THESE STORIES AND MORE (RIGHT NOW ON) (ON THE NEXT EDITION OF)
CLARK COUNTY CHRONICLES.

FLOOD SEASON
RSW
CCC 04.04

TIS THE SEASON…. NOT TO BE JOLLY…. BUT TO BE AWARE THAT FLASH
FLOOD SEASON IS HERE IN CLARK COUNTY. IT WAS JUST FIVE YEARS AGO
THAT THE VALLEY FELT THE EFFECTS OF A HUNDRED YEAR FLOOD….
BUT MANY NEW IMPROVEMENTS ARE IN PLACE TO KEEP THE RAGING
RAINWATER UNDER CONTROL….
________________________________________________________________________

>>IT WAS 1999 WHEN THE LAS VEGAS VALLEY WAS LAMBASTED BY A
STORM CLASSIFIED AS A “HUNDRED YEAR FLOOD”. THE PROPERTY
DAMAGE WAS IN THE MILLIONS… AND THE DEATHS OF TWO PEOPLE
WERE DIRECTLY RELATED TO THE RAGING STORMWATERS AND FLASH
FLOODING. SINCE THE LATE 1980’S, THE REGIONAL FLOOD CONTROL
DISTRICT HAS BUILT MORE THAN A BILLION DOLLARS WORTH OF WATER
DENTENTION BASINS AND MILES OF FLOOD CHANNELS…..
GALE FRASER/GM, Regional Flood Control District:>>(548)2 things to do: keep
floodwater away from people, keep people away from floodwaters…

>>TO DEMONSTRATE THE DANGERS OF SWIFT MOVING WATER, SOME
BRAVE VOLUNTEERS WADED ACROSS WET ‘N WILD’S WILLY WILLY RIDE.
THE WATER FLOW WAS INCREASED TO JUST 5 MILES AN HOUR, WHICH
TRANSLATES TO 170 POUNDS OF PRESSURE… MORE THAN ENOUGH TO
DROWN.

>>DURING A RAINSTORM, MANY FOOLISH PEOPLE MISTAKENLY BELIEVE
THEIR CARS CAN CARRY THEM ACROSS SWIFT WATER. A PUBLIC SERVICE
ANNOUNCEMENT IS GRACED ON BILLBOARDS AROUND TOWN… THE
CRYPTIC LICENSE PLATES AND NEARLY SUBMERGED VEHICLES REMIND
MOTORISTS THAT A TYPICAL CAR CAN SINK IN LESS THAN A MINUTE…

REP. SHELLY BERKLEY/(D) Nevada:>>(157)Use common sense, use precautions, if
there’s a flood or raining and see roads filling up, don’t go through the intersections.

>>FLOOD CONTROL EXPERTS HOPE THESE REMINDERS WILL SAVE LIVES…
AND IF YOU WANT TO SUBMIT A WHIMSICAL LICENSE PLATE CHECK OUT
THEIR WEBSITE AT TRIPLE W DOT CCRFCD DOT ORG… AND CLICK ON
THEIR BILLBOARD CONTEST LINK….

OUR NEXT STORY IS A REMINDER ABOUT THE DISEASE THAT KILLED 63
PEOPLE IN COLORADO LAST YEAR…. THE WEST NILE VIRUS. POOL
OWNERS LISTEN UP….

LAST YEAR WE TOLD YOU ABOUT THE MOSQUITO EATING GAMBOOZEE
FISH. THESE FISH ARE ADDED TO POOLS, PONDS OR ANY FREE STANDING
WATER, WHICH IS THE PERFECT BREEDING GROUND FOR INFECTIOUS
MOSQUITOES. THE GAMBOOZIES GOOBLE MOSQUITO LARVAE, WHICH
KEEP THE FLYING PESTS FROM SPREADING THE DEADLY WEST NILE
VIRUS. CLARK COUNTY’S VECTOR CONTROL DIVISION IS RESPONSIBLE
FOR MOSQUITO ABATEMENT, AND OTHER WEED OR PEST PROBLEMS.
OUR DRY CLIMATE, OPPRESSIVE HEAT AND LACK OF WATER HELPS KEEP
THE MOSQUITO POPULATION DOWN…

ON CAM TAG:>>HOWEVER, IF YOU THINK YOU HAVE A MOSQUITO
PROBLEM, AND WOULD LIKE THE VECTOR CONTROL SPECIALISTS TO
INSPECT YOUR POOL OR PROPERTY, GIVE CLARK COUNTY’S RICHARD
HICKS A CALL AT 455.7543….

