1. Introduction
        The Asian Development Bank (ADB) is implementing a Technical Assistance (TA 5899-
REG) for the Subregional Environmental Monitoring and Information Systems – Phase II
(SEMIS II) in the Greater Mekong Subregion (GMS) in collaboration with the United Nations
Environment Programme – Regional Resource Centre for Asia and the Pacific (UNEP
RRC.AP). The project is co-financed by ADB (through the Japan Special Fund and the
Government of Norway) and the UNEP RRC.AP. The project partners include ADB, GMS
countries (Cambodia, Yunnan province of the People’s Republic of China, Lao People’s
Democratic Republic, Myanmar, Thailand, and Viet Nam), Mekong River Commission (MRC),
and UNEP RRC.AP. The project is executed by UNEP RRC.AP in collaboration with the
following national focal agencies in the GMS.

         •    Ministry of Environment, Cambodia
         •    Yunnan Provincial Environment Protection Bureau, PR China
         •    Science, Technology and Environment Agency, Lao PDR
         •    National Commission for Environment Affairs, Myanmar
         •    Department of Environment Quality and Promotion, Thailand
         •    National Environment Agency, Vietnam

         SEMIS I, which was the precursor of the current project, was completed in 1998. It
established the necessary groundwork, such as (1) a defined core dataset, (2) a conceptual spatial
database design, and (3) technical capacity for the exchange of data, for the sharing of
information on environmental and natural resources issues. SEMIS II was approved in
December 1999 and being executed since August 2001.

        The overall goal of SEMIS II, a follow-up phase of SEMIS I, is to build upon the
achievements of SEMIS I to help GMS governments to make informed decisions regarding
sustainable development through Integrated Economic and Environmental Development
Planning (IEEDP).

         The key objectives of SEMIS II include:

         •    Assess the availability of useful and relevant data for planning purposes,
         •    Increase and strengthen the capacity of national governments to collect and process
              the information/data,
         •    Increase the capacity of national governments to make informed decisions regarding
              development investments relating to sustainable use of natural resources,
         •    Enhance the ability of GMS national governments to conduct Integrated Economic
              and Environmental Planning with relevant data, and
         •    Conduct, store, manipulate and share actual integrated planning information using
              the data collected in pilot projects for some “Hotspot” areas, such as those identified
              in TA 5783-REG: Strategic Environmental Framework for the GMS.

2. Objectives
         Capacity build ing with regard to trained personnel to generate environmental data and
analyze them to support decision making is important in the context of environmental
monitoring and management in the GMS. Considering the given situation of lack of trained
manpower in the GMS countries, the original SEMIS II TA had provision of conducting a
training-cum-internship program for each national coordinator for a period of one-month.
During the national workshops conducted in each country in the months of October-December
2001 to discuss the implementation strategies, data generation/holding and sharing mechanism,
strong requests were received from each country to emphasize on capacity building under
SEMIS II implementation. Following the workshops, a needs assessment was co nducted for
each country to know the training requirements, and hardware/software support for each
partner focal agencies. It was found that the current capacity of individual focal agency is not
adequate to achieve their objectives of environmental data generation and management.

         A capacity building plan to be supported from SEMIS II resources was laid out and
presented earlier as Output 3 (Data Collection Status, Processing Capabilities, and Capacity Building
Needs in the GMS Countries and Capacity Building Plan). Regarding the training-cum-internship, it
was mentioned in the report that two participants from each country will be invited to attend the
training-cum-internship for two weeks instead of one person for one month so that higher
number of people can be trained.

         The training-cum-internship on Geographic Information Systems (GIS) and Remote
Sensing (RS) applications for environmental planning and management was conducted at UNEP
RRC.AP from 25 February – 8 March 2002 and was attended by 13 participants (2 from each 6
GMS countries, and 1 from MRC). This report, which presents the outcome of Work program
activity 2.5 (please see project implementation plan), serves as Output 6 to achieve the SEMIS II
key objective 2.

         The specific objectives of training-cum-internship were to:

    •    train the participants in environmental data input, manage, analyze, and output
         production using GIS, Global Positioning Systems (GPS) and RS Techniques; and
    •    provide a platform where GMS counterparts can discuss the problems and prospects of
         data generation and sharing between the countries.

