We have a track record of having done so strongly, generously and almost always with great success. On behalf of the WFC last month I asked for your support for Brazil where a large and well-funded physiotherapy profession with 95,000 members is campaigning for what would be a new and disastrous development in Brazil and internationally – law declaring chiropractic a specialty of physiotherapy. This is their response to a Chiropractic Bill supported by the Brazilian Chiropractors’ Association (ABQ – 200 members) which was approved by a parliamentary committee in December but has now been blocked by opponents on its return to the full parliament/camara for vote. Congratulations to the first associations to respond with donations – the American, British and Danish Chiropractic Associations with $15,000, $20,000 and $10,000 respectively – and the German, Irish, Namibian and Swedish Associations with equally generous amounts given their size. Congratulations to those of you who have already given individually. ABQ President Dr. Ricardo Fujikawa reports that these funds have enabled the ABQ to retain professional lobbyists in Brasilia and to subsidize ABQ member Dr. Evergisto Souto so that he can move to Brasilia for the next six months to lead the ABQ lobby. Our initial fundraising target is now $100,000 and I know we can meet this if you will all contribute at whatever level you can. Please join us now in this effort. In the life of the WFC most attention is now focused on our fast approaching Congress in Vilamoura, Portugal May 15-19, which is also the 75th Anniversary Convention of the European Chiropractors’ Union. 1 of 12 As you receive this message the Congress is six weeks away but we already have over 700 registrations! The 2007 Congress/ECU Convention will now be bigger than our 2001 Congress/ECU Convention in Paris. This success is testimony to the exceptional venue, the academic and social programs and the hard work of many people. VIPs from outside the profession who will be at the Congress include: • Francis Obikwelu formerly of Nigeria now of Portugal, European 100 meters and 200 meters champion and 2006 European Athlete of the Year who will explain how important pre-race chiropractic care has been to his success. Activities of the WFC during the past three months have included: WHO Meetings: Secretary-General Mr. David Chapman-Smith attended the WHO Executive Board meeting in Geneva January 22-24 at which the WFC’s NGO status was renewed for a further and standard three year term. PastPresident Dr. Tony Metcalfe attended a WHO consultation meeting on draft osteopathy guidelines held in Milan from February 26-28. TAC Panama Seminar: This technique seminar co-sponsored by The American Chiropractic magazine and the WFC, was held in Panama City from February 22-24. WFC representatives and speakers present were Dr. Ricardo Fujikawa, Council member for Latin America, Dr. Rand Baird, Chair, Associate Member Committee and David Chapman-Smith. FLAQ Meeting: At the Panama seminar 10 member countries of the Latin American Region met to amend the FLAQ Constitution and appoint new officers – new FLAQ President is Dr. Carlos Ayres (NYCC) of Peru. Parker Seminar and ACC RAC: WFC President Dr. Gerry Clum and First Vice-President Dr. Stathis Papadopoulos represented the WFC at both the Parker Seminar in Las Vegas in January and the US Research Agenda Conference and Association of Chiropractic Colleges meetings (ACC RAC), held in Phoenix in March. In Phoenix there were also meetings with FCER, which is undergoing a major change in direction, and the NBCE/IBCE. Argentina/Chile: At the invitation of WFC member associations Mr. Chapman-Smith visited Argentina and Chile from March 16-24 to meet with leaders of the profession, government and universities interested in commencing chiropractic education. Committees: A WFC Ad Hoc Protocols Committee chaired by Dr. Thomas Davis of Northwestern Health Sciences University has prepared a draft proposed Protocols Manual setting guidelines for professional and appropriate delivery of chiropractic services in short-term visits to developing countries. This will now be considered by the WFC Council. Watkins. Dr. Watkins was a 1942 Lincoln Chiropractic College graduate who practiced chiropractic during seven decades in several countries and taught at a number of chiropractic colleges. . He was one of the first to receive the DACBR radiology diploma, and was awarded a PhC degree and a fellowship in the International College of Chiropractors (FICC). Dr. Watkins taught and served as Director of Clinics and Chairman, Department of Radiology, at Lincoln and at the Canadian Memorial Chiropractic College in Toronto. He later served as Vice-President and Dean at Life Chiropractic College in Atlanta, and then taught technique, neurology and radiology at Cleveland Chiropractic College in Los Angeles while serving as chair of the relevant departments Besides his private practices and academic affiliations he presented and published extensive clinical research and other papers from 1947 through 2002. Dr. Ron, whose many accomplishments are too numerous to mention, left America after his beloved wife passed away and at age 83 came to Thailand in Southeast Asia in 1997. He continued to practice for several more years, serving as a pioneer and rolemodel for the developing profession there. He retired from practice a few years ago after debilitating strokes and heart attacks, and then lived a simple village life