RE: An invitation join as a formal stakeholder of the Tahoe Sierra Regional Water
   Management Group

BACKGROUND

Later in 2009 or early in 2010 the State of California Department of Water Resources (DWR) will
release significant funds under a program titled Integrated Regional Water Management Plan
(IRWMP). Projects eligible for funding will include water supply, sanitation, water quality and non-
point source pollution.

This IRWMP grant program will be a continuation of program launched in 2004 by DWR.

In 2004, in order to participate in that IRWMP program, a group of agencies and organizations
formed the Tahoe Sierra Regional Water Management Group (see list below). The group applied for
and received a $12,500,000 grant. The Tahoe Resource Conservation District is the lead agency for
the Tahoe Sierra Regional Water Management Group.

CURRENT OPPORTUNITY

For the 2009/2010 program, the Tahoe Sierra Regional Water Management Group would like to
increase the number and type of participating agencies and organizations. We are inviting water-
related agencies and organizations in the Truckee River watershed, Lake Tahoe and Alpine County.

The initial way to participate in the Tahoe Sierra Regional Water Management Group is to become a
formal stakeholder. This means your agency:

   -   provides a staff person to receive information from the Tahoe Sierra Regional Water
       Management Group;
   -   as interest and time permit, attends meetings of the Tahoe Sierra Regional Water
       Management Group;
   -   has the option, but is not required to, review and provide input on documents from the
       Tahoe Sierra Regional Water Management Group (such as meeting agendas, grant
       applications, project plans, etc).

FUTURE OPPORUNITES - $$

In the latter half of 2009, there will be an opportunity to become a signatory to the Tahoe Sierra
Regional Water Management Group, should your agency be interested. To participate in the DWR
IRWMP grant program, it will likely be necessary to be a signatory (DWR has not yet clarified this
point).

As noted above, later in 2009 or early in 2010 the State of California Department of Water
Resources (DWR) will release significant funds under the IRWMP and your agency will have the
opportunity to participate in the funding application.

NEXT STEPS

Please strongly consider becoming a stakeholder now. This is simple – just reply to this invitation
with the name and contact information of the staff person to receive information from the Tahoe
Sierra Regional Water Management Group.

I will forward the information to the Tahoe Sierra Regional Water Management Group and you will
begin to receive the information on the IRWMP program.
