1.1 Message from the President of FISU
Dear Friends,
It is great pleasure for me to welcome you to Bangkok, Thailand, to
celebrate the 24th Summer Universiade in what the student athletes will
compete in a full Universiade program of eighteen sports.
For the occasion, the Bangkok Universiade Organizing Committee (UBOC)
provided all the participants with high level sports facilities and structures.
The UBOC has also gathered the best technicians and managers for each
sport to ensure the good running of the competitions.
By collecting all the necessary information for each specific sport on the Universiade program, these
Technical Handbooks are a key document for all the participant which reflects the exceptional preparation
and will of the Organizing Committee to guarantee the best competition environment to the students.
We would like to wish you and unforgettable experience and the very best success in the competitions to
come during this 24th World Universiade Games.

1.2 Message from the President of the Organizing Committee
It is my honour and pleasure to welcome athletes, distinguished
international representatives and the entire FISU family to the Universiade
Bangkok 2007 during 8-18 August 2007. I am delighted to welcome all of
our international guests to Thailand on the auspicious occasion of the 80th
birthday anniversary of His Majesty King Bhumibol Adulyadej.
As Chairman of the 24th Universiade Bangkok 2007 Organizing Committee,
I would like to take this opportunity to convey our thanks to the
International University Sports Federation (FISU) for their excellent
cooperation and support in assisting with the organization of the 24th
Universiade Bangkok 2007. I would also like to thank all countries and
nations for their participation in this event.
It is a privilege for Thailand to host this global university athletic competition. The government and people of
Thailand are committed to the promotion and development of sport and recreation for young people around
the world. This commitment derives from the recognition that sports can create man, and man can create
nations. To be sport champions requires continuous practice, high discipline and strong determination.
These are the skills critical for success in life. Sport also cultivates leadership, teamwork, a positive attitude
and a sense of fairness, significant qualities for leaders of tomorrow.
Sport also plays an important role as a diplomatic initiative to foster a sense of unity, cooperation and the
sharing values among people of different races, cultures and religion. All become one though sport.
In the world where we are frequently confronted by contradictory and irrational views, we need a good
means of communication and cooperation. The ideals of athletic cooperation can link people across borders
to act with a common goal and speak a common language. Solidarity, teamwork, and cooperation leading to
world harmony can be built through sport partnership. Sport heroes and heroines routinely act as envoys
performing significant and valuable missions of their nations.
I sincerely hope that the Universiade Bangkok 2007 will be a major event for those who love sport and enjoy
the spirit of sportsmanship. With all the generous support of and contribution from the FISU Executive
Committee and all delegations, I am confident that the 24th Universiade will be a success and a memorable
experience, and all expectation will be fulfilled.

2.1 Gymnastics Technical Commission
In accordance with the FISU Rule (Article 3.5.1) there shall be a Technical Commission (CT) for each sport in
the Universiade program.
The Gymnastics Technical Commission shall consist of the following:

Delegates of the first Technical Commission Meeting will nominate candidates for three (3) additional
positions on the Technical Commission (CT). From the nomination list, three experts will be selected and
approved in the first General Technical Meeting. Not more than two members of Technical Commission (CT)
should be of the same nationality.
2.2 24th Universiade 2007, Bangkok Technical Regulations
2.2.1 General Terms (Article 11, FISU Regulations for the Universiade 2007 Bangkok)
11.1 The sport events of the 24th Universiade 2007, Bangkok shall be organized in accordance with the
most recent technical ruled of the appropriate FSl s unless otherwise stated by the Executive
Committee.
2.2.1.1 Technical Regulations
(Article 12.4, FISU Regulations for the Universiade 2007 Bangkok)
12.4 Gymnastics
12.4.2 Rhythmic Gymnastics
12.4.2.1 The rhythmic gymnastics events will be organized in accordance with the most recent technical
regulations of the F d ration Internationale de Gymnastique (FIG). In any dispute, the French text
will be regarded as authoritative.
12.4.2.2 The program and duration of the competitions will be fixed by the Executive Committee in
agreement with the Organizing Committee. In principle, the program of the competitions will last
three (3) days and will include the following events for Women:
Individual Multiple Competition (Competition II)
Individual Finals per Apparatus (Competition III)
Group Multiple Competition
Group Finals per Apparatus