outside Bangkok where he was revered as a great and wise Western doctor. He died in his 93rd year on March 24, 2007 with his son Ryan, daughterin-law, and grandchild by his side. A traditional Thai funeral ceremony was held on March 27. Rand Baird, DC, MPH, Oat Buranasombati, DC President, Thailand Chiropractic Association 6 of 12 World Notes Latin America: As reported in the World Notes below and other recent news, the chiropractic profession is experiencing exciting growth in Latin America in this era as schools have opened in Brazil and Mexico, an Anglo-European College of Chiropractic post-graduate conversion course has graduated chiropractors in Argentina and Chile, and new schools are planned in both those countries and elsewhere. However there are also many challenges since few countries have laws to regulate chiropractic education and practice, and other professional groups – most notably PTs in Brazil – are claiming that chiropractic is part of their scope of practice. In these circumstances a most important development has been the carefully planned program over the past year to transform the Federación Latinoamericana de Quiropráctica (FLAQ) into a stronger and more effective regional organization. A major step in this process was achieved at a meeting in Panama City on February 22, co-sponsored by FLAQ and the WFC, at which a new FLAQ constitution was approved and the following new executive elected: • • Dr. Carlos Ayres (NYCC) of Peru, President Dr. Alfredo Orillac (Palmer) of Panama), Vice President • Dr. Raúl Cadagan (SCUHS/ LACC) of Argentina, First Secretary • Dr. Raúl Guiñez Martinez (AECC) of Chile, Second Secretary • Dr. Alejandra Rodriguez (Life) of Costa Rica, Treasurer Honorary Executive Director is Dr. Sira Borges of Brazil. FLAQ is following the model of a successful regional organization seen in the European Chiropractors’ Union (ECU) and is in the process of constructing a website – www.flaq.org that will identify all duly qualified doctors of chiropractic in Latin America. Raul Cadagan, President, Argentina National Association of Chiropractors (ANAQ), representing most of Argentina’s 25 duly qualified chiropractors, reports that the 300 hour postgraduate part-time course in chiropractic technique for medical doctors offered in Buenos Aires last year has closed. The existence of the WHO Guidelines on Basic Training and Safety in Chiropractic, which made it clear that the course was inappropriate, was a major help in persuading the sponsoring university to withdraw its support. ANAQ is currently negotiating with two major universities to commence legitimate chiropractic education in the country. Argentina has another group of approximately 75 informally trained ‘quiropracticos’, kinesiologists whose Argentine Association of Chiropractors (AQA) has been in existence since 1992. During March leaders from ANAQ, the AQA and the WFC met in Buenos Aires to discuss plans for future education and legal recognition of chiropractic in Argentina. Costa Rica: Costa Rica is the third country in Latin America, after Panama and Mexico, to pass laws to recognize the chiropractic profession and create a Colegio or licensing body to regulate the profession. (In Latin America colegios serve the functions of both a regulatory body and professional association). President of the Colegio, and leader of Costa Rica’s 25 chiropractors, is Dr. Yolanda Camacho Kortman, a Life College graduate with degrees in physical education and recreation management, who also serves on the executive committees of the Costa Rican Football Association and FIFA’s regional body for Central America and the Caribbean. Dr. Kortman reports that at its annual assembly in February the Colegio approved new draft bylaws, expected to become law this year, that will place greater restrictions on who may be licensed to practise chiropractic in Costa Rica – one new restriction will be the requirement of fluency in Spanish. This Central American nation has unique laws for health professions other than medicine, nursing and dentistry. Many professions, including chiropractic, acupuncture, homeopathy and physiotherapy, are regulated 7 of 12 Argentina: Guatemala: under the Ministry of Labour’s Registry for Professions and Techniques. No university training is required, and certificates of training from short-term courses from private schools are accepted. In recent years an Institute of Scientific Massage and Chiropractic in Guatemala City, founded and operated by naturopath Dr. Raul Gonzalez, has graduated approximately 50 medical doctors and other health professionals who have taken the institute’s rudimentary courses as ‘chiropractors’. They are officially authorized to use that title in their country. Guatemala has two duly educated doctors of chiropractic, Dr. Marcos Torres Fry and Dr. David Tyggum, and the WFC is working with them and Guatemala’s other ‘chiropractors’ to try to establish the profession on the basis of internationally accepted educational standards. Panama City was the venue for Chiropractic ’07 held February 2224 – the second annual technique extravaganza from The American Chiropractor magazine and co-sponsored by the WFC. Approximately 200 registrants and exhibitors, mainly escaping the North American winter but also including DCs from 10 Latin American Countries, attended an exciting academic and social event at a superb venue. Plan now to be in Panama for Chiropractic’ 08 next February. be your chance to visit one of the world’s most