THE CLARK COUNTY AIR QUALITY MANAGEMENT DEPARTMENT IS
PARTICIPATING IN A STUDY THAT COULD CLEAR UP ONE MAJOR AIR
POLLUTANT—OZONE. OUR NEWEST MEMBER OF THE PUBLIC
COMMUNICATIONS TEAM, COLLEEN PYRA, JOINS UP WITH THE STORY.
WELCOME, COLLEEN!
WX BALLON OZONE TEST

((Colleen Key Wall FF))
Caption Up, Up, and Away!

A BRIGHT, RED BALLOON TRAILING A CARGO OF SCIENTIFIC
INSTRUMENTS WAS LAUNCHED FROM THE GROUNDS OF THE
GOVERNMENT CENTER IN JUNE. THE BALLON AND ITS PACKAGE WERE
ON A MISSION—A MISSION TO STUDY THE CAUSES OF OZONE.
WX BALLOON

54:29 What we are looking for is the mixing properties of the atmosphere. This is all part
of the ozone study that we are doing right now, we are just starting.

BOB BAXTER IS PROJECT MANAGER FOR AN ENVIRONMENTAL
CONSULTING FIRM HIRED BY THE COUNTY AIR QUALITY MANAGEMENT
DEPARTMENT TO GATHER HIGH ALTITUDE INFORMATION THAT COULD
LEAD TO A BETTER UNDERSTANDING OF HOW OZONE IS FORMED ABOVE
OUR VALLEY.

Bob Baxter
Technical & Business Systems

54:05 The question is how well the data here, or the conditions here, are represented by a
site that is 60 miles away. And we don’t have continuous data here in the Las Vegas
valley, it’s in the upper air. That’s a spot that we don’t have the data here.

TWICE A DAY, BALLOONS LIKE THIS ONE ARE LAUNCHED AT THE
NATIONAL WEATHER SERVICE’S SITE LOCATED AT DESERT ROCK NEAR
MERCURY. BUT, THAT IS SIXTY MILES FROM THE ONE AND A HALF
MILLION PEOPLE LIVING HERE IN THE VALLEY. SO, THIS IS AN EFFORT TO
SEE IF DATA COLLECTED HERE IS DIFFERENT FROM DESERT ROCK. IF IT IS
DIFFERENT, THAT MAY BE A KEY TO CLEARING UP OZONE IN THE VALLEY.
John Koswan
Dept. of Air Quality Environment Management

11:42 The weather plays a really large role in how ozone is formed locally in our valley.
So we need to collect this local data so we can compare it with the National Weather
Service data.

OZONE IS CREATED IN THE HOT SUMMER MONTHS, TRIGGERED BY OUR
RELENTLESS SUN. IT IS A COMBINATION OF AEROSOL GASES, SUCH AS
EMISSIONS FROM AUTO PAINT SHOPS, DRY CLEANERS, EVEN FUMES
ESCAPING FROM FILLING YOUR CAR’S GAS TANK. THESE GASES RISE IN
THE HEAT, AND ARE STIRRED UP THOUSANDS OF FEET IN THE AIR AND
BECOME OZONE.

((EDIT OUT)) 1:01:52 What you get is a temperature profile and this is temperature in
degrees Celsius along this axis, with height in meters, to 3000 meters or about 10
thousand feet. So, what you get is a temperature profile. The blue one, its hard to see,
but the blue one, this is 10 o’clock in the morning, you see this temperature inversion,
this spike in the temperature.
Voice of: Bob Baxter:
That’s what we are looking for right here, we are looking for that height, and how what
we collect here compares to what we get at Desert Rock. Because that is what is known
as the mixing height, that’s how high pollutants will mix. That’s what we are trying to
find.

