                Technical Assistance Service Contract for the implementation of the project
        “Capacity Building of Civil Society in the IPA countries and Territories (Albania, Bosnia and
     Herzegovina, Croatia, FYR of Macedonia, Kosovo under UNSCR 1249/99, Montenegro, Serbia and
                                                   Turkey).

                                                 TERM OF REFERENCE
                                         1 Senior Short Term Expert(s) (STE) for
                                     the activity of development of website data base.


     Background of the assignment

     The general objectives of this project is to strengthen the overall capacities and accountability of the
     Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of
     services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of
     the project are to:
         • Increase and improve the capacity and actions of CSOs and to
         • Improve the democratic role of CSOs.

     An important activity under this heading is the development of website data base, aiming at
     development, and ways of updating and maintaining of the website which basically is about
     establishing database with information on other databases in the region containing information on
     CSOs in the region.

     The work will be coordinated by the Web Master assisted by the Communications Officer.

     Scope of the assignment.

     The short term expert will provide assistance to the Regional Office team with office in Bosnia and
     Herzegovina and contribute to the realization of the following key output:

     The database application which will serve as a information and planning tool.

     Activities to be carried out.

        •    Establishing of Database of data bases.
        •    Guidelines for identifying national best and relevant data base and host.
        •    Recommendation for cooperation and with and support to the data base host organizations.
        •    Guidelines for information details of included CSOs.
        •    Guidelines for data bases updating
        •    Guidelines for maintenance of the information on the database
        •    Guidelines for the related information on the national (local language) and regional websites
             (English).

        •    Action plan for implementation.
        •    Proposal for concept of a regional experience exchange seminar to the host organizations
             based on identified needs.
        •    Implementation

     The STE is expected to participate in a 2 days counseling meeting with representatives from the
     TACSO offices on the developing of the database of data bases.

     Deliverables/results.

     By the end of the assignment, the STE should have finalized or delivered:

        •    Web based database including identified local databases via electronical contacts
        •    All data and reports generated during database development
        •    Plan for cooperation with and support to the data base host organisations.
        •    Concept for regional experience exchange seminar for host organisations.
        •    A user manual
        •    Report

     Location of assignment.

        •    Sarajevo, Bosnia and Herzegovina, TACSO Regional Office

     Duration and timing of the assignment

     The assignment is planned to take place from 1. March with working days 10, and preparation days
     5, and 2 counseling meeting days, in total 17 days.

     It is anticipated that the assignment will commence on 1. March and conclude on 30. March, 2010.


     Profile of the STE:

        •    University degree or equivalent in information technology, computer sciences
        •    Proven records for at least 4 years working experience in the field of assignment, preferences
             will be given to the candidates with more than four years working experience however;
        •    Strong knowledge of database and website development
        •    Excellent communication skills in English; the knowledge and good communication skills in
             local language would be considered as an asset (for regional activities)

     Applicants must be independent and free from any conflict of interest. Note that civil servants and
     other staff of a beneficiary public administration may not be recruited as STE unless to prior written
     approval has been obtained from Contracting Authority.

     Monitoring and evaluation of the STE

     The activity will be monitored by the Web Master/Communications Officer.

     The STE will deliver a mission report to the Team leader before remuneration.

        • CV with references from the company of previous assignement, mentioned in the CV to be
            attached;

        • sample of work being delivered by the applicant in its previous work, stated in the CV as a
            proven record of experience in the relevant field like: Training curricula; Promotional film.