The four apparatus on the program for the competitions will be determined by the FIG from the
following:
Rope Hoop Clubs Ribbon
The group apparatus program for the competition will also be determined by the FIG.
12.4.2.3 Competition II
Each participating country in Competition II may enter two (2) competitors.
The result will be established by adding up the points scored at Competition II by each competitor
on each apparatus.
At the first General Technical Meeting, the Head of Delegation or his representative shall confirm
and sign the official list of the competitors accredited by the CIC.
12.4.2.4 Competition III
The first eight (8) gymnasts on each apparatus, but by no more than two (2) of each country, who
obtained the best results at Competition II are designated to participate in the respective event.
Having qualified, the participation in competition III is obligatory.
The classification by apparatus will be determined by the points obtained at Competition III of the
respective apparatus.
Group Multiple Competition
Each country may enter a minimum of 5 gymnasts and a maximum of 6 gymnasts for the total
program of group exercise (2 exercise and 2 finals).
At the first General Technical Meeting, the Head of Delegation or his representative shall confirm
and sign the official list of accredited competitors by the CIC.
Group Finals per Apparatus
The first eight (8) groups on each apparatus, who obtained the best results at Group Multiple
Competition, are designed to participate in Group Finals per Apparatus.
The classification by apparatus will be determined by the points obtained at Groups Finals of the
respective apparatus.
12.4.2.5 The countries participating in the Rhythmic Sportive Gymnastics competitions must bring with
their delegation and at their own cost (Art. 5.3.1):
Countries participating in the individual Competition:
Country with two (2) competitors: one (1) international FIG judge
Countries participating in the Group Competition:
One (1) international FIG judge.
All judges must be in possession of the valid FIG brevet.

These countries must communicate with the Organizing Committee three (3) months before the
start of the Universiade the names of two (2) international judges (1 effective + 1 non-traveling
substitute) per nominated judge.
Any country failing to fulfill this obligation will pay a fee of USD 2500 (Art. 5.3.4) per judge to the
Organizing Committee.
2.2.2 Competition Regulations
Gymnastics: Rhythmic Gymnastics
The Start Lists for the competitions will be finalized for the First General Technical Meeting. If changes need
to be made, the team leader must submit them to the competition coordinator at least 24 hours before the
competition.
First General Technical Meeting will be held at 16:00-17:00 on Sunday, August 12th, 2007 in Muang Thong
Thani Sports Complex, Nonthaburi (Arena Hall).
Two delegates representing each country are required to attend the meeting, which will be conducted in
English and French.
Training:
Training will be arranged for those teams who arrive earlier than the designated arrival date. However, their
federation must take a request to the Organizing Committee beforehand.
Official Training:
Gymnasts will train in the designated training halls. Two and a half (2.5) hours training each day shall be
assigned for countries participating only in individual events. Five and a half (5.5) hours training each day
shall be assigned for countries participating in both individual and group competitions.
Change of training times:
In principle, the assigned training time cannot be changed. The official training will start on Monday, August
6th and end on Sunday, August 12th, 2007. On April 5th, 2007, a general draw was held under the
supervision of the CTI Chairman Josef Robert ZELLWEGER, to allocate training times and locations for
individuals and groups.
The training halls have a free height of 9m. and competition halls have a free height of 10m. Access to the
training halls is limited to the countries participating. Access to the competition halls is limited to persons
with possession of and wearing official accreditation cards at all times. The accreditation is personal and
cannot be used by other persons (non-transferable).
Drawing of Lots:
The drawing of lots shall be conducted in Thailand based on the final entries and abiding by the FIG
Technical Regulations.
Judges I nstruction:
Two separate Podium Training Courses for judges will take place on Monday, August 13th and on Tuesday,
August 14th between 08:00-09:30 (for Group exercise) and 13:00-14:30 (for Individual exercises) in Hall 1.

Drawing of Lots of the judges:
The official drawing of lots of the judges will take place prior to the competition in the Hall 1. Four (4)
judges will be selected for degree of Difficulty; four (4) judges for Artistic Value; and four (4) judges for
Executive Value. All judges must be present during the drawings.
Jury Composition:
There are two Juries in Rhythmic Gymnastics.
Jury A: Composition Jury and Jury B: Execution Jury.
Jury A (Composition) is divided into two subgroups.
DV: Difficulty Value-(evaluates the number and the level of difficulties)
AV: Artistic Value-(evaluates musical accompaniment and choreography)
Jury B evaluates the execution (technical faults for technique of the apparatus, technique of the body
movements, music and movement etc), submitting the total of the attributed penalties.
Distribution and Calculation of Scores: DV + AV + EX = Final score (max: 20.00 points)

