                 Wonosobo
    SHORT OVERVIEW OF WONOSOBO
•    Wonosobo is one of 38 districts in Central Java Province and covers a land area of
     98,500 hectares (3% of the province).
•    Located in the foothills of the Serayu Mountain Range at the center of the island of
     Java, Wonosobo is known as the gate to Dieng Plateau where the Java’s oldest
     Hindu temples located.
•    Wonosobo is a head of tree main watersheds in Central Java Province: Serayu,
     Bogowonto and Luk Ulo.
•    Population has grown rapidly (733,000 in Y 2001) represents 3% of Central Java
     Province.
•    More than 30% of the district is on a slope of 40 degrees or more, with altitudes
     between 270-3,250 masl and rains of 2,000-3,000 mm annually.
•    With the steep slopes of this land-locked district, Wonosobo can be considered an
     environmentally critical area for erosion and landslides.
•    Wonosobo state forest covers more than 19.2% of total area. There are two forest
     management units of Perhutani (State-owned Forestry Company) i.e. South Kedu
     and North Kedu .
•    South Kedu FMU covers 8,934.72 ha, made of pine and agathis plantation. North
     Kedu FMU covers an area of 9,961.7 ha, covered with pine plantation.
•    Though the landscape is hilly, most of the state forest area constitute as
     production forest (67.96%), with only 31.59% preserve forest, 0.27% conservation
     forest, and 0.11% recreation forest.
•    There are approximately 20,000 ha dry land managed as community forest by local
     communities. The main species are Paraserianthes falcataria, locally named as
     Sengon.

2.   Policy of CBFM Progress:
        •    No agreed technical arrangement of the CBFM implementation
             between 3 actors (community, business-SFC, government)
        •    Low understanding on the application schemes of CBFM among
             the district government institutions

3.   Forestry Management Patterns:
        •    State forest company (Perhutani) keeps on develop joint forest
            management system (PHBM), based on the business plan of the
            Perhutani. Implementation of PHBM program always find any
            dificulties by objection of community
        •   Community develop its own system on occupying the state
            forest-land with the advanced agroforestry practices, based on
            District regulation of CBFM No 22 in Wonosobo
        •   No mutual understanding on the field level of those 2 different
            schemes

3.   Policy progress of autonomy in Indonesia:
          •   Decree 22 Year 1999 of District Governance (District Autonomy)
          •   District autonomy points out the AUTONOMY in VILLAGE LEVEL
          •   Empowerment of the VILLAGE is the key issue
          •   District Regulation of Wonosobo No. 22 Year 2001 of Community
              Based Forest Management

4.   Sharing the roles in district development:
         •    Three main actors of the development: community, private sector
              business, & district government
         •    Participation and collaboration of each actors are needed
         •    The main objective of forestry is sustainable uses of the resources
              to support people’s welfare (ecological aspects, social aspects, &
              economical aspects)

    Community plan to have a common-ground and commitment of
    the forest farmers

    Inter-party dialogues facilitated by The Multistakeholder Forestry
    Team to recognize the community plans

    (Perhutani, Forestry Department, Internal affairs Dept.) and
