Report of Ad-hoc Group on
collaboration with ISO/TC 211
TC287, Berlin 24-04-2008
Rob Walker, UK
RESOLUTION 117 taken by
CEN/TC 287 on 2007-06-06/07
Subject: Ad hoc group on collaboration with ISO/TC 211
CEN/TC 287 establishes an ad hoc group on collaboration
with ISO/TC 211 with the following terms of reference:
to support the secretariat in overcoming the problems
concerning distributing documents to member bodies
and their responses;
to encourage National bodies to participate in parallel
work items;
to identify a lead participant for each work item to
prepare a report on the status, the content, any issues,
progress and recommendations;
to recommend an approach to re-issue the failed
resolutions for parallel work items which are critical for
Europe and achieve a positive outcome.
Activity since last TC meeting.
Chris Gower convened e-mail discussion
with rather limited input.
Produced a report (doc N 1252).
Chris now retired from Standards work.
Follow-up document from UK.
Meeting in Berlin, 2008-04-22.

CEN NWIP votes
The problem is that there are only 10 countries active
and we need 5 countries to participate.
The information is there. Do people think that voting for
ISO implicitly means that they have voted for CEN?
The ISO site has a list of current ballots
A one-stop shop, with an integrated CEN/ISO calendar,
would be ideal.
The problem of not voting is not only in this TC, but
other TCs have the same problem. It means that the
national bodies fail in their jobs to get the votes in. Is
there a reason why people do not vote for CEN?
Experts sometimes think that when they vote to ISO,
CEN is extra work for the experts. This is not so.
Proposal (1)
Taking New work item resolutions at meetings,
rather than by correspondence, where there
will be time to complete the CEN new work
item adoption process.
Actions
Put NWIPs that fall within the appropriate
timeframe on the agenda of the meetings.
(Annet)
Add a column to the list of ballots with a
note if a vote is parallel. (Bjørnhild)
Proposal (2)
Changing the questions asked on New work item
ballots to:
We agree with the addition of a new work item of
CEN/TC 287: EN ISO 191xx, Title
o Yes and we are committed to participate in the development
of the project
o Yes but we will not participate in the development of the
project
o No (with comments appended)
o We abstain
Action Annet: adapt the ballot form.
Communications
If CEN/TC 287 is more visible, then we will get more
input.
The CEN livelink is not open and requires a password per
person. The CEN open website is not very clear.
Information on what TC 287 does is on the centc287.org
site. We need a link to WG 5.
The website should be re-styled. Annet has been trying
for two years to raise €3000, to improve it. Any offers?
The update of the website is not very good. Annet will
try to get rights to put things on the site herself.
Martin is setting up a Mediterranean group that is
enthusiastic for the work of TC287. This will improve TC
287 visibility.
Bjørnhild will inform the ISO members from Europe that
they have to vote for CEN as well.
Summary of proposed actions
Vote on NWIPs at the TC meetings when they fall within
the appropriate timeframe (Action Annet)
Add a column to the list of ballots with a note if a vote is
parallel. (Action Bjørnhild)
Change the questions asked on New work item ballots
to:
We agree with the addition of a new work item of CEN/TC 287: …
o Yes and we are committed to participate in the development of the project
o Yes but we will not participate in the development of the project
o No (with comments appended)
o We abstain
(Action: Annet)
Inform ISO members from Europe that they have to vote
for CEN as well (Action: Bjørnhild)
Ad-hoc Group will now
disband