Difficulty Value : max. 10.00 pts.
Artistic Value : max. 10.00 pts.
Execution Value : max. 10.00 pts.
New Element:
New elements, which are not in the current element pool, must be submitted to the RG Competition
Commission. The latest FIG Technical Regulations will be applied in the competition.
Tie-Break Procedures, Penalties and Disqualification:
Tie-Break Procedures, Penalties and Disqualification will be handled according to FIG Technical Regulations.
Roll Call:
Fifteen (15) minutes before the competition, the first roll call will be made in the warm-up hall five (5)
minutes before the competition, the second roll call will be made at the entry of the competition hall. All
gymnasts are required to follow the directions of the working staff.
Control of the Apparatus:
According to the requirements of the latest Code of Points, a control commission will examine the apparatus
to be used by gymnasts during their training in the Competition Hall. At the request of the Competition
Coordinator, a new control may be made at the end of an exercise.
Publication of the Scores:
Results system and scoring will be compiled, controlled and distributed in the competition area by the MSL
Group. The scores of the different exercises will be published on an electronic board indicating the number
and name of the gymnast, the notes DV, AV, execution, as well as the penalties and the final note. Name list
of judges and gymnasts will be distributed before each respective competition. After the conclusion of the
competition, the results shall be distributed to the control jury, the head of delegation, judge s room,
mailboxes reserved to delegations and press center. All exercises will be recorded on videotapes.
Forms for the Exercises:
At the first training session, the Heads of Delegation have to present the forms for the exercises of the
gymnasts denoting the difficulty and the artistic values. Two copies of Form AV and two copies of Form DV
(legible) per gymnast and exercise must be handed in.

Music:
The Music will be checked during the first training session. It will not be possible to use magnetic tapes
(reel-to-reel) and no piano will be available. Cassettes or CD s (3 copies for every apparatus) have to be
given to the Competition Coordinator. The following information mentioned in the Code of Points and the
Technical Regulations must be clearly marked on the cassettes / CD s:

An additional copy of the music is needed for the training. The authorized sound level in the training and
competition halls is limits to 80 dB resp. 1000 Hertz (Hz). During the podium practice, RG coaches are
responsible of checking the speed, volume and tone of the music for RG Events.
2.2.3 Medical Regulations
2.2.3.1 Medical Services
a) The Organizing Committee shall provide to the FISU family, participants and all accredited persons free
and adequate medical assistance
b) The Organizing Committee shall provide to the competitors adequate medical assistance during the
competition and during the practice at official practice sites during the official practice time according to the
FSI Regulations
c) And, where necessary, the Organizing Committee shall contract at its own cost an appropriate medical
insurance for all accredited persons covering illness and injury risks relating to and during the FISU Events.
Competition Venue:
Medical teams consisting of Medical Doctors (MDs), Nurse or Paramedics will be available in each venue.
They will work in the first aid rooms and on sport locations. In addition, Nurses or Paramedics will stand byin
the ambulances for hospital transfers. Fully equipped first aid kits and iceboxes containing packed ice will be
available. Delegation MDs will have access to the sports venues and the first aid room facilities, which meet
FISU and FSI regulations. In the case of water sports rescue equipment and appropriately trained staff will
be present at the venue.
Training Venue:
Medical teams consisting of Medical Doctors (MDs), Nurse or Paramedics will work in the first aid rooms and
on sport locations. Ambulance with an MD, nurse or paramedic will be present or on call. Fully equipped first
aid kits and iceboxes containing packed ice will be available. Delegation MDs will have access to the sports
venues and the first aid room facilities, which meet FISU and FSI regulations. In the case of water sports
rescue equipment and appropriately trained staff will be present at the venue.
Designated and partner hospitals:
Thammasat Chalermprakiat Hospital will be the designated hospital for patients sent from the
competition venues. In case of emergencies, closer partner hospital may be used for initial evaluation and
treatment. Each medical team will have a medical care guide including phone numbers of designated and
local hospitals.

2.2.3.2 Anti-Doping Control Regulations
Bases on the regulations for FISU, doping is strictly forbidden for all competitors. All competitors in the
Universiade 2007 Bangkok are liable to doping control in conformity with the Regulations. A doping control is
set up at competition venues and athlete s village hospital where there will be sample gatherings. The
doping control Center will carry out the doping control according to the newest IOC Rules and Procedures
under the supervision of FISU Medical Commission. The analysis of the sample shall be done in an IOC or
WADA accredited laboratory National Doping Control Center. The analytical result shall be reported to the
Chairman of FISU Medical Committee timely. Any competitor who tries to avoid or refuse to take a doping
test or who is found guilty of doping shall be disqualified. For the interpretation of these regulations, the
FISU Medical Commission is the sole authority.