Koswan:
12:24 when those two come in contact with sunlight and high temperatures it forms
ozone. And then, the wind patterns play an important role because like a blender it mixes
those ingredients together to form ozone. So, if we understand those weather patterns,
we kind of understand how a blender works to churn it and form ozone.

IN APRIL, CLARK COUNTY AND HUNDREDS OF OTHER COMMUNITIES
WERE DESIGNATED BY THE FEDERAL ENVIRONMENTAL PROTECTION
AGENCY AS BEING IN VIOLATION OF OZONE STANDARDS. WE HAVE
THREE YEARS TO CLEAN UP THE OZONE TO MEET THE TOUGH NEW
STANDARDS. THAT SHOULD BE PLENTY TIME ENOUGH TO GATHER DATA
AND FORMULATE A PLAN.

Koswan:

11:03 Obtaining this upper air measurement data is actually the first step in trying to
understand how ozone is formed in the valley, and how it behaves.
BALLOON TAG

((Colleen Key Wall))
Caption: Up, Up & Away
BETWEEN NOW AND SEPTEMBER, THE DATA COLLECTED WILL BE
CRUNCHED, AND WE SHOULD HAVE A GOOD PICTURE OF WHAT GOES ON
UP THERE THOUSANDS OF FEET ABOVE OUR HEADS.
IN CASE YOU WERE WONDERING, THE BALLOONS RISE UP ABOUT TEN
MILES BEFORE THE BALLOON BURSTS, AND THE INSTRUMENT PACKAGE
PARACHUTES SAFELY TO THE GROUND.

COLLEEN CROSS TALK

PASSENGERS ALONG THE RESORT CORRIDOR…

Nats…

>>THE MONORAIL OPENED IN TRUE LAS VEGAS FASHION; WITH A FLASHY

ELECTED OFFICIALS, AND EVEN A SHOWGIRL OR TWO. THE FOUR POINT
FOUR MILE ROUTE CONSISTS OF SEVEN STOPS, AND RIDERS WILL PAY

FIRST DRIVERLESS PUBLIC MONORAIL SYSTEM.

THE MONORAIL WILL EVENTUALLY BE EXTENDED NORTH TO THE
DOWNTOWN TRANSPORTATION CENTER. UNTIL THE CONSTRUCTION IS
COMPLETE, ABOUT 3 YEARS, THE CITIZEN’S AREA TRANSIT WILL BE

MANNY CORTEZ
RSW
CCC 04.04

MANNY CORTEZ WAS THE FIRST HISPANIC TO SERVE AS A CLARK COUNTY
COMMISSIONER; HE HELMED THE LAS VEGAS CONVENTION AND VISITORS
AUTHORITY FOR MORE THAN A DECADE, AND HAS A LOCAL ELEMENTARY
SCHOOL NAMED IN HIS HONOR. NOW THIS LEGENDARY PUBLIC SERVANT
IS RETIRING….

>>CALLING MANNY CORTEZ THE MOST SIGNIFICANT LAS VEGAS
CHEERLEADER WOULDN’T BE FAR FETCHED. FOR NEARLY 60 YEARS, MR
CORTEZ HAS LIVED IN CLARK COUNTY... AND HIS HOMETOWN
BOOSTERISM IS EVIDENT. STARTING IN 1976, MR CORTEZ WAS ELECTED
TO FOUR CONSECUTIVE TERMS ON THE BOARD OF COUNTY
COMMISSIONERS. FOR THE PAST 13 YEARS HE’S SERVED AS THE
PRESIDENT OF THE AGENCY MOST RESPONSIBLE FOR MARKETING OUR
CITY TO THE WORLD, THE LAS VEGAS CONVENTION AND VISITORS
AUTHORITY. DURING AN INTERVIEW LAST YEAR WITH CHANNEL 4’S
LAURA GARCIA, MR CORTEZ DISCUSSED THE ORIGINS OF CONVENTION
BUSINESS IN CLARK COUNTY.