3. Approach
3.1 Selection of Participants
         Each national focal agency was requested to nominate the candidates who are involved in
assisting SEMIS II implementation, have basic concepts of environmental data generation, and
working knowledge of computers. The nominations of two appropriate candidates were received
from each focal agency. One candidate was nominated from MRC.

         Altogether 13 participants representing SEMIS II focal agencies and MRC attended the
training-cum-internship program. The list of participants is presented in Annex 1.

3.2 Course Contents
        Considering the background of the potential candidates, the suitable course was
structured for the maximum benefit of the trainees. Adequate emphasis was given to computer-
aided techniques of data generation, data management, and data analysis using GIS, GPS, and RS
techniques through number of hands-on sessions for the concepts discussed.

         The major topics of the course co ntent included:

         •    Environmental information and SEMIS II (Review of GMS data generation and
              integration)
         •    Geographic Information Systems - concepts
                   o Basics of GIS
                   o Data structure and inputs
                   o Error detection, management and topology building
                   o Data collection and management
                   o Data generation/conversion techniques from different sources
                   o Data query
                   o Basic spatial analysis/overlay functions
         •    Concept of GPS
         •    Remote Sensing - concepts
                   o Basics of remote sensing
                   o Introduction to digital image processing
                   o Data downloading/visualization, image enhancement, radiometric correction,
                       and Geometric correction
                   o Data reduction techniques, mosaicking
                   o Image classification (unsupervised and supervised)
                   o Accuracy assessment
         •    Introduction to data harmonization
         •    Essentials of conducting a GIS case study

3.3 Lecture/Laboratory Facilities

        The high end Desktop Personal Computers were set up for the laboratory sessions.
There were seven computer terminals and two participants shared one terminal. The peripherals,
such as digitizers were also connected for the purpose of data input.

        Each computer was installed with image processing and GIS software, namely ERDAS
IMAGINE, ARCINFO, and ARCINFO and also other software of common use. All the
computers were also connected to intranet (locally to the UNEP RRC.AP server) and Internet to
allow data transfer/sharing and web surfing for searching the data.

3.4 Course Delivery
         The series of lectures were delivered in the areas of GIS, GPS and RS concepts, digital
image processing, environmental data collection and management/harmonization by the
resource persons from the UNEP RRC.AP, Asian Institute of Technology, and Kasetsart
University. The course also included adequate laboratory sessions to provide opportunity to the
participants to get acquaintance and familiarize the software.

         The handout materials to support lecture and laboratory sessions were distributed before
the start of training and also supplemented during the training period as per the need. All the

presentations made by the resource persons were a copied on to the CDs and distributed to
the participants.

         For the laboratory sessions, the case examples were chosen from the GMS context so
that participants have interest while practicing the real world problems. The participants were
also encouraged to participate in interactive discussion sessions to explain the problems they
have faced in day-to-day work of data generation and management and also to learn from each
other. It was also tried to assist the participants to solve their GIS/RS software-related individual
problems during the training -cum-internship period. The field trip was also conducted as
necessary.

        The trained participants are expected to contribute to the project from their home
country by involving in data collection and analysis to produce a case study. The detail course
schedule is presented in Annex 2.

3.5 Course Evaluation
       The course evaluation was conducted to know the participants’ reaction on the training-
cum-internship by introducing a structured questionnaire (Annex 3).

         In general, the training-cum-internship was beneficial to the participants. Majority of
participants also felt necessary of having the follow-up trainings in the areas of remote sensing
data analysis, spatial data generation, managem ent and analysis. The following is the summary of

4. Remarks

        The lack of trained manpower and necessary equipment facilities for environmental data
generation and monitoring are main hurdle for efficient data generation and sharing in the GMS.
The training-cum-internship organized for the GMS counterparts was the first and only training
program under SEMIS II arrangements. However, the training proved to be very useful but still
is not adequate so far the need of having more number of trained personnel is concerned in the
context of institutional or national demand for capacity building. In the training, only 2 persons
per country was included but the demand for trained personnel is much higher as almost all
departments/agencies involved in data generation lack trained manpower.

         It is desirable to continue the capacity building in environmental data generation and
analysis in the GMS in future too aiming to train more people. Locally organized training
programs will have better impact to produce higher number of trained personnel.