2.6 Technical Meeting
(Article 3.5, FISU Regulations for the 24th Universiade 2007 Bangkok)
3.5.1 There shall be a CT for each sport in the programme of a Universiade which shall consist of:
a) A chairman (who shall be the member of the CTI for that sport);
b) A representative of the Organising Committee for that sport;
c) The representative of the appropriate FSN of the organising country;
d) The representative of the appropriate FSI;
e) Three experts nominated at the first (1st) General Technical Meeting on proposal adopted during
the first (1st) Technical Commission Meeting.
The Technical Commission will be assisted in its work by adequate personnel.
Not more than two members of the CT should be of same nationality.
3.5.2 During the days prior to the start of the sports event for which he is responsible, the chairman of
the CT shall convene the following meetings:
a) The first (1st) meeting of the Technical Commission: at which the staff members from the
Organising Committee for the sport concerned may also attend as observers.
b) The first (1st) General Technical meeting: to which shall be invited the members of the Technical
Commission and a representative from each country competing in that sport.
3.5.3. The first (1st) meeting from the Technical Commission must:
a) Prepare the first (1st) General Technical Meeting;
b) Appoint the criteria to set up a jury of appeal;
c) Decide the system of appointment of judges and referees;
d) Approve the detailed program for their sport;
e) Propose the nomination of three (3) experts from participating countries for CT membership;

3.5.4. The first (1st) General Technical Meeting must:
a) Nominate three (3) experts according to the rules under Article 3.5.1.e);
b) Approve the detailed programme of their sports;
c) Appoint a Jury of Appeal according to the rules of FSI of the sport concerned. The members of
this Jury must be of different nationalities;
d) Take if necessary the emergency measures in order to ensure the smooth technical running of
the events;
e) Confirm the official list of the competitors accredited by the CIC, who will take part at the
competitions. The head of delegation or his representative will confirm the attendance of their
country s athletes for this sport by signing that list and, if required, by filling in an entry form;

The participation card number attributed by the CIC, with first name, surname and competitor s
number, must appear on this entry form.
Competitors not approved by the CIC will not be authorized to participate.

3.5.5 The CT appoints referees and judges for all the competitions.
3.5.6 Before the end of the Universiade the members of the CT (Art. 3.5.1) shall meet to make
recommendations for the future organisation of their sport.

3.5.7 The Chairman of the CTI shall have the right to attend all meetings of the CT.
3.5.8 The Chairman of the CT prior to the start of the sport, for which he is responsible in the
Universiade, is obliged:
a) To maintain close cooperation with the Chairman of the CTI and with the representative of the
Organising Committee in the CT;
b) To ensure that the regulations of the FSI concerned are observed;
c) To inspect the sport facilities and the equipment to be used during the competition;
d) To gather exact information concerning:
1. The number and the level of performance of the participating competitors or teams.
2. The number and qualifications of the judges and referees in the participating delegations.
3. The system of drawing of lots.
e) To prepare the CT meeting with the representatives of the participating countries (Art. 3.5.2) In
agreement with the members of the CT he shall prepare the proposals for:
1. The appointment of a Jury of Appeal and of the referee/judge sub-commission.
2. The nomination of three experts from participating countries for the CT membership;
3. The system of appointment of the judges and referees for each competition.
3.5.9 At the end of the competitions of the sport of which he is responsible for, the chairman of the CT
has to sign the complete protocol of the results produced by the Organising Committee (Art 4.8.e)
in three (3) authentic copies:
a) for the FISU archives
b) for the Organising Committee archives
c) for the appropriate International Sports Federation
3.5.10 At the end of the Universiade, each CT chairman has to present a report which shall include:
a) Recommendations for the future Universiade
b) A summary of the best results
c) A final report on the organisation

2.7 Referees and Protest
2.7.1 Referees and Judges
(Article 12.4.1.7 FISU Regulations for the 24th Universiade 2007 Bangkok)
12.4.2.6 The countries participating in the Rhythmic Sportive Gymnastics competitions must bring with
their delegation and at their own cost (Art. 5.3.1):
Countries participating in the individual Competition:
Country with two (2) competitors: one (1) international FIG judge
Countries participating in the Group Competition:
One (1) international FIG judge.
All judges must be in possession of the valid FIG brevet.
These countries must communicate with the Organizing Committee three (3) months before the
start of the Universiade the names of two (2) international judges (1 effective + 1 non-traveling
substitute) per nominated judge.
Any country failing to fulfill this obligation will pay a fee of USD 2500 (Art. 5.3.4) per judge to the
Organizing Committee.
2.7.2 Protest and Appeals
(Article 11.2, 11.3, 11.4 FISU Regulations for the 24th Universiade 2007 Bangkok)
11.2 Any protest of a sport nature or disciplinary nature, must reach the jury through the referee or
other competent official according to the regulations lay down by the appropriate FSI or by the
technical regulations.
11.3 A Head of Delegation or his deputy has recourse to protest against the decision of the Jury. This
protest must be submitted in writing to the Jury of Appeal in accordance with the regulations of the
appropriate FSI. Such protest must be accompanied by a deposit of fifty (50) US Dollars which will
be returned if the protest is considered to be justified.
11.4 Any decision of the Jury of Appeal of a sport is final and must be reported immediately to the Head
of Delegation of the country concerned.
2.8 Equipment
FISU and UBOC approved equipment will be used during the games. GYMNOVA brand. That
has been approved by FIG, will be used during the games.