MANNY CORTEZ:>>you came to LV to gamble. The fact you had swimming pools,
inexpensive rooms and food was a byproduct. Later, the casinos determined if they were
to expand, make more money, they thought maybe we need to get more conventions in
town.

>>ACCORDING TO MR CORTEZ, THE INTERNATIONAL TRAVEL BASE IS
STILL AN UNTAPPED MARKET FOR LAS VEGAS TOURISM. BUT ADDING
VEGAS VISITORS IS A JOB FOR EVERYONE…..

MANNY:>>(5707)As the resort industry expands, we’re going to have to increase the
visitors who come to LV. The lvcva takes the lead, plays an important role, but we’re in
partnership with local government, McCarran airport and the resort industry.

>>EVEN WITH MR CORTEZ’S DEPARTURE FROM THE LVCVA, HIS PUBLIC
SERVICE LEGACY WILL CONTINUE. HIS DAUGHTER, CATHERINE CORTEZ
MASTO HAS BEEN AN ASSISTANT COUNTY MANAGER FOR NEARLY THREE
YEARS….

TOSS BREAK 2

((RANDY TWO SHOT))
MANNY, WE WILL MISS YOU! GOOD LUCK ALWAYS.

((LAURA TWO SHOT))
I’LL SECOND THAT! THERE’S MORE TO COME—CHRONICLES WILL BE
RIGHT BACK AFTER A BREAK.

GIRL SCOUTS
RSW
CCC 04.04

OUR LOCAL GIRL SCOUTS NOW HAVE A NEW PLACE TO SAFELY STORE
MORE OF THOSE YUMMY COOKIES…. FOUR TIMES AS MUCH SPACE. THE
FRONTIER GIRL SCOUTS OPENED THEIR BRAND NEW 19-THOUSAND
SQUARE FOOT FACILITY RECENTLY….
________________________________________________________________________

>>THE DONALD W. REYNOLDS TRAINING AND SERVICE CENTER IS ONE OF
THE FINEST GIRL SCOUT FACILITIES IN THE UNITED STATES. NAMED
AFTER THE MEDIA MOGUL WHO OWNED THE LAS VEGAS REVIEW
JOURNAL, THE REYNOLDS FOUNDATION DONATED MILLIONS OF DOLLARS
TO MAKE THIS PLACE A REALITY. BUT ABOUT A HUNDRED OTHER
COMMUNITY PARTNERS, WHO DONATED MONEY, EQUIPMENT AND
LABOR, DESERVE RECOGNITION TOO.
STEVEN ANDERSON/Donald W. Reynolds Foundation:>>(716)I’d also like to thank
all the other donors, including Harrah’s, Cox Communications and especially all the other
daisy donors.

Nats… two gs singers

>>SIDNEY KRUEGER AND JESSICA KINZLER ARE JUST TWO OF THE
NEARLY 10-THOUSAND GIRL SCOUTS OF THE FRONTIER COUNCIL. AND
NATIONALLY, THERE’S NEARLY 3 MILLION GIRLS LIKE SIDNEY AND
JESSICA, WHO HONOR THE GIRL SCOUT LAW WHICH PROMOTES
IMPORTANT VALUES SUCH AS HONESTY, COURAGE, RESPONSIBILITY AND
RESPECT.

KATHY CLONINGER/CEO, Girl Scouts of America:>>(120)While we’re here to
celebrate, I need to remind us that girls in this country are in trouble… and need girl
scouting more than ever. One in four girls everyday, wants to leave home, afraid of
domestic violence. The average age of sexual assault is 14. Every 60 seconds a baby is
born to a teen.

>>AND IT WAS JUST A COUPLE YEARS AGO THAT MANY OF THE SAME
OFFICIALS WERE ON HAND TO BREAK GROUND ON THIS FACILITY. THIS
ONCE BARREN DESERT HAS BRIDGED INTO SOMETHING FAR MORE
IMPORTANT…

CHRISTINE SMITH/Girl Scouts of Frontier Council:>>(5926)Every time I come in this
building I get emotional, goosebumps. We’ve come so far, couldn’t have done it without
you… thanks for the support.
