Global Forum on Oceans, Coasts, andand Islands Global Forum on Oceans, Coasts, Islands andand international journal on international journal on Ocean & Coastal Management Ocean & Coastal Management Call for contributions to: Call for contributions to: Global Report on Progress on Meeting the Global Goals of Achieving Ecosystem Management and Integrated Coastal and Ocean Management by 2010 Achievement of these global goals established by heads of State at the 2002 World Summit on Sustainable Development is essential for attaining sustainable development of oceans and coasts. Yet, implementing the new paradigms of Integrated Ocean and Coastal Management (ICM) and Ecosystembased Management (EBM) at national and regional levels and in areas beyond national jurisdiction (64% of the ocean) has proven difficult and faced many obstacles. This report will assess the extent to which, and under what circumstances, progress is being (or not being) made in achieving implementation of ICM and EBM in areas of national jurisdiction (coastal zones and Exclusive Economic Zones), in various transboundary ocean regions, and in ocean areas beyond national jurisdiction. Within the limits of available information, the report will provide a report card on how far we have come, what needs to be done, what emerging issues must be addressed, what obstacles must be overcome, what funding is needed, and what capacity must be developed to further propel the implementation of integrated and ecosystem-based management approaches to governance of the world’s oceans. The report card will also take into consideration the effects of climate change on ocean and coastal ecosystems and peoples. This report builds on the 2006 Global Forum report on Meeting the Commitments on Oceans, Coasts, and Small Island Developing States Made at the 2002 World Summit on Sustainable Development: How Well Are We Doing? The Global Forum on Oceans, Coasts, and Islands Co-Chairs’ Report of the Third Global Conference on Oceans, Coasts, and Islands: Moving the Global Oceans Agenda Forward, UNESCO, Paris, January 23-28, 2006, by Biliana Cicin-Sain, Veerle Vandeweerd, Patricio A. Bernal, Lindsey C. Williams, and Miriam C. Balgos. Contributions are invited under the major categories noted below from major entities involved in funding, studying, and applying EBM and ICM at national, subnational, regional and global levels; from global, regional, and national agencies working on the application of these frameworks; and from scholars and providers of technical assistance in the field.