2.9 Awards Ceremony
(Article 5.10 FISU Regulations for the 24th Universiade 2007 Bangkok)
5.10.1 The Organising Committee shall provide medals, to a design approved by the Executive Committee of
FISU.
Individual events:
These medals shall be awarded to the first three in the individual events
Team events:
To the first three teams and to the coaches of the teams (1 head coach+1 assistant coach) as
follows:
First: Gold/Gilt medal;
Second: Silver/Silver-gilt medal;
Third: Bronze medal
In the case of too few entries in individual sports, medals will be awarded per event as follows:
a) One gold medal will be awarded if there are three (3) competitors or teams;
b) One gold medal and one silver medal will be awarded if there are five(5) competitors or teams;
c) one gold medal, one silver medal and one bronze medal will be awarded if there are more than six
(6) competitors or six (6) teams competing;
In specific sports, where required by the FSI regulations, two bronze medals will be awarded.
The detailed rules of this procedure will be keeping with the rules of the appropriate FSI.
The official languages for the awarding ceremonies in the stadium will be English, French and the
language of the Organizing Country.
The first eight competitors will receive a diploma or a medal of honour.
5.10.2 Awards in addition to medals may be made only after agreement with the Executive Committee of
FISU.
2.10 Transportation
Transportation will be provided for 23 days between August 1 and August 23. These services will be
provided to athletes and officials, referees and judges, media members and the FISU/ OC family.
Information related to any transportation service provisions regarding in-village transportation,
access to sport venues, on-call requests, parking lot permits, and other activities will be available at
the Transportation Services Information and Vehicle Request Center located in Athlete s Village. It
will also be possible to access the transportation services at the help desks to establish by the
International Commission.
Suvarnabhumi Airport is the official entry points for the 24th Universiade 2007, Bangkok. The
transportation services will be provided to and from these points and the accommodation facilities
during arrivals and departures.
There will be vehicles assigned to each country for transportation from the determined official entry
points. The scheduled bus services between the airport and main destination (Athlete s Village,
Technical Handbook- 24 -
Universiade HQ Office, FISU HQ Hotel, and Media Center) will provide transportation for arrivals and
departures during the Games. The shuttle bus services from the Athlete s Village to the competition
and training venues and back will be arranged to the competition and training schedules. There will
be separate shuttle services for each sport. Separate Vehicles will assign to each sports.
Vehicle will be assign to the VIPs participating in the 24th Universiade 2007, Bangkok according to
there categories. Also, there will be regular bus lines arranged between Athlete s Village, Media
Center, Airport and HQ Hotel.
Transportation services will be provided for arrivals at the Suvarnabhumi Airport, to the Media
Center, and from the Media Center to the official points for departures. Media members will be
transferred to the Media Center for the accreditation procedures, immediately after their arrival.
Shuttle Services will be provided from the Media Center to each competition venue.
3. Part III
3.1 Sport Information Center
3.1.1 Competition Information Office
Technical Information (TIC) located in Athlete s Village International Zone and the TICs located at
the competition venues will be provide specific information incorporating start lists and competition
results. The TIC in the Athlete s Village will be operation between 08:00 23:00.
3.1.2 National University Sports Federation (FNSU) Representatives Office
National University Sports Federation (FNSU) Representatives Office will be provided technical
information related to sports and progress of the Games.
This office located in Athlete s Village International Zone will incorporate to the Technical
Information Center reserve for each sport. The office will be operation between 08:00 23:00.
3.1.3 Sports Info Desk
The Sports Info Desk will be providing athletes and delegations with information related to the
Athlete s Village Operations and the Games in general. The office will be located in the Athlete s
Village International Zone and will be operate between 08:0 23:00
3.2 Weather Conditions
August is in the rainy season, the southwest monsoon prevailing over Thailand and the Gulf of
Thailand will be moderate to rather active throughout most of the month, under its influence the
fertile rainfalls will be expected over Thailand .
