionizing radiation; WHERE.4 S, a po[lion of the records sought to be preserved are located at the lJrals Research Center for Radiation Medicine (“URCRM”) at Chelyabinsk, Russia; W13”ERE.4S. C RDF desires to assist DOE in the accomplishment of its collaborative research by providing cwtain services to support the microfilming of certain epidemiological and health records at !J RCRM; NOW THEREFORE, the Parties agree as follows.

,4rtic1e 3 General Provisions 1. Funds, equipment and supplies transferred by DOE to CRDF for provision to URCRM shall enjoy all exemptions from all customs fees, taxes, and duties or other charges, to the same extent that CRDF is entitled to or may obtain such exemptions. In addition, CRDF waives its administrative fee for performing services specified in this Agreement. 2. In the event the microfilming project is terminated and the DOE funds have not been filly disbursed, the CRDF shall inform the DOE of the amount of any finds remaining. Any such remaining finds shall be returned to DOE within (30) days of noti~ing DOE of the amount of finds remaining. 3. Pursuant to the provisions of section 511 of PL 102-511 the CRDF shall use or otherwise dispose of DOE’s finds and in-kind supplies and materials only for the purposes set forth in this Agreement. 4. This Agreement shall be effective from the date of its signing by both Parties, and shall remam in effect for one (1) year unless earlier terminated or extended. 5. By written agreement, the Parties may extend this Agreement. 6. By written agreement, the Parties may terminate this Agreement at any time.