exciting cities, famed for its cuisine, style and nightlife. Congratulations to the Danish Chiropractic Association and its 450 members on contributing a very generous US$10,000 towards the Brazilian fundraising campaign. Denmark also continues to produce more than its fair share of valuable new research with a new two-year prospective study of 1,387 seniors aged 70-100 years. Hartvigsen and Christensen report that an active lifestyle consisting of regular (once a week or more) long walks, bicycling, heavy gardening, dance, gymnastic and/or other exercise significantly reduces the risk for seniors in developing back pain. And it is never too late to start – the preventive effect of regular strenuous exercise “was very strong in persons with an initial physical function (strength score) below average.” In this population 83% were engaged in light physical activity, but 42% of men and 35% of women engaged in more strenuous physical activity at least weekly. This was “strongly protective” with respect to having any LBP during the two year study, and with respect to having LBP lasting more than 30 days in total during the past year. The paper starts with a most useful review of the “myriad of health benefits” enjoyed by seniors with an active lifestyle – “ranging from a lower risk of cardiovascular diseases, decreased incidence of Type II diabetes, decreased bone density loss, decreased risk of several cancers, better quality of sleep, and better cognitive function, including a lower risk of depression and dementia.” (Hartvigsen J, Christensen K (2007) Active Lifestyle Protects Against Incident Low Back Pain in Seniors: A Population-Based 2 Year Prospective Study of 1387 Danish Twins Aged 70-100 Years, Spine 32(1):76-81.) France presents its fine example of the international growth of the chiropractic profession. 10 years the practice of chiropractic was illegal, chiropractors were being prosecuted and the profession remained small and divided. Denmark: Panama: Canada: It is now confirmed that at the Winter Olympics in Vancouver in 2010, for the first time ever, doctors of chiropractic will be part of the sports medical team at the polyclinic or central healthcare facility for all athletes attending the Olympics. At previous Games DCs have been affiliated with specific national teams or at offsite treatment facilities. This important advance was achieved by the Canadian Chiropractic Association’s specialty group for sports chiropractors, the College of Chiropractic Sports Sciences, and its leaders. They include President Dr. Greg Uchacz of Calgary and Vice-President Dr. Brian Seaman of Halifax, both of whom were with the Canadian Olympic Team at the Winter Olympics in Turin last year. Dates have now been finalized for the World Federation of Chiropractic’s 10th Biennial Congress – which will be held in Montreal, Quebec from April 30 to May 2, 2009. This will France: 8 of 12 Today the French Chiropractic Association (AFC) has almost 300 members, many of its leaders including President Dr. Philippe Fleuriau are graduates of a now well-established chiropractic college in Paris, the FrancoEuropean Institute of Chiropractic (IFEC). IFEC now has 380 students in its six year accredited program and impressive facilities. Students take dissection courses at a nearby medical school (University Saints Pères and clinical training includes rounds in a number of area hospitals. Recently the AFC, the professional organization, and IFEC, the school, have been joined by the Franco-European Society of Chiropractic (SOFEC) which is now the scientific and research arm of the profession in France. This progress has followed the French government’s decision in March 2002 to give legal status to the practice of chiropractic. A full system of licensure has not yet been established under the new law but good progress is being made, especially following a recent visit of French Ministry officials working on regulation to the National University of Health Sciences in Chicago. Vivre la France. Dr. Belen Sunyer of Madrid, President, Spanish Chiropractic Association (AEQ) reports that plans for the opening of Spain’s first school of chiropractic at the Maria Christina Royal University Centre (RCU) at Escorial near Madrid in October, 2007 are on target. RCU and the AEQ have been grateful for assistance from various quarters internationally including the Anglo-European College of Chiropractic, Parker College of Chiropractic, the European Chiropractors’ Union and prominent individuals such as chiropractic neurologist Dr. Fred Carrick, President, Carrick Institute and ACA Council on Neurology. To familiarize Spanish and other chiropractors with the RCU campus, and to create further support for the proposed school, there is to be a two day postgraduate seminar held at RCU June 15-16, 2007. Spain: Ireland: The Chiropractors’ Association of Ireland (CAI), founded in 1983 and now with approximately 175 members, continues with its campaign for legislation to regulate chiropractic practice in Ireland – at present practice is legal but not regulated. The CAI is a good example of a small association with limited resources doing fine work to promote the profession in its country and internationally. A visit to the CAI website www.chiropractic.ie demonstrates effective use of the WFC agreed market identity (used at the home page, but adapted to suit the CAI’s needs); and participation in the international Straighten Up movement through the Straighten Up Ireland program.